IV.A. Recognition of Ballard High School and duPont Manual High School
Rationale

Ballard High School and duPont Manual High School were named as two of the best high schools in the nation by Newsweek magazine. These elite schools are ranked according to new criteria, which is made up of six components—graduation rate (25%), college matriculation rate (25%), Advanced Placement (AP) tests taken per graduate (25%), in addition to average SAT/ACT scores (10%), average AP/IB (International Baccalaureate) scores (10%), and AP courses offered per graduate (5%).

DuPont Manual ranked 62, and Ballard High School ranked 319.

Superintendent Donna Hargens recommends that the Board of Education receive a recognition of Ballard High School and duPont Manual High School as two of the best high schools in America.

IV.B. Recognition of Dan Thomas
Rationale

Chef Dan Thomas was formally recognized and presented with the True Spirit Award at the 2011 American Culinary Federation (ACF) National Convention, which was held in Dallas, Texas, in July. The award is presented each year to an individual who has demonstrated outstanding efforts in aiding children with nutrition and obesity issues.

Chef Thomas' efforts include volunteering his time coordinating an after-school nutrition education program called Chef’s Club at Wellington Elementary, working with the local ACF chapter in coordinating two Hit a Homerun for Nutrition breakfast events at two elementary schools, and working with the School and Community Nutrition Services Department to organize the first Culinary Student Breakfast Recipe Challenge that culminated in a large event at Lassiter Middle School. He also worked with district students to enter several recipes in the USDA’s Recipes for Healthy Kids Challenge.
 
The ACF, a premier organization for culinary professionals, was created in 1929 and has a membership of more than 20,000 nationwide. The organization is the leader in the culinary profession in offering educational resources, training, apprenticeship, programmatic accreditation, as well as operating the most comprehensive certification programs for chefs in the United States. The CCF was established in 1989 to help advance the promotion of proper nutrition in children and to combat childhood obesity.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education receive a recognition of Chef Dan Thomas, Jefferson County Public School (JCPS) District Catering Supervisor, for receiving the American Culinary Federation Education Foundation (ACFEF) Chef and Child Foundation (CCF) True Spirit Award.

IV.C. Recognition of Ben Jackey and Doug Smith
Rationale

Ben Jackey, communications specialist, and Doug Smith, video specialist, were recognized and awarded an Emmy at the 47th Ohio Valley Regional Emmy Awards ceremony held on July 30 at the Seelbach Hilton in Louisville.

The staff members received an Emmy in the Education/Schools Program category for a “Student Spotlight” segment aired as part of the JCPS Our Kids television program.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education receive a recognition of Ben Jackey and Doug Smith for being awarded an Emmy from the Ohio Valley Chapter of the National Academy for Television Arts and Sciences (NATAS).

IV.D. Recognition of the Jefferson County Public School District
Rationale

The district has been invited by First Lady Michelle Obama to attend a reception at the White House in honor of its outstanding achievements in the HealthierUS School Challenge (HUSSC). Currently, JCPS has 77 schools that have being designated as award-winning schools in the HUSSC initiative.

There are four levels of superior performance awarded to schools—bronze, silver, gold, and gold of distinction. All district schools received the bronze award. HUSSC schools also receive a recognition plaque and banner from the USDA to showcase the school’s achievement in their community and receive national recognition by being highlighted on the USDA Team Nutrition Web site.

The HUSSC was created in 2004 to recognize schools that have demonstrated excellence in their commitment to establishing healthier school environments through promotion of good school nutrition and physical activity.

Rationale

The Coordinator JCPS Gheens Institute for Innovation is modified to report to the re-titled job description for Director JCPS Gheens Institute for Innovation.

V.D. Approval of Organizational Charts
Rationale

The Exceptional Child Education (ECE) organizational chart includes a Specialist II that will serve as a  Board Certified Behavior Analyst . The number of students with autism has increased and student needs have become more diverse. For the past two years, the District has contracted with Home of the Innocents for services to support autistic children. The position will be funded by IDEA-B.  
 
Western Day Treatment was reassigned from the ECE department to the State Agency Schools. Along with this transfer, three teachers and three ECE instructional assistants will now come under the supervision of the State Agency Schools. These positions are now school-based, and it is recommended that they be removed from the ECE organizational chart.  
   
The Materials Production organizational chart includes ten Operator Word Processor positions. ARRA grant funding was used to fund these positions and the funding is no longer available. It is recommended that the positions be returned to the general fund.
 
The reorganization of the JCPS Gheens Institute for Innovation assigns the Executive Director JCPS Gheens Institute for Innovation and one coordinator to the JCPS Gheens Academy for Curricular Excellence and Instructional Leadership. The Executive Director JCPS Gheens Institute for Innovation job description is included with this Board agenda and recommends that the position be modified. The Administrative Secretary I position is recommended for deletion.

V.F. Approval of Project, BG-1 Form, and Assignment of Architects/Engineers for Roof Replacement at Southern High School
Rationale

Approximately 35,328 square feet of roof is to be replaced due to the failure of the existing roof.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the district’s Model Procurement Code, and provide an appropriate written recommendation to the district.

The Kentucky Department of Education requires approval of the attached resolution in order to enter into contracts with the design firms of this project. Plans and specifications will be prepared with this approval.

V.G. Approval of Bid and Revised BG-1 Form for Auditorium Renovation at Western Middle School
Rationale

The project provides a basic sound and lighting system, an enlarged stage, handicapped accessibility, historic lighting repair, painting, and new stage curtains.
 
On March 28, 2011, the Board approved McCulloch Associates Architects to prepare plans and specifications for Project #710-11032.
 
The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.
 
Bids were received, publicly opened, and read aloud in the Office of Facilities/Transportation on August 9, 2011. The bid tabulation is attached.
 
This item requests approval to award contracts to the low bidders of facility construction projects and reject bids deemed unacceptable (KRS 106:070)

Central High School Magnet Career Academy received $1,200 from Louisville/Jefferson County Metro Government to support the football banquet held at the African American Heritage Museum. 

Gutermuth Elementary School received $500 from Louisville/Jefferson County Metro Government for a family carnival hosted by the Family Resource Youth Center.
 
The Volunteer Talent Center received $250 from Eileen Goggin and $25 from Hope Zoeller for Every 1 Reads and $2,000 from Target for the Every 1 Reads “Real Men Read” program.
 
The 15th District Clothing Assistance Program received $267.60 from Gordon Food Service to purchase new uniforms for the Basics for Kids Program.

V.Q. Acceptance of Donations
Rationale

Binet School received $13,950 from Lowe’s. The funds will be used for repairing, roofing, and painting the playground shelter, installation of new landscaping across the entire school, and an outdoor classroom with picnic tables.  
 
Butler Traditional High School received $500 from Ron Cottrell. The funds will be used to purchase uniforms for the boys’ and girls’ cross country team.
 
DuPont Manual High School received $1,357.21 from the estate of Howard B. Dillon. The funds will be used for school operations and expenses.
 
Jeffersontown High School received $1,100 from Jeffersontown Youth Football, Inc. The funds will be used to purchase football equipment.
 
Louisville Male High School received $1,018.92 from the Male High School Class of 1961. The funds will be used to purchase lockers and other needs for the school.
 
Middletown Elementary School received $500 from Mortenson Family Dental Center, Inc. The funds will be used to purchase class t-shirts for all fifth-grade students.
 
Shacklette Elementary School received $2,250 from the Shacklette Elementary School Parent Teacher Association. The funds will be used to create an indoor grow garden in the science lab.
 
Wheatley Elementary School received $8,646 from Foundations, Inc. The funds will be used to purchase publishing and technology materials.

V.R.1. Acceptance of Grant from The University Of Kentucky Asia Center
Rationale

The University of Kentucky Asia Center has awarded $300 to Knight Middle School to support a teacher’s participation in a Teaching about Asia seminar and their receipt of materials on East Asia for the classroom.

The seminar is a way for teachers to become familiar with the history, culture, and contemporary societies of China, Korea, and Japan; learn about teaching resources in East Asia; develop confidence in teaching about the topic; consider ways to integrate what they learn with Language Arts, Social Studies, and Arts and Humanities; and gain East Asian teaching materials for the school.

Rationale

The Westport and South Park Teenage Parent Program (TAPP) clinics will use this grant to purchase clinical and administrative equipment.

TAPP expects the project will accomplish three objectives to improve access to health services for TAPP's at-risk student population.

V.R.3. Acceptance of Enhancing Education Through Technology Grant from the Kentucky Department of Education
Rationale

The Kentucky Department of Education has awarded the JCPS Department of Computer Education Support $157,730 to fund the Enhancing Education Through Technology project. 

The project will implement Universal Design for Learning (UDL) programs at six schools--two elementary, two middle, and two high. The specific schools are yet to be determined. 

Funds will be used for professional development and to enhance technology in the classrooms. This is a one-year grant.

V.R.5. Acceptance of Grant to Support the Community Schools Program
Rationale

The Louisville/Jefferson County Metro Government has awarded the district $159,000 through their external agency grants to go toward the salaries of eight community liaison positions for the Community Schools programs located at Cane Run Elementary School; Farnsley, Frost, Meyzeek, Myers, and Western middle schools; and Fairdale and Iroquois high schools.

The Community Schools provide educational and recreational activities for students and their families residing in the communities surrounding the aforementioned schools.

V.R.6. Acceptance of Louisville Metro Government Funding for Sponsorship of Neighborhood Place
Rationale

Louisville/Jefferson County Metro Government and JCPS jointly fund several programs operated within the district that benefit students and families in Jefferson County.

Neighborhood Place is a collaboration of Louisville Metro Government, Louisville Metro Health Department, Kentucky Department of Human Services, Seven Counties, and JCPS. Neighborhood Place is the joint location of staff from the above agencies that provide basic human services to families in a one-stop location that improves convenience and efficiency of services. Neighborhood Place is the primary referral point for families served by Family Resource and Youth Service Centers when families have multiple needs or needs beyond those provided by these centers. The services provided are consistent with the provisions of KERA to remove barriers to student achievement.

This action allows the district to bill Louisville Metro Government for this program and receive the appropriate funding.

V.S. Approval of Lease Agreement with Kentucky State Fair Board for JCPS Benefits/Health Fair
Rationale

Through a reciprocal agreement with the Kentucky State Fair Board, Jefferson County Public Schools is allowed the use of an allotted number of meeting rooms free of charge each fiscal year. 

The attendance of 5,000-6,000 employees for the annual JCPS Benefits/Health Fair necessitates a large venue such as the Kentucky Exposition Center.

Rationale

Adjusting school board division boundaries in 2011 will assume the need to make changes in 2012, a Board of Education election year.

Pending review and approval by the Board of Elections, these adjusted boundaries would then be available to the Board of Elections to facilitate their 2012 redrawing of precincts in a manner contiguous with the updated school board divisions.

Superintendent Donna Hargens recommends that the Board of Education proceed with an analysis of school board division boundaries using 2010 Census data, and by the end of calendar year 2011, adopt recommendations to adjust the division boundaries in such a way to balance population totals across the seven divisions.

Rationale

A year-long list of selected Board of Education discussion agenda items has been compiled for use by the Board and administrative staff. The list includes activities for discussion during this fiscal year.

It is anticipated that staff will use this list to avoid scheduling conflicts, to improve coordination and support of activities, to enhance planning, and to increase awareness of upcoming board agenda activities.
