IV.A. Recognition of Meagan Mineer
Rationale

Meagan was presented with the Mathematics Education Service and Achievement (MESA) Award from the Kentucky Council of Teachers of Mathematics (KCTM) for her outstanding commitment and service to the profession of mathematics education. She was formally recognized at the KCTM Conference held in October. 

KCTM created the MESA Award in 1991 to recognize exceptional mathematics teachers, education professionals, and business and community leaders who have dedicated their time, support, and service to enhancing mathematics education.

KCTM’s mission is to provide professional development and support to mathematics teachers of students in kindergarten and beyond.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Meagan Mineer, a teacher at Westport Middle School, for receiving the Mathematics Education Service and Achievement Award.

IV.B. Recognition of the 2013 Ashland Inc. Teacher Achievement Award Recipients
Rationale

Allison, Karen, and Anita are three of 24 exemplary Kentucky teachers selected as 2013 Ashland Inc. Teacher Achievement Award (TAA) recipients. In recognition of their outstanding accomplishments, the teachers were honored and presented with a cash award and certificates during an awards ceremony, which was held on October 17 at the State Capitol in Frankfort. Representatives from the Kentucky Department of Education (KDE), the Governor’s Office, and Ashland Inc. were in attendance to congratulate the award recipients.

KDE and Ashland Inc. have partnered for the twelfth consecutive year to select and honor teachers with the Ashland Inc. TAA and with the Kentucky Teacher of the Year Award. Since 1988, Ashland Inc. has awarded approximately $658,000 to more than 450 Kentucky teachers.

Superintendent Donna Hargens recommends that the Board of Education recognize Allison Hunt, teacher at duPont Manual High School; Karen Stark, teacher at Westport Middle School; and Anita Winstead, teacher at King Elementary School, as 2013 Ashland Inc. Teacher Achievement Award recipients.

IV.C. Recognition of Allison Hunt
Rationale

Allison was named the 2013 Kentucky High School Teacher of the Year and was formally recognized by Ashland Inc. and the Kentucky Department of Education (KDE) on October 17 at the State Capitol. She was one of nine semifinalists for the state Teacher of the Year Award. She was presented with a $3,000 cash award and a customized art-glass vase in recognition of her distinguished accomplishment.

Allison has numerous awards for her outstanding leadership and dedication to the teaching profession, some of which include the 2011 WHAS-11 Excellence in Classroom and Educational Leadership (ExCEL) Award, the 2009 Distinguished Teacher Award from the National Council of Geographic Education, the National Society of High School Scholars Award, the Claes Nobel Educator of Distinction Award, and the Kentucky Outstanding Civic Education Leadership Award.

Allison is a ten-year teaching veteran and serves as a mentor to student teachers. She implemented an Advanced Placement (AP) Human Geography course, sponsors her school’s History Club, and is a member of the School-Based Decision-Making (SBDM) Council.

IV.D. Recognition of Jefferson County Public School District School Psychologists
Rationale

Amy received the Kentucky Association for Psychology in the Schools (KAPS) Regional Award, and Susan received the KAPS Psychologist of the Year Award.

The Regional Award recognizes school psychologists who provide high-quality psychological services to students, school staff, and parents. The Psychologist of the Year Award recognizes psychologists who exemplify outstanding leadership, extensive professional expertise, accomplishments, and dedication to the profession. 

Amy and Susan were formally recognized at the 2012 KAPS Conference held in September.

The mission of KAPS is to promote educationally and psychologically healthy environments for all Kentucky children and youth.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Amy McClain and Susan McGurk, Jefferson County Public School District school psychologists, for receiving a Kentucky Association for Psychology in the Schools Award.

V. Consent Calendar and Superintendent's Report

Persons requesting to address the Board on a specific agenda item will speak when that item is brought forward.

Speakers who have registered to address the Board of Education on agenda items will be called when that agenda item is brought forward.

Speakers who have registered to address the Board on non-agenda items are heard after the Board has conducted regular business, near the end of the meeting.

Order #342 - Motion Passed:  A motion to approve the Consent Calendar as presented in Agenda Items V.A. through V.U. minus Items V.S. Approval of Tobacco-Free Policies and V.T. Approval of 2013–14 and 2014–15 School Calendars, which were voted on separately, passed with a motion by Mr. Larry Hujo and a second by Mrs. Carol Ann Haddad.

Rationale

Rationale

On February 13, 2012, the Board of Education approved Luckett Associates Architects to prepare plans and specifications for Project 155-12034.

On June 11, 2012, the Board approved awarding a contract to Martin Construction Co. for $43,972.

In accordance with 702 KAR 4:160, the Kentucky Department of Education requires revision of the BG–1 form to match the total funds available.

On December 12, 2011, the Board of Education approved McCulloch Associates Architects to prepare plans and specifications for Project 300-12025.

On March 26, 2012, the Board approved awarding a contract to Highland Roofing Co., Inc. as the low bidder.

McCulloch Associates Architects has made a final inspection and concluded that this contract is complete and final payment is due the contractor.

On April 30, 2012, the Board of Education approved assigning the JCPS Facilities Planning Unit to prepare plans and specifications for Project VAR-12046.

On June 25, 2012, the Board approved awarding a contract to Riverside Paving & Contracting, Inc. as the low bidder.

The JCPS Facility Planning Unit has made a final inspection and concluded that this contract is complete and final payment is due the contractor.

V.O. Acceptance of Donations
Rationale

Atkinson Elementary School Family Resource Center received $1,000 from Highland Presbyterian Church to be used to purchase supplies for parent/child programs, basic needs, and clothes closet items for students and families of J.B. Atkinson Elementary School.

Barret Traditional Middle School received $1,000 from Sam’s Club/Walmart. Each core department will get $200 for various supplies.

Bates Elementary School received $250 from Richard Ziegler to be used for student needs.

Blake Elementary School Family Resource Center received sweater vests, ties, and oxford cloth shirts for boys (16 of each) and navy cardigan sweaters and elastic headbands for girls (20 of each) valued at $1,008.32 from Humana Medicare Service Operations. The items will be used in the Distinguished Gentlemen of Blake and the Leading Ladies of Blake mentoring program. Students will wear these as part of a uniform once a week to signify they are a part of this student leadership group.  

Bowen Elementary School received $11,160 from the Bowen PTA to be used to purchase two 10-packs of Apple iPads with retina display Wi-Fi 16GB with engraving and AppleCare+ protection plan. 

Breckinridge-Franklin Elementary School received three 10-packs of dry erase boards and dry erase board erasers from DonorsChoose.org and Community Foundation of Louisville to be used in classrooms to support literacy. The total value of the donation is $388.05, with $194.03 from DonorsChoose.org and $194.02 from Community Foundation of Louisville.

Breckinridge-Franklin Elementary School received 43 books from DonorsChoose.org and Community Foundation of Louisville. The donation is valued at $274.04, with $137.02 from DonorsChoose.org and $137.02 from Community Foundation of Louisville. 

Dupont Manual High School received a $500 GE Star Award from the Institute of International Education to be used by the English Department Chair for educational purposes.

Farnsley Middle School Youth Service Center received $3,000 from Zoeller Company to be used to purchase items for families in need and for items or programs needed for the Youth Services Center.

Farnsley Middle School received $1,000 from Riverport Business Association to be used to help refurbish existing structures on a field so the girls' softball team can use the field for games. 

Jeffersontown High School received a baby grand piano valued at $500 from Vickie Cook, an Orchestra Instructor. The piano will be used for school and community performances. 

Jeffersontown High School received $5,000 from the City of Jeffersontown to support students in the Project Lead the Way program and to purchase materials for technology classes. Funds will also be used to assist robotic classes with materials and registration for robotics competitions. 

Lincoln Performing Arts School received services valued at $21,460 from the Louisville Ballet. The Louisville Ballet will provide after-school instruction for Lincoln students, and students will attend performances of the Louisville Ballet at their studio and at the Kentucky Center for the Arts.

Luhr Elementary School received $500 from Samuel M. Denny & Associates to be used to purchase classroom magazines for intermediate grades. Magazine titles include Time for Kids, State Studies Weekly, Scholastic News, and others.

Newburg Middle School received $1,200 from Direct Experience in Artistic Living, Inc. to be used to purchase 150 tickets for a Stage One matinee performance and rent three buses for a student field trip for the sixth-grade Trailblazers team.

South Park Teenage Pregnancy Program received $300 from Carl Herde and $50 from J. Tim Galbraith. The funds will be used to purchase sweatshirts for students in Project SMART (Science, Math and the Right Technology), a program focused on post-secondary education and career exploration.

South Park Teenage Pregnancy Program received $100 from Fairdale Community Club. This donation is a Pooh’s Corner donation, which helps students with Christmas items for their child.

Youth Performing Arts School received $1,500 from Republic Bank to be used for the school's fall musical production of Little Women

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education accept donations totaling $50,190.41 to be used as stated in the rationale.

V.P. Acceptance of Funding from the Jefferson County Public Education Foundation
Rationale

Jefferson County Public Schools received $34,893.24 from the Jefferson County Public Education Foundation through the following donors:

A $5,000 donation was received from an anonymous donor to be used for classroom supply money for teachers at Johnsontown Road Elementary School.

Zeon Chemicals donated $1,160 for the Close the Deal event at Western High School.

The Community Foundation of Louisville donated $1,022 for the Close the Deal event at Waggener High School.

The Gheens Foundation, Inc. donated $25,000, which represents their 2012-13 commitment of matching funds in support of the Investing in Innovation (i3) Making Time for What Matters Most programs at The Academy @ Shawnee, Fern Creek Traditional High School, Moore Traditional School, Valley High School, Waggener High School, and Western High School.

Gordon Food Service (GFS) donated $2,561.24 to be used for scholarships for high school seniors.

The K. C. Crahan and Rebecca Crahan Charitable Fund donated $100 to the Chris Nelligan Memorial Scholarship Fund.

Lois Epstein donated $50 to the J. C. Cantrell Scholarship Fund.

V.Q. Acceptance of Grants and Funding

V.Q.1. Acceptance of a Refugee School Impact Grant Subaward from Catholic Charities of Louisville
Rationale

The Refugee School Impact Grant serves students and families that are adjusting to a new culture and a daily life that is vastly different from their experiences in their countries of origin or countries of transition.

Jefferson County Public Schools are challenged to not only teach refugee children in the classroom, but to address additional family needs in order to ensure each child's successful transition to their new school.

Superintendent Donna Hargens recommends that the Board of Education accept a $110,000 Refugee School Impact Grant Subaward from Catholic Charities of Louisville, Kentucky Office for Refugees and authorize the Board Chair and Superintendent to sign the attached subaward agreement.

V.Q.2. Acceptance of PNC/Fund for the Arts Teacher Arts Grants
Rationale

PNC/Fund for the Arts Teacher Arts Grants (TAG) provide support for middle and high schools to participate in programming offered by Fund for the Arts Cultural Partners.

Teacher Arts Grant recipients are as follows:

  • Thomas Jefferson Middle School—$285;
  • ESL Newcomer Academy—$760; and
  • Maryhurst School—$1,000

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education accept three PNC/Fund for the Arts Teacher Arts Grants totaling $2,045 for Thomas Jefferson Middle School, ESL Newcomer Academy, and Maryhurst School.

V.R. Approval of Childcare Enrichment Program Memorandum of Agreement with YMCA of Greater Louisville
Rationale

The Jefferson County Public School District and The YMCA of Greater Louisville jointly operate the Childcare Enrichment Program (CEP), a before- and after-school child care program to enable the children of working families to participate in a variety of physical, cultural, educational, and social activities. The district currently operates 52 CEP sites serving more than 9,700 children.

The attached Memorandum of Agreement assures our ability to continue the current program and allows for expansion if the student need is apparent.

This agreement shall be effective from November 13, 2012, through November 13, 2013, and renewable on a yearly basis.

Superintendent Donna Hargens recommends that the Board of Education approve the attached Memorandum of Agreement with the Young Men's Christian Association of Greater Louisville for the continued operation of the joint Jefferson County Public Schools/YMCA Childcare Enrichment Program.

V.S. Approval of Tobacco-Free Policies
Rationale

The attached proposed policies were received for first reading by the Board of Education on February 13, 2012. With these revisions the Jefferson County Public School District will become tobacco-free beginning with the 2014-2015 school year.

The proposed revisions were made in conjunction with Kentucky School Boards Association’s Policy Service (“KSBA”). We are converting the new policies to a number system rather than our current lettering system.

In the system of revision used in the attached policies, underlined (     ) words are proposed language, words containing (-----) are proposed deleted language and yellow highlighting is language that KSBA recommends that Boards include in the policy area.

V.T. Approval of 2013-14 and 2014-15 School Calendars
Rationale

The District Calendar Committee composed of representatives from employee unions, central office departments, the PTA, Board District parent representatives and local schools developed the attached calendars.

The calendars include 187 scheduled days plus two extended days for teachers and 175 days (1074 instructional hours for students). Teachers will have one day prior to the start date to set up their classrooms.

Included within the calendar are the following:

  • 1074 Student Instruction Hours
  • 4 Paid Holidays
  • 4 Professional Development Days (3 flexible)
  • 2 Gold Days
  • 1 Opening Day
  • 1 Closing Day
  • 1 Non-Day (2013-14)
  • 2 Non-Days (2014-15)
  • 3 Recovery/Makeup Days
Any accrued instructional time in District calendars over the Kentucky Department of Education’s minimum is to be designated as "banked" instructional time.

All 260/261 employees have nine paid holidays. A list of the recommended paid holidays for the 2013–14 and 2014–15 school years is attached.

V.U. Approval of 2013 Legislative Priorities
Rationale

The 2013 Regular Session of the Kentucky General Assembly is scheduled to convene on Tuesday, January 8, 2013, and will last 30 legislative days.

Jefferson County Public Schools functions within the statutory framework established by the General Assembly and will receive significant funding support through the 2012–2014 Biennial Budget of the Commonwealth of Kentucky; therefore, the actions of the legislature have a significant impact on the district's work.

The 2013 Legislative Priorities document sets forth six policy positions regarding issues that are likely to be addressed during the 2013 Regular Session and are important to providing the district with the tools needed to improve the academic achievement of district students.

This document was presented to the Board of Education for information during a work session on October 29, 2012, and is now being submitted for approval.

VI.A. Approval of Board Resolution Urging Congress to Mitigate Cuts to Education and Report on the Potential Impact of Cuts
Rationale

The National School Boards Association is asking each local school board to sign a resolution urging Congress to rescind across-the-board budget cuts to education. Federal funding for education faces significant cuts that are scheduled to become effective on January 2, 2013. The Budget Control Act of 2011 will impose across-the-board cuts of 7.8 percent or more to education through a process called sequestration (the cancellation of budgetary resources), unless Congress intervenes.

The Facts:

  • The impact of a 7.8 percent cut to programs such as Title I grants for disadvantaged students would mean a cut of more than $1 billion, affecting nearly two million students.
  • Special education grants would be reduced by more than $900 million, impacting nearly 500,000 children with disabilities.
  • English Language Acquisition grants would be cut by approximately $60 million, affecting an estimated 377,000 students.
  • Sequestration's budget cuts to these and other education programs would mean increased class sizes, reduction of extended learning opportunities, reduction of teacher professional development, and less access to programs for children with special needs, as well as summer school, college counselors, early childhood education, and after-school programming.

Most school districts have experienced significant budget cuts in recent years, resulting in fewer course offerings, thousands of teacher and staff layoffs, four-day school weeks, loss of extracurricular activities, and reduced transportation services. If further budget cuts from sequestration were to occur, school districts would be forced to cut even more essential services and these devastating budget cuts would force some schools to close.

It is anticipated that staff will use this list to avoid scheduling conflicts, improve coordination and support of activities, enhance planning, and increase awareness of upcoming board meeting activities.
