IV.A. Recognition of Blair Taylor and Megan Parker
Rationale

Blair and Megan were two of 54 students from across the nation selected to receive a scholarship to attend the 2012 Building a Grad Nation Summit, which was held in Washington, D.C., and hosted by America’s Promise Alliance.

The Building a Grad Nation Summit is part of a ten-year campaign to end the high school dropout rate crisis and to prepare our nation’s young people for college and the workforce. It will also bring together a host of community organizations, educators, local and state leaders, national nonprofit organizations, businesses, youth, and others to share and talk about the progress that has been made toward this effort and how actions can be taken to replicate the successes made throughout the nation.

The objective of the campaign is to increase the high school graduation rate to 90 percent by the year 2020 and to put the United States back in the forefront as first in the world in college graduation.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Blair Taylor, a student at Meyzeek Middle School, and Megan Parker, a student at Eastern High School, for receiving a scholarship to attend the 2012 Building a Grad Nation Summit.

IV.B. Recognition of the District's Multicultural Teacher Recruitment Program State and National Future Educators Association Conference Competition Winners
Rationale

More than 20 JCPS middle and high school students participated in and won at the state Future Educators Association (FEA) competition, which qualified them to compete at the 23rd Annual National FEA Conference Competition held in Baltimore on February 17 through 19.

District students competed against students from across the state and nation in essay writing, impromptu speaking, job application, public service announcement, ethical dilemma, energy day, lesson planning and delivery, leadership, and the FEA Moment competitions.

The FEA competitions are a teaching and learning experience for students to help them develop their knowledge and skills for the education profession.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize the District's Multicultural Teacher Recruitment Program State and National Future Educators Association Conference Competition winners.

IV.C. Recognition of Nikita Perumal
Rationale

Nikita won the state Jim Claypool Conservation Writing Contest and was formally recognized at the Capitol in Frankfort on February 16 as part of the Kentucky Conservation Committee’s second annual Biodiversity of Kentucky multimedia educational event.

Nikita’s winning entry was one of more than 17,000 entries submitted for the contest. Students in grades six through twelve were required to create a writing piece based on this year’s theme, “Where Kentucky’s Wild Things Are,” which focuses on wildlife conservation. The winners were selected by a panel of judges from various environmental agencies and individual backgrounds.

Energy and Environmental Cabinet Secretary Len Peters stated, “It’s important that we inspire future environmental stewards through public and classroom activities that teach them about the conservation concepts and cultivate a respect for the natural world that will remain with them throughout their lives.”

The contest is sponsored by the Kentucky Association of Conservation Districts and the Kentucky Farm Bureau.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Nikita Perumal, a student at duPont Manual High School, for winning the Jim Claypool Conservation Writing Contest.

IV.D. Recognition of the duPont Manual High School Girls’ Basketball Team
Rationale

On March 10, the duPont Manual High School Lady Crimsons Basketball Team defeated Marion County, 58–54, to win the 2012 Houchens Industries/KHSAA Girls’ Sweet Sixteen State Basketball Tournament. The tournament game was played before a crowd of 4,370 in E. A. Diddle Arena in Bowling Green, Kentucky.

The duPont Manual High School Girls’ Basketball Team made it to the state semifinal game for the third time in five years. The team ended the season with a 37–2 record season. Stacy Pendleton is the coach for the duPont Manual High School Lady Crimsons Basketball Team.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize the duPont Manual High School Girls’ Basketball Team for winning the Houchens Industries/Kentucky High School Athletic Association Girls’ Sweet Sixteen State Basketball Tournament.

IV.E. Recognition of the Jefferson County Public School District's Web Site
Rationale

The District's Web site was one of 214 Web sites selected out of more than 6,000 government Web sites to be presented with the Sunny Award. The award is presented by the editors of Sunshine Review and recognizes the most transparent Web sites in America. JCPS scored an “A” transparency grade on Sunshine Review’s Transparency Checklist.

Web sites were graded on a 10–point transparency checklist. The editors evaluated the Web sites based on the content of information provided to visitors and readers against what should be made available. They looked for information on such things as budgets, meetings, lobbying, financial audits, contracts, academic performance, public records, and taxes. 

Sunshine Review is a national nonprofit organization dedicated to encouraging government transparency.

IV.F. Recognition of the Jefferson County Public School District
Rationale

Brian Riendeau, executive director of the Dare to Care Food Bank, will make a presentation to the Jefferson County Board of Education acknowledging and recognizing JCPS for its outstanding commitment and participation in this year’s Dare to Care Food Drive.

Rationale

V.D. Approval of Projects, BG–1 Forms, and Assignment of Architects/Engineers
V.D.1. Approval of Project, BG–1 Form, and Assignment of Architect/Engineer for a New Operations Building at Blankenbaker Bus Compound
Rationale

This project will provide for the construction of a new operations building to include two administrative spaces, restrooms, storage, and a gathering space for bus drivers. Site work and utilities also will be included as well as the modification of existing compound spaces within the maintenance garage.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the district’s Model Procurement Code, and provide an appropriate written recommendation to the district.

The Kentucky Department of Education requires approval of the attached resolution in order to enter into contracts with the design firms of this project. Plans and specifications will be prepared with this approval.

V.D.2. Approval of Project, BG–1 Form, and Assignment of Architect/Engineer for Food Service Phase 31 at Various Schools
Rationale

This project addresses the purchase and installation of food service equipment at various schools. Architectural, mechanical, and electrical modifications are included. The schools shall include but not be limited to Auburndale Elementary, Breckinridge Metropolitan High, Byck Elementary, Coleridge-Taylor Montessori Elementary, Coral Ridge Elementary, Fairdale Elementary, Foster Traditional Academy, Frost Middle, Kerrick Elementary, Lassiter Middle, Luhr Elementary, Noe Middle, Olmsted Academy South, Rangeland Elementary, Wellington Elementary, and the Dawson Orman Education Center.

Rationale

This project shall provide an outdoor pavilion to be used for all classes for various activities. The project is partially supported by the school's Parent Teacher Organization. The project is fully funded by the school’s Parent Teacher Association.


Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

On December 12, 2011, the Board of Education approved McCulloch Associates Architects to prepare plans and specifications for Project #003-12026.

The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.

Bids were received, publicly opened, and read aloud in the Office of Facilities/Transportation on March 13, 2012. The bid tabulation is attached.

This item requests approval to award contracts to the low bidders of facility construction projects and reject bids deemed unacceptable (KRS 106:070).

V.E.2. Approval of Bid and Revised BG–1 Form for Phase 1 HVAC Renovation at Fairdale Elementary School
Rationale

This project will include the complete replacement of the HVAC system. The electrical scope of work will include routing power to all new mechanical equipment along with other associated electrical system renovations (switchgear replacement, generator replacement, lighting, fire alarm, security, intercom paging, etc.). The architectural scope of work includes administration renovation, new ceilings, ADA restroom upgrades, plumbing fixture replacement, structural repairs, and miscellaneous renovation items to accommodate the renovation of the HVAC system.

On September 12, 2011, the Board of Education approved CMTA, Inc. to prepare plans and specifications for Project #010-12010.

The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.

Bids were received, publicly opened, and read aloud in the Office of Facilities/Transportation on March 13, 2012. The bid tabulation is attached.

This item requests approval to award contracts to the low bidders of facility construction projects and reject bids deemed unacceptable (KRS 106:070).

V.L. Acceptance of Donations
Rationale

Atherton High School received $500 from Aircraft Component Services to be used for baseball team expenses.

Brooklawn Youth Services received $1,000 from James Sandige. The funds will be used for student incentives.

Field Elementary School received $4,768. The school received $3,768 from Mr. and Mrs. J. R. Streeter to be used for fifth-grade students to go on a field trip to Pine Mountain Settlement School and $1,000 from the Ethel H. O’Brien Field of Interest Fund to be used for installing wireless routers throughout the school.

Louisville Male High School received $5,000 from the Louisville Male High Alumni Association to be used for the invitational track meet.

Waggener High School received $21,000 from the Mildred V. Horn Foundation. The funds will be used to purchase computers for the school.

Western Middle School received $1,000 from the Purity Chapter #116, Order of the Eastern Star, Mabel G. Stockhoff Trust Award to be used for teacher supplies.

V.M. Acceptance of Funding from the Jefferson County Public Education Foundation
Rationale

Jefferson County Public Schools received funding totaling $30,105.39 from the Jefferson County Public Education Foundation through the following donors:

The Community Foundation of Louisville donated $10,000 on behalf of Hilliard Lyons to be used for the Investing in Innovation (i3) Development Grant.

Gordon Food Service donated $2,005.59 to be used for the Louisville Education and Employment Partnership.

The C. E. and S. Foundation donated $10,000 to be used for Fern Creek Traditional High School’s Unleashing Digital Storytelling project.

Jane Charmoli donated $100 to be used for the Louisville Education and Employment Partnership ABC Scholarship.

PNC Bank donated $3,000 to be used for the Grow UP Great program in the Early Childhood Department at the Dawson Orman Education Center.

Louisville Metro Council donated $5,000 to be used for the new playground at Rutherford Elementary School.

Rationale

Funding for the JCPS Adult and Continuing Education Department's Youth Opportunities Unlimited (Y.O.U.th) Career Center has been decreased by $11,600, from $350,000 to $338,400.

The Y.O.U.th Career Center will continue to provide assessment services, case management, contextualized basic skills, GED remediation, pre-employment training workshops, and comprehensive guidance and counseling services to participants.

V.N.2. Acceptance of a Funding Modification from Greater Louisville Workforce Investment Board dba KentuckianaWorks
Rationale

KentuckianaWorks Workforce Investment Board has increased funding for the JCPS Adult and Continuing Education Department's Youth Opportunities Unlimited (Y.OU.th) Career Center in the amount of $10,500, from $475,000 to $485,500.

The Y.O.U.th Career Center will continue to provide customer-centered, one-stop employment and skills development for the targeted population. The Center will offer employment and educational services to enhance academic and job readiness skills of young job seekers.
 
Grant funds will continue to be used to provide instruction, career planning services, recruitment, educational materials and supplies, TARC passes, and performance-based incentives. Existing full- and part-time instructional staff will be utilized in the fulfillment of the program requirements.

V.N.3. Acceptance of an In-Kind Grant from Academic Edge, Inc.
Rationale

Academic Edge, Inc. has awarded an in-kind grant with a value of $21,000 to provide software and support to Frost Middle School to implement a reading recovery program for middle school students.

Acceptance of the agreement will provide access, professional development, and support for a Web-based reading recovery program for two years. This software is research-based and shows promise in helping students to improve academically.

The district will use the Section 1003(a) funds at identified schools for strategies to eliminate the achievement gap in populations of economically disadvantaged students, students from major racial and ethnic groups, students with disabilities, and students with limited English proficiency.

V.O. Approval of Memorandum of Understanding with Breakfast in the Classroom Program Sponsors
Rationale

Studies show school breakfast participation improves academic performance and attendance. The attached Memorandum of Understanding between the Jefferson County Board of Education and the National Association of Elementary School Principals Foundation, Food Research and Action Center, National Education Association Health Information Network, and the School Nutrition Foundation details how they will work with the District to create and monitor an effective Breakfast in the Classroom program.

The program was offered to all schools with 85 percent or higher free and reduced lunch. Participating elementary schools are Rutherford, Minors Lane, Maupin, Cochran, King, Dixie, Rangeland, Watson Lane, Lincoln, Engelhard, Breckinridge-Franklin, Cane Run, Mill Creek, Price, Blake, Wheatley, Roosevelt-Perry, McFerran, and Semple.

Funds will be provided through the Wal-Mart Foundation to support the Breakfast in the Classroom implementation.

V.P. Approval of Memorandum of Agreement with McKendree University Division of Nursing
Rationale

McKendree University, Division of Nursing, has a program for students training as nurses. Students from the higher education programs need appropriate settings in which to satisfy their education and/or practicum requirements.

JCPS is able to provide an appropriate venue for these students to receive experience in their field of studies. The nursing students will assist with vision, hearing, and scoliosis screenings and provide health education along with other nursing services within the scope as a student.

Through the attached Memorandum of Agreement, the Jefferson County Board of Education and McKendree University, Division of Nursing, mutually agree to provide placement for prospective students in the nursing areas.

This agreement will be effective beginning April 24, 2012, and ending April 24, 2013, and shall automatically renew for successive one-year terms for five (5) years terminating on April 24, 2017.

V.Q. Approval of Revised 2011-12 Student Progression, Promotion, and Grading Handbook
Rationale

Jefferson County Public Schools (JCPS) established uniform standard procedures for grading, progression, and promotion of students in elementary, middle, and high school levels. These procedures are reviewed annually by the Jefferson County Board of Education.

The Assistant Superintendent of Districtwide Instructional Services—High Schools and the Executive Director of Research, Accountability, and Planning have reviewed the previously approved 2011–12 Student Progression, Promotion, and Grading Handbooks and recommend a revision for high schools. 

The adopted procedures align with the Kentucky Department of Education’s request for end-of-course test scores to count as 20 percent of the final grade of the state-assessed course. However, paper-and-pencil testing in our large district has reduced the probability of test scores being returned during our established grade-reporting window. Although JCPS will continue to move toward online, computer-based testing, which will provide schools with immediate test score results, the superintendent proposes the following revision during the interim:

Provided the scores arrive at our schools during the district’s established grade-reporting window, for courses ending with the state assessment, 20 percent of the final term grade will come from the end-of- course exam. These subjects include English 2, Algebra 2, U.S. History, and Biology. (The proposed change is highlighted on the attachment.)

V.R. Approval of 2012–13 Head Start/Early Head Start Refunding Proposal
Rationale

The Jefferson County Board of Education is the grantee for operating the Head Start/Early Head Start program.

Each year, the Head Start/Early Head Start grantee is required to submit a refunding application to the Region IV Head Start Office in order to receive funding for the program. The application includes the attached 2011–12 Self-Assessment Findings, 2011–12 Community Assessment Summary, 2012–13 Training/Technical Assistance Plan, 2012–13 Head Start/Early Head Start Proposed Budget, and 2012–13 Long- and Short-Range Goals.

Continuation of the funding will enable Head Start/Early Head Start to provide both classroom and comprehensive services to 1,913 Jefferson County Head Start/Early Head Start children, pregnant women, and families who have the greatest needs.

In February 2012, the Head Start Self-Assessment and the 2011 Federal Review Corrective Action Plan was completed indicating that the program continues to be in compliance. Head Start/Early Head Start will continue blending services and collaborating with other JCPS Early Childhood programs. Head Start/Early Head Start will coordinate services with JCPS district departments of: Health Services, Nutrition Services, Transportation, Exceptional Child Education, Adult Education, and Financial Services.

The Head Start/Early Head Start Policy Council has assisted in the planning and has approved the proposal.

V.S. Approval of Waiver Request for District Leadership Assessment
Rationale

JCPS is required to receive a district leadership assessment, as mandated by 703 KAR 5:180. We are requesting a waiver from the Kentucky Board of Education in order for the Phi Delta Kappa International Curriculum Management Audit of Jefferson County Public Schools (JCPS) to serve as the District Leadership Assessment. 

In the fall of 2011, JCPS participated in an extensive curriculum management audit that compared the district’s performance against the following five standards: (1) control of resources, programs, and personnel; (2) establishment of clear and valid objectives for students; (3) internal consistency and rational equity in program development and implementation; (4) use of data to adjust, improve, or end ineffective practices; and (5) improved productivity.

We have reviewed the audit findings and recommendations and are currently in the process of prioritizing the recommended actions and incorporating them into our district strategic improvement plan. We have also engaged in a process of aligning the recommendations from the Phi Delta Kappa Curriculum Management Audit with the KDE Standards and Indicators for School Improvement and the AdvancED standards (see attachment). We think that it shows that there are multiple standards that overlap with the recommendations in our comprehensive curriculum audit. We look forward to using the recommendations in a focused way to improve our practice and raise student achievement in Jefferson County. 

If this waiver is granted by the Kentucky Board of Education, an audit team would still have to be selected and that team would do an independent crosswalk to generate findings and conclusions for the leadership assessment report, with additional data being collected as necessary.

V.T. Approval of Kentucky Race to the Top Local School District Scope of Work Agreement
Rationale

Jefferson County Public Schools is eligible to receive at least $1,459,643 as part of a Race to the Top award to Kentucky to create the Continuous Instructional Improvement Technology System (CIITS), a technology-based system that supports instruction, assessment, and teacher evaluation/professional development.

To receive funding, Jefferson County Public Schools must submit a Scope of Work (SOW) Agreement by March 27, 2012. The Jefferson County Public Schools Board of Education must also provide the following assurances:

  • The participating school district shall implement each element of the CIITS as it is made available by the Kentucky Department of Education.
  • The participating school district shall use Race to the Top funds to assist in providing the support necessary to implement the use of the Classroom Assessment module of the CIITS. Support may include, but is not limited to, professional development, technical assistance, and other costs associated with the effective implementation of the module. 
  • The participating school district agrees that by the end of the grant period it will have used the CIITS system to create curriculum maps for the schools in the district.
  • The participating school district shall use Race to the Top funds to assist in providing the support necessary to implement the use of the Educator Development Suite (EDS) of the CIITS. This includes the professional development sections of the EDS. Support may include, but is not limited to, professional development, technical assistance, and other costs associated with the effective implementation of the module. 

The attachment contains the JCPS SOW, which is an action plan that includes budget and sustainability components that address the required performance measures.

Rationale

Fifteen of our comprehensive high schools, now referred to as 5–Star Schools, each adopted one of five professional career themes and corresponding Career Technical Education (CTE) career pathways that align with regional economic and workforce projections.

The five professional career themes are Engineering–Construction, Medicine–Health–Environment, Business–Information Technology, Communication–Media–Arts, and Human Services–Education–International Studies. 

The following group of schools annually apply to the Kentucky Department of Education to receive federal Carl D. Perkins funding, which may be used for improvement of CTE programs including strengthening the skills of students through the integration of academics with CTE programs within a coherent sequence of approved courses:

  • 5–Star Schools: Atherton, Ballard, Doss, Eastern, Fairdale, Fern Creek Traditional, Iroquois, Jeffersontown, Pleasure Ridge Park, Seneca, Southern, Valley, Waggener high schools, Moore Traditional School, and The Academy @ Shawnee;
  • Western High School;
  • Magnet Schools: Central High School Magnet Career Academy, Butler Traditional High School,
    Louisville Male High School, and duPont Manual High School; and
  • Alternative Schools: Buechel Metropolitan,  South Park TAPP, and Westport TAPP.
