Order #168 - Motion Passed:  Superintendent Donna Hargens recommends that the Board of Education approve the recognitions of Lowe Elementary School, duPont Manual High School Girls' Field Hockey Team, Melanie Broughton, Missy Callaway, and Julia Bauscher. The recommendation passed with a motion by Ms. Diane Porter and a second by Mrs. Carol Ann Haddad.

IV.A. Recognition of Lowe Elementary School
Rationale

Lowe Elementary School was one of ten Kentucky public schools recognized and presented with the Teaching, Educating, Leading, and Learning (TELL) Winners’ Circle Award at the 17th Annual Safe Schools, Successful Students Conference. The TELL Winners’ Circle Award recognizes schools for the working conditions, school safety, and student achievement in their buildings. In recognition of its outstanding accomplishment, each school received a certificate, plaque, and school banner. 

The award-winning schools were selected based on data collected from the TELL Kentucky survey. The selection of the schools included a four-phase process. In Phase I, schools that reached the minimum 50 percent survey response rate threshold were identified. In Phase II, student test scores from the 2010-11 school year were evaluated and a cut-off point was set to ensure that successful schools would progress to the next phase of the selection process. In Phase III, schools were studied for specific details relating to their TELL Kentucky results, in addition to other criteria, using a rubric created by the New Teacher Center and the TELL Kentucky Advisory Team. Phase IV included schools that met all of the minimum criteria of the selection process.

These schools were evaluated by the TELL Kentucky Advisory Team to select 49 exemplary schools. Those schools included six Jefferson County Public School (JCPS) District schools—Audubon Traditional Elementary School, Jeffersontown High School, Kennedy Montessori Elementary School, Schaffner Traditional Elementary School, Westport Teenage Parent Program (TAPP), and Wilt Elementary School.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Lowe Elementary School for receiving the Teaching, Educating, Leading, and Learning Winners’ Circle Award.

IV.B. Recognition of the duPont Manual High School Girls' Field Hockey Team
Rationale

The duPont Manual Lady Crimsons Field Hockey Team defeated Sacred Heart Academy 2 to 1, winning the State Field Hockey Championship. The team’s win put an end to Sacred Heart Academy’s winning record. The duPont Manual team’s determination, talent, and skills, as well as the unwavering support of parents and students, were instrumental in leading the team to its victory.

The win is the first State Field Hockey Championship title for the duPont Manual High School Girls’ Hockey Team. The State Field Hockey Championship was played at Bellarmine University on October 27.

Superintendent Donna Hargens recommends that the Board of Education recognize the duPont Manual High School Girls’ Field Hockey Team for winning the 2011 State Field Hockey Championship.

IV.C. Recognition of Melanie Broughton
Rationale

Melanie Broughton received the distinguished Kentucky Counseling Association (KCA) Middle School Counselor of the Year Award recognizing her for her exemplary leadership, commitment, and service to the counseling profession. 

Melanie has served in many roles in the Jefferson County Public School (JCPS) District. Most recently, she has served as president of the Middle School Counselors (MSC) group, as a crisis responder, and leader of the district’s first Counselor Wellness Program. She also serves as a mentor to new JCPS counselors. Currently, she is working with her colleagues at Barret Traditional Middle School to get their school to American School Counselor Association (ASCA) National Model Status for their counseling program.

Earlier this year, Melanie received the 2011 Kentucky School Counselor Association (KSCA) Middle School Counselor of the Year recognition for exemplifying excellence in her profession.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Melanie Broughton, a counselor at Barret Traditional Middle School, for receiving the 2011-12 Kentucky Counseling Association Middle School Counselor of the Year Award.

IV.D. Recognition of Missy Callaway
Rationale

Missy Callaway has been selected to serve in a national initiative for the new Common Core Standards for English/Language Arts and Literacy in History/Social Studies, Science, and Technical Subjects. The initiative is a two-year project and collaborative partnership between National Writing Project and the Literacy Design Collaborative. The project is funded by the Bill and Melinda Gates Foundation to create and plan professional development that will support teachers in their efforts to increase rigor in writing instruction.

Missy is a teacher consultant for the Louisville Writing Project, and she serves on the Kentucky Writing Project team as co-director. In her new role, she will study the various nuances that distinguish great teaching instruction and will create a series of lessons as national instructional models to assist teachers in learning best practices through example. These national instructional models, eventually, will be made available to teachers all over the world for free via an online platform, compliments of the Gates Foundation. Teachers will be able to interact with other teachers so that they can share ideas about the lessons, post their students’ work, and request additional information from teacher consultants.

The Kentucky Writing Project is one of three writing project networks nationwide invited by the National Writing Project to engage in the Literacy Design Collaborative work and to create professional development in relation to the units of study that the teacher consultants prepare.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education recognize Missy Callaway, a teacher at Butler Traditional High School, for being selected to serve on the National Writing Project Literacy initiative to support the Common Core Standards.

IV.E. Recognition of Julia Bauscher
Rationale

Julia Bauscher was named the 2012 Golden School Foodservice Director of the Year for exemplifying excellence in leadership, dedication, innovation, and contribution to the community and for improving the lives of students.

Julia’s career includes approximately 20 years of experience in the school nutrition industry serving as manager of the Jefferson County Public School (JCPS) District Nutrition Services Center, the district’s central kitchen, where she was responsible for preparing more than $3 million in food for the school food service program and distributing more than $8 million in school food service products received in the central warehouse. As manager, Julia created the position of coordinator of nutrition services initiatives, which has had an impact in the local community by tackling nutrition-related issues, including aiding the Louisville mayor’s Food Policy Council.

She has served in many capacities for the Kentucky School Nutrition Association (KSNA). Her distinguished service to the association includes expanding the vendor show during its annual conference. Julia created systems and processes to improve the event, which resulted in it being one of the largest state affiliate exhibits in the country. Her work was recognized last January when the HealthierUS School Challenge initiative, a program designed to provide students with strong nutritional environments and healthy foods choices through the promotion of nutrition and physical activity, acknowledged the achievements of 77 district schools. Her schools’ meals were featured on the Facebook page School Meals That Rock.

Rationale

This is a report of field trip requests submitted to the Board of Education for approval on November 21, 2011. Administrative Regulation 702 KAR 5:060 requires that the use of common-carrier field trips be approved and cited in Board of Education minutes.

Also included are other field trips approved by the superintendent per JCPS Policy IICA.

V.D. Approval of Projects, BG-1 Forms, and Assignment of Architects/Engineers
V.D.1. Approval of Project, BG-1 Form, and Assignment of Architects/Engineers for the Renovation of Science Labs at Waggener High School
Rationale

This project will include the refurbishment of existing labs to meet the requirements of an expanded curriculum. Work may include, but not be limited to, new trim sets at labs stations, new casework, technology upgrades, new paint, flooring, and furniture.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the district’s Model Procurement Code, and provide an appropriate written recommendation to the district.

The Kentucky Department of Education requires approval of the attached resolution in order to enter into contracts with the design firms of this project. Plans and specifications will be prepared with this approval.

Rationale

This project will consist of upgrades and renovation to various food service areas across the District to accommodate new equipment.

Butler Traditional High School received $1,100 from Larry Just. The funds will be used for the girls’ basketball team to travel to Florida in December.

Waggener High School received $1,000 from the West End Yellow Jackets to be used for the football team and athletic department.

V.M. Acceptance of Funding from the Jefferson County Public Education Foundation
Rationale

Jefferson County Public Schools received $35,900 from the James Graham Brown Foundation to be used for the Western Early College Program.

Jefferson County Public Schools received $10,000 from Zeon Chemicals and $10,000 from the Lubrizol Foundation to be used for the Cane Run Corridor Out-of-School Learning Program.

Jefferson County Public Schools received $679,732.66 from Zeon Chemicals to be divided equally among Brandeis, Cane Run, Carter Traditional, Crums Lane, Kennedy Montessori, Maupin, Mill Creek, and Schaffner Traditional elementary schools and Foster Traditional Academy.

Johnsontown Road Elementary School received $1,333.33 from Louisville Metro Government to be used for the Walking Track Phase I.

Rationale

Fund for the Arts has awarded Byck Elementary School a grant in the amount of $5,381.25.

The funds will be used for bus transportation to field trips related to all aspects of the arts.

V.N.2. Acceptance of Mini-Grant from Better World Books/NCFL Wonderopolis
Rationale

Better World Books/NCFL Wonderopolis has awarded the district a $500 mini-grant to partially fund an Adult Education project that will be conducted jointly with the Louisville Science Center. 

The Louisville Science Center has agreed to match these funds in kind up to $600 to allow students to attend science camps at the Louisville Science Center.

V.N.3. Acceptance of Funding and Approval of Memorandum of Agreement for Ackerly Inpatient/Kosair Hospital
Rationale

The Kentucky Educational Collaborative for State Agency Children has awarded the district funding in the amount of $40,131. This annual grant is provided to fund salaries and other operating expenses at Ackerly Inpatient/Kosair Hospital.

This agreement is effective July 1, 2011, and expires June 30, 2012.

V.N.6. Acceptance of Read to Achieve Funding
Rationale

The Kentucky Department of Education (KDE) has awarded $1,358,000 to the district through their Read to Achieve program. The Read to Achieve Reading Recovery program supports diagnostic tools and intensive reading intervention for struggling readers within the state primary program.

The funds will be used in support of the Read to Achieve programs at Blue Lick, Byck, Camp Taylor, Chancey, Chenoweth, Cochrane, Coleridge Taylor, Crums Lane, Eisenhower, Gutermuth, Hazelwood, Kenwood, Kerrick, Klondike, Layne, Lincoln, Minors Lane, Okolona, Price, Rutherford, Semple, Shacklette, Slaughter, Watterson, Wheatley, Wilkerson, Wilt, and Young elementary schools. The schools will use the funds to pay for a Reading Recovery Teacher.

Reading Recovery is an internationally recognized, research-based program that provides intensive one-on-one or small group instruction in essential skills necessary for reading proficiency to primary students reading below grade level.

The purpose of the Read to Achieve grant is to ensure that each child is a successful, proficient reader by the end of the primary program.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education accept $1,358,000 from the Kentucky Department of Education in support of the Read to Achieve program at 28 elementary schools.

V.O. Approval of Continuation Agreement for the Air Force Junior Reserve Officer Training Corps (AFJROTC) Unit at Moore Traditional School
Rationale

Approval of this agreement will continue the Air Force Junior Reserve Officer Training Corps (AFJROTC) unit at Moore Traditional School under the provisions of Public Law 88-647, The Reserve Officer Training Corps Vitalization Act of 1964, Section 2031, Chapter 102, Title 10, United States Code (USC).

The AFJROTC curriculum as an elective offering broaches the following concepts:

  • Problem Solving—AFJROTC builds capacity in the student to have confidence to explore, engage, diagnose, and solve both instructional questions and matriculation of life and also engages the student in continual instructional application that gives the student the opportunity for individual and group problem solving.
  • Self-Discipline—AFJROTC gives the student confidence to internalize responsible decision making and a sense of self-reliance. 
  • Self-Determination—While the majority of today’s AFJROTC students do not participate in post-secondary transition to the military, the value afforded the student in decision making, goal orientation, and responsiveness to oneself and others tends to be a high value placed by the student.  
  • Community Service—AFJROTC students provide numerous hours of community service.  

In addition, the curriculum requires the student to have the confidence to lead oneself and others. The AFJROTC Program provides rich curriculum to those students who choose this option, as well as an excellent opportunity of the transfer of skills learned to many non-AFJROTC areas. Many students who take this elective in high school successfully transition to post-secondary training, i.e., colleges, universities, technical schools, or work.

This agreement represents the entire agreement and supersedes any prior agreement. This agreement will be reviewed for currency every five years.

V.P. Approval of Lease Agreement for Elementary Showcase of Schools
Rationale

Each year, the District hosts the Showcase of Schools where visitors have the opportunity to pick up brochures and other materials related to the many programmatic choices and opportunities offered by schools and other services such as Early Childhood, Exceptional Childhood Education, PTA, and Transportation. 

This year, due to the time needed to study the recommendations of Dr. Gary Orfield for a districtwide elementary student assignment plan, the JCPS Board of Education voted to hold a showcase for the middle and high schools in October 2011 and delay the elementary showcase until January 2012. This allows additional time to examine various cluster configurations and diversity guidelines and provide time for parental involvement

The Elementary Showcase of Schools for the 2012-13 school year will be hosted at the Kentucky International Convention Center on Saturday, January 28, 2012, from 10 a.m. until 4 p.m.

V.Q. Approval of Memorandum of Agreement with Morehead State University
Rationale

Morehead State University offers dual credit college courses for JCPS students enrolled in Advanced Animal Technology, a course within the Veterinary Assistant magnet program at Central High School Magnet Career Academy.

Central High School agrees to pay administrative fees for the university courses.

V.R. Approval of Modification to Previous Agreement with the Greater Louisville Workforce Investment Board DBA KentuckianaWorks Foundation
Rationale

The original KentuckianaWorks Foundation Contract No. 340-160-11 was approved by the Board of Education on June 27, 2011. Modification #01 increases the original funding for the JCPS Adult and Continuing Education YOUth Career Center from $70,000 up to $108,000. 

These funds will be used to cover recruitment and program orientation, pre- and post-assessment, enrollment and submission of required documentation, data entry, file documentation and tracking, case management, guidance and counseling services, and job development and placement for eligible YOUth and SummerWorks participants.

No additional staffing will be required to fulfill the terms of this funding agreement and no local matching funds are required.

Rationale

The original KentuckianaWorks/Louisville Metro Government Contract No. 500-150-11 was approved by the Board of Education on June 27, 2011.  

Total funding for the JCPS Adult and Continuing Education Department's YOUth Career Center program remains the same, but budget line items have been modified and personnel adjustments have been made.

The funds will continue to be used to cover salaries, fringe benefits, and travel expenses of existing YOUth program staff and to pay eligible YOUth participants incentives for academic achievements such as attaining a GED.

V.T. Approval to Change the Name of Western Math Science Technology Magnet High School to Western High School
Rationale

On February 13, 1995, the Board of Education established a Math/Science/Technology magnet at Western High School and approved changing the school's name to Western Math Science Technology Magnet High School. In 2008, due to restructuring in the district, the formal MST program was dissolved but the school's name remained the same.

Having the MST designation in the school's name and not offering the MST program has created confusion in the community. Middle school students and parents are misguided in applying to Western thinking that they are enrolling in a true MST magnet program, a program similar to that in which the students thrived at the middle school level. This is also confusing for middle school counselors who still promote the MST program to students who are seeking such programs in high school.

Returning to the school's original name will provide an opportunity to promote the new Early College initiative. With the successes Western has seen over the last several years, we believe that this name change provides the flexibility to move into the future and resolve the confusion currently associated with the school and the programs being offered.

Therefore, in accordance with the Board of Education Policy FF Naming Facilities and related procedures, it is appropriate that the name of Western Math Science Technology Magnet High School be changed to Western High School.

VII.A. 2012 JCPS Legislative Priorities
Rationale

The Regular Session of the Kentucky General Assembly convenes on January 3, 2012, and is scheduled to adjourn on April 9, 2012.

Jefferson County Public Schools functions within the statutory framework established by General Assembly, and will receive significant funding support through the 2012-2014 Biennial Budget of the Commonwealth of Kentucky, so the actions of the legislature have a significant impact on the district’s work.

The 2012 Legislative Priorities document sets forth six policy positions regarding issues that are likely to be addressed during the 2012 session, and which are important to providing the district with the tools it needs to improve the academic achievement of students in the district.
