IV.A. Recognition of Ballard High School Students
Rationale

Whitney, Matthew, and Greg are the grand-prize winners in the 2013 Reel Action Video Contest. Their winning video will be aired on MTV and other national television stations.

More than 100 video entries were submitted for the contest. Students from across Kentucky, ages 12 to 17 and in grades six through twelve, were required to create a 28-second public service announcement (PSA) video to promote awareness about the dangers of underage drinking.

The Ballard High School students were recognized, along with other winners, at a red carpet premiere and awards ceremony held at the Baxter Avenue Theatres on February 24.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Ballard High School students Whitney Stephenson, Matthew Vincente, and Greg Coleman as winners in the Kentucky 2013 Reel Action Video Contest.

IV.B. Recognition of Noel Weaver
Rationale

Noel Weaver was one of two teachers named as a 2013 Kentucky High School Teacher of the Year by the Kentucky Music Educators Association (KMEA). This honor recognizes Noel for his teaching excellence and for his commitment and contribution to the profession of music education. Noel was formally honored at the KMEA Convention, which was held last month.

KMEA was created in 1941 and currently has a membership of approximately 2,000 music educators. The mission of the association is to promote music education throughout Kentucky by encouraging the study and making of music and advocating for issues affecting the accomplishment of this mission.

Rationale

The project is to provide limited modifications to support a new middle school curriculum. This would include, but not be limited to, window replacement in the small gym, replacement of two sets of stairwell doors, restroom upgrades, painting, and minor electrical work.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the district’s Model Procurement Code, and provide an appropriate written recommendation to the district.

V.F.5. Approval of Bid and Revised BG–1 Form for Window Replacement Phase I at Frayser Elementary School
Rationale

This project will cover the first phase of removing the original wood windows and replacing them with new insulated aluminum windows. The project will also include asbestos and lead abatement.

On January 23, 2012, the Board of Education approved Luckett Associates Architects to prepare plans and specifications for Project 290-12028.

The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.

Bids were received, publicly opened, and read aloud in the Office of Facilities and Environmental Services on February 12, 2013.

All bids exceeded the funds available for this project. The best interest of the Board would not be served in rebidding the project per Article 3.23.1 of the Model Procurement Regulations. Therefore, pursuant to Article 3.23.2, negotiations were held with the three lowest qualified bidders based upon a revised scope of work.

This item requests approval to award contracts to the low bidders of facility construction projects and reject bids deemed unacceptable in accordance with KRS 162.070.

Rationale

Butler Traditional High school received funds and items totaling $3,000 from Suda E. Butler Alumni Association. The donation will be used to purchase four iPads to complete an iPad station for the school's Media Center.

Butler Traditional High School received $1,025 from Butler Traditional Parent Teacher Student Association (PTSA) to be used to fund the activity fund adult account for the staff. 

Cane Run Elementary School received a metallic tree-shaped sign with leaves valued at $1,000 from Sign-A-Rama. The branches and leaves are engraved with the names of companies who have made donations to the school. The sign will be placed on a wall to acknowledge these companies.

Central High School Magnet Career Academy received $650 from Mac’s Childcare LLC to help cover expenses of the cheerleading squad participating in a competition in Lexington.

DuPont Manual High School received $3,025.45 from The Community Foundation of Louisville, Inc. This donation will cover travel expenses for the academic team for participate in tournaments in Washington, D.C. on April 27, 2013, and Atlanta, Georgia, on May 24-26, 2013. 

Maryhurst received $214.50 from L&N Federal Credit Union to be used for student recognition and field trip expenses.

V.R. Approval of Memorandum of Understanding with Kentucky Higher Education Assistance Authority for AmeriCorps College Coach at Southern High School
Rationale

The Kentucky Higher Education Assistance Authority (KHEAA) administers various student financial aid programs and conducts myriad outreach activities in order to help improve access to higher education for Kentucky students and their families. KHEAA will place a fully-trained AmeriCorps College Coach in Southern High School to serve as a full-time near-peer mentor for students.

KHEAA will provide regular, rotating oversight for the AmeriCorps member to ensure s/he is engaged in service activities to help students and their parents develop higher educational aspirations and learn about and use available resources to help pay for education beyond high school. KHEAA will provide age-appropriate publications and outreach services to students and parents as well as training on KHEAA resources to school personnel.

Southern High School will submit a report to KHEAA if expenses occur and may provide supervision, office space, office supplies, technology, mileage, and some program support expenses. The school will provide the College Coach with opportunities to interact with all students and parents and provide access to student data and Individual Learning Plans.

The service period is from September 2, 2012, to June 30, 2013. The agreement is being submitted late due to delayed receipt from KHEAA.

NOTE: The Board previously approved Memorandums of Understanding with KHEAA for an AmeriCorps College Coach at Waggener High School (December 10, 2012) and an AmeriCorps College Coach at Valley High School (January 14, 2013).

V.T. Acceptance of Contract Modification for District-Sponsored AmeriCorps REACH Program
Rationale

This contract modification adds language to reflect clarification received from the Corporation for National and Community Service, the federal funds provider, regarding final payment for the program year. Furthermore, this modification allows JCPS to replace AmeriCorps members if members leave during the service year. Services required, payment amount, and all other terms of the contract remain the same.

The Corporation for National and Community Service, through the Kentucky Commission on Community Volunteerism and Service, has awarded the district funding in the amount of $221,000 to recruit and engage 17 AmeriCorps members to provide mentoring services for truant students and to recruit and engage volunteers.

The 17 full-time AmeriCorps members will provide mentoring for truant students who missed 7-15 unexcused days of school during the previous year at each school site. Members also will recruit additional volunteers at each school site.

AmeriCorps members will be placed in the Family Resource and Youth Services Centers at eight elementary and nine middle schools. Each school will contribute $4,500 toward the cost of the AmeriCorps members.

Rationale

On March 14, 2013, Administration gave a status report on Advance Program. It was reported that Cochrane and Farmer elementary schools followed the process and submitted material to be recognized as Advance Program schools for their resides students only beginning in the 201314 school year. 

During the discussion, Administration committed to studying the placing of the Advance Program in all schools beginning in the 201415 school year. The commitment was that the study will be completed by September 2013.

Rationale

The annual Technology Activity Report details the spending of Kentucky Education Technology System (KETS) funds and other funds on technology. The report details how much money was spent on workstations, printers, file servers, software, hardware, network, personnel, and maintenance.

The Kentucky Department of Education (KDE) requests this information in order to compare how the district is spending money in relationship to the money received through the Kentucky School Facilities Construction Commission (SFCC) Education Technology Funding Program.

Once this report is approved by the Board, KDE will send the Offer of Assistance indicating the amount of money JCPS will receive for KETS.

VI.A. District Declaration of Intent: Professional Growth and Effectiveness System
Rationale

The Kentucky Department of Education requires that local districts develop, adopt, pilot, implement, and sustain fair and rigorous evaluation and support system for teachers and leaders.                          

On January 28, 2013, the Board of Education approved the Joint Statement of Commitment for the Collaborative Development of a Jefferson County Educator Growth System (EGS) that will support continuous professional growth and development throughout an educator’s career.

The Educator Quality Oversight Committee (EQOC) recommends the adoption of Option 2 under the following parameters:

  • Continuing through the 2014–15 school year, the District intends to implement and review the pilot of all components/instruments of the Kentucky Professional Growth and Effectiveness System (KPGES).
  • The District requests the right to field test alternate and comparable components/instruments for consideration and approval by the Kentucky Board of Education.

Rationale

Pursuant to 702 KAR 4:180, the Board of Education shall vote on the draft District Facilities Plan (DFP) as recommended by the Local Planning Committee (LPC).

The LPC held three required meetings and public forums to discuss the development of the DFP and participated in the required Kentucky Department of Education (KDE) orientation.

The draft DFP has been reviewed by KDE staff with a recommendation to approve.

The LPC held a final meeting on March 19, 2013, and voted to accept the draft DFP as reviewed by KDE, and recommended to submit to the Board of Education for approval.

Pursuant to the regulations, the Board of Education shall select a Hearing Officer to take public comments on the Board approved DFP.

Rationale

Senate Bill 97 would permit a school district to increase the compulsory school attendance to age 18. The first year for possible implementation would be the 2015–16 school year.

We need to develop a plan so that our high school students have alternative pathways that are meaningful, relevant, and personalized in order to keep them engaged. 

This presentation will provide a review of the bill and the first draft of some of the key components of a district plan.
