IV.A. Recognition of Crosby Middle School Dance Team
Rationale

The Crosby Middle School Dance Team won the middle school division 2012 Kentucky State Grand Champion dance competition, which was held at the Frankfort Convention Center in February.

The team won first-place honors in the Pom division and second-place honors in the Open division of the competition, and the team received a high score of the day to win the championship title.

The dance team qualified to compete in the state contest by winning the Louisville Invitational Tournament (LIT) middle school dance competition, where the team won first-place honors in both the Pom and Open divisions. The dance team also received the high score of the day.

The Crosby Middle School Dance Team is coached by teacher Julie Hundley and assistant Katie Lester.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize the Crosby Middle School Dance Team for winning the 2012 Kentucky State Grand Champion.

IV.B. Student Demonstration from the Olmsted Academy South Girls’ Ensemble
Rationale

March is Music In Our Schools Month (MIOSM), and the 2012 national theme is “Music Lasts a Lifetime.” The purpose of the national observance is to draw attention to the importance of music education in our schools and communities and to gain and promote the support of teachers, parents, students, and community to advocate for music education in our schools across the nation.

The Olmsted Academy South Girls’ Ensemble performed at the National Middle School Conference in November and in the Capitol Rotunda in February.

The ensemble will present a selection from its repertoire showcasing their vocal talents. Andrea Diggs is the choral director of the girls’ ensemble and the school choir at Olmsted Academy South.

IV.C. Recognition of Joyce Griffith, Tracy Noles, and Julie Scoskie
Rationale

Joyce Griffith was presented with the Adult Basic Education Administrator of the Year Award, which is bestowed upon an exceptional administrator who has made an outstanding contribution in the community and at the state and national levels toward promoting continuing education as a lifelong process.

In recognition of Tracy Noles’ commitment to the Adult Education profession, she was presented with a Commission on Adult Basic Education (COABE) incentive grant, which is given to promote and support adult basic education field-based activities and projects for student and faculty growth and to improve programs through enhanced curriculum, instruction, assessment, counseling, student services, research/evaluation, or community involvement.

Julie Scoskie received a COABE scholarship given to outstanding practitioners who have demonstrated a commitment to the profession through their exemplary service and contributions to the students and communities they serve. Scholarships from COABE sponsor or partially sponsor college-level courses of study that will advance the professional standing of COABE practitioners.

The COABE is a national organization, comprised of approximately 10,000 members, that provides leadership, communication, professional development, and advocacy for adult education and literacy practitioners in order to advance quality services for all adult learners.

IV.D. Recognition of Jefferson County Public School District Tobacco-Free Campus Day
Rationale

In observance of Kick Butts Day, the Jefferson County Board of Education (JCBE) is designating March 21, 2012, as JCPS Tobacco-Free Campus Day.

Kick Butts Day began in 1995 and is a national day of activism designed to raise awareness of the problems caused by tobacco use and to encourage people to learn more about the resources available in the community to quit smoking.

The JCBE has a vital interest and has taken an important step in protecting the health of our students and staff by declaring March 21 JCPS Tobacco-Free Campus Day.

The Board encourages all administrators, teachers, and staff to model the tobacco-free adult behavior that we recognize to be very important to the prevention of tobacco, drug, and alcohol dependency among our young people.

Rationale

This is a report of field trip requests submitted to the Board of Education for approval on March 12, 2012. Administrative Regulation 702 KAR 5:060 requires that the use of common-carrier field trips be approved and cited in Board of Education minutes.

Also included are other field trips approved by the superintendent per JCPS Policy IICA.

V.D. Approval of Bid and Revised BG-1 Form for Phase 1 HVAC Renovation at Noe Middle School
Rationale

This project will include the complete replacement of the HVAC system with associated ceiling, lights, and finishes. The media center will be relocated and upgraded. The project also will upgrade the elevator, add a sprinkler system, and define open space classrooms with permanent walls.

On September 12, 2011, the Board of Education approved K. Norman Berry Associates to prepare plans and specifications for Project #435-12011. 

The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.

Bids were received, publicly opened, and read aloud in the Office of Facilities/Transportation on February 28, 2012. The bid tabulation is attached.

This item requests approval to award contracts to the low bidders of facility construction projects and reject bids deemed unacceptable (KRS 106:070).

On March 28, 2011, the Board of Education approved assigning C.L. Anderson Architecture, LLC to prepare plans and specifications for Project #018-11034.

On June 27, 2011, the Board approved awarding a contract to Badgett Constructors, LLC as the low bidder.

C. L. Anderson Architecture, LLC has made a final inspection and concluded that this contract is complete and final payment is due the contractor.

Hawthorne Elementary School received $1,140 from the Hawthorne Elementary School Parent Teacher Association to be used to pay matching funds for the artist-in-residence.

Stopher Elementary School received $5,000 from All About Kids Foundation, Inc. The funds will be used for the outdoor classroom.

Waggener High School received $2,000 from John Kelsey through the St. Matthews Basketball League. The funds will be used for the boys’ basketball team.

Rationale

The Jefferson County Teachers Association, through the Kentucky Education Association (KEA), has awarded Brandeis Elementary School a $500 Read Across America grant.

The funds will be used to purchase sugar cookies decorated in Dr. Seuss colors, bookmarks, and stickers to encourage reading.

V.Q.2. Acceptance of a VSA of Kentucky Grant for Maupin Elementary School
Rationale

VSA of Kentucky, through the Kentucky Arts and Inclusion Program, has awarded a $1,200 grant to Maupin Elementary School.

The funds will be used to pay an artist to facilitate the Quilting for a Cause Program for fifth-grade students in the ECE self-contained classrooms.

V.R. Approval of College and Career Expo Lease Agreement
Rationale

Each year JCPS co-hosts the College and Career Expo where students and parents have an opportunity to pick up brochures and other materials related to post-secondary educational choices. More than 200 colleges and universities are represented at the Expo.
 
The College and Career Expo for the 2012-13 school year will be held on Sunday, October 14, 2012, from 1 to 4 p.m.

V.S. Approval to Change the Name of Valley Traditional High School to Valley High School
Rationale

Valley High School was built and named in 1936 and is one of the oldest high schools in Jefferson County. The school's name was changed in 2000 as part of a trend in several high schools to use the label "Traditional" to help with marketing and to better compete with Louisville Male High School and Butler Traditional High School for Valley High School resides students.

With high school restructuring, career pathway programs, and $26 million dollars of construction and renovation work, the leadership of the school feels they can successfully promote the school and retain market share. Since the creation of the Medical, Health, and Environment Career Pathway programs and the new construction work, student enrollment has increased by more than 200 students.

Therefore, in accordance with Board of Education Policy FF Naming Facilities and related procedures, it is appropriate that "Traditional" be dropped from the name of Valley Traditional High School and the original name of Valley High School be restored.

V.T. Approval to Name the New Auditorium at Valley High School* the Conrad Bachmann Auditorium
Rationale

Conrad Bachmann graduated from Valley High School in 1951 and attended the University of Kentucky. He went into acting and guest starred on hundreds of episodic series, over 350 commercials, and twenty feature films. He also served four years in the Air Force Special Services where he was in charge of creating and producing monthly shows on base for the servicemen. His background and knowledge were instrumental while working with the JCPS arts task force in establishing the career theme program for Fern Creek Traditional, Pleasure Ridge Park, and Ballard high schools.

Mr. Bachmann has served twelve years as Governor of the Performers Peer Group for the Academy of Television Arts and Sciences and founded the Louisville Film Arts Institute, which produces Louisville's International Festival of Film. The festival provides a cultural event in Louisville designed to bring in filmmakers from all over the world to share their experiences. He was appointed to the Film Commission in Kentucky by Governor Steve Beshear and First Lady Jane Beshear and is currently serving. A few of his proudest honors are his Lily Philanthropist Award from the Easter Seals of Louisville and having August 20, 2004, proclaimed Conrad Bachmann Day in Louisville.

Therefore, in accordance with Board of Education Policy FF Naming Facilities and related procedures, it is appropriate that the new auditorium at Valley Traditional High School be named the Conrad Bachmann Auditorium.

V.V. Revised 2011-12 Student Progression, Promotion, and Grading Handbook (First Reading)
Rationale

Jefferson County Public Schools (JCPS) established uniform standard procedures for grading, progression, and promotion of students in elementary, middle, and high school levels. These procedures are reviewed annually by the Jefferson County Board of Education.

The Assistant Superintendent of Districtwide Instructional Services—High Schools and the Executive Director of Research, Accountability, and Planning have reviewed the previously approved 2011-12 Student Progression, Promotion, and Grading Handbooks and recommend a revision for high schools. 

The adopted procedures align with the Kentucky Department of Education’s request for end-of-course test scores to count as 20 percent of the final grade of the state-assessed course. However, paper-and-pencil testing in our large district has reduced the probability of test scores being returned during our established grade-reporting window. Although JCPS will continue to move toward online, computer-based testing, which will provide schools with immediate test score results, the superintendent proposes the following revision during the interim:

Provided the scores arrive at our schools during the district’s established grade-reporting window, for courses ending with the state assessment, 20 percent of the final term grade will come from the end-of- course exam. These subjects include English 2, Algebra 2, U.S. History, and Biology. (The proposed change is highlighted on the attachment.)

V.W. Rescheduling of April 23 Board Meeting
Rationale

The regular Board meeting scheduled for April 23, 2012, conflicts with the National School Boards Association (NSBA) 2012 Annual Conference and Exposition, which will be held April 21-23 in Boston, Massachusetts.

Superintendent Donna Hargens recommends that the Board of Education cancel the April 23, 2012, Board of Education meeting and reschedule the meeting for Monday, April 30, 2012.

V.X. Approval of Turnaround Option for Thomas Jefferson Middle School
Rationale

The SBDM Council unanimously voted for this turnaround option. The Restaffing Model will provide the best opportunity to make significant improvements in the instructional program and operations at Thomas Jefferson Middle School (TJ). The restaffing process involves screening all existing instructional staff using locally adopted competencies, to rehire no more than 50 percent and to select new staff.

Our understanding from the Kentucky Department of Education is that the school may count staff that have been assigned to their building less than three years as new staff as part of a turnaround effort.

Based on our analysis of the staffing numbers, we should be able to count any staff hired after June 30, 2010, since we consider Thomas Jefferson’s SIG implementation as a turnaround effort. Of the 85 active instructional staff positions at Thomas Jefferson, 36 fall into this category (42 percent). Therefore, Thomas Jefferson would need to restaff at least 8 percent more (7 people) to be in compliance.

VI. Action Items
VI.A. Approval of Bid and Revised BG-1 Form for Renovation Phase 1 at Eastern High School
Rationale

The project scope entails the construction of new additions including a new media center, auditorium, Main Street corridor, east entrance and drop-off canopy, north entrance, delivery, and boiler room access.

Renovations include the administration area, classrooms, enclosing the old loading dock to create new classrooms, and renovation of the existing auditorium into multi-purpose space. The entire building will be renovated mechanically and electrically. A new exterior generator will be installed, and the existing boilers will be relocated. The existing partial building sprinkler system will be upgraded and expanded to include the entire building.

On September 13, 2010, the Board of Education approved JRA Architects to prepare plans and specifications for Project #007-10029.

The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.

Bids were received, publicly opened, and read aloud in the Office of Facilities/Transportation on February 23, 2012. The bid tabulation is attached.

This item requests approval to award contracts to the low bidders of facility construction projects and reject bids deemed unacceptable (KRS 106:070).

VII.A. Report on Attendance Data, Truancy, Absenteeism, and the Superintendent's Summit
Rationale

The Department of Pupil Personnel is responsible for tracking, monitoring, and  collecting student attendance data for the Jefferson County Public Schools (JCPS) District.

  • Attendance is a critical part of a student's school career with direct correlation to student success.
  • Accurate attendance data equates to funding for JCPS. The Growth Factor and the Superintendent's Annual Attendance Report (SAAR) are two reports that Pupil Personnel is responsible for submitting to the Kentucky Department of Education.
  • Truancy impacts test scores and has implications on student success. If student absences continue, intervention with a diversion program, Child Protective Services (CPS), and/or a truancy referral to Family Court may be necessary.
  • Ten Assistant Directors of Pupil Personnel  and 15 School Social Workers  assigned to the eight Neighborhood Places work directly with all schools, families, and social service agencies to reduce school absences. 
  • The Superintendent's Summit in January provided a platform to dialogue with community leaders, court personnel, school officials, students, and parents concerning issues about attendance and truancy.

The goal of Pupil Personnel is to provide a districtwide guide for attendance/truancy policies and procedures and to make sure that schools review all attendance data for accuracy. Through this plan, attendance will improve ensuring student's success.

Rationale

Jefferson County Public Schools functions within the statutory framework established by Kentucky General Assembly and will receive significant funding support through the 2012-2014 Biennial Budget of the Commonwealth of Kentucky, so the actions of the legislature have a significant impact on the district’s work.

The 2012 Regular Session of the Kentucky General Assembly convened on January 3, 2012, and is scheduled to adjourn on April 12, 2012. March 12, 2012, is the 45th day of sixty legislative days during the session.

This report will provide the Board with an update regarding the status of JCPS legislative priorities, key legislation that has passed or is expected to pass affecting the district, and an update regarding the development of the 2012-2014 Biennial Budget.

It is anticipated that staff will use this list to avoid scheduling conflicts, to improve coordination and support of activities, to enhance planning, and to increase awareness of upcoming board agenda activities.
