Each year, the Kentucky Parent Teacher Association (PTA) recognizes outstanding school PTAs, teachers, staff members, and students throughout the state.

In appreciation of the exemplary service and leadership provided by our local school PTAs, the Jefferson County Board of Education and the Jefferson County Public School District also recognize these distinguished honorees for their support and dedication to enhancing the learning experiences of our students and for contributing to our young people.

Principal leadership is essential to the educational success of Jefferson County Public School District students. V.D. Approval of Organizational Chart
Rationale

The Transportation Services organizational chart is submitted for approval to add 26 Bus Drivers and five Special Needs Transportation Assistants. 

These positions are necessary to support both the regular and special needs programs. These programs require transportation to Liberty High School, Westport Middle School, Ramsey Middle School, Frost Middle School, and Western Day Treatment Program. Additional Functional Mental Disability (FMD) units require transportation to Farnsley, Knight, and Lassiter Middle Schools.

V.F. Approval of Project, BG-1 Form, and Assignment of Architect/Engineer for Installation of Exhaust System for Rifle Range at Butler Traditional High School
Rationale

This project shall accommodate the installation of a code compliant exhaust system for the ROTC rifle range.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the district’s Model Procurement Code, and provide an appropriate written recommendation to the district.

The Kentucky Department of Education requires approval of the attached resolution in order to enter into contracts with the design firm of this project. Plans and specifications will be prepared with this approval.

V.G. Approval of Bid and Revised BG-1 Form for Auxiliary Building Demolition at King Elementary School
Rationale

The project will consist of asbestos abatement, the complete demolition of one single family house including all foundation walls, and the removal of the driveway, sidewalks, and a small retaining wall at the front of the property.

On February 28, 2011, the Board of Education approved Godsey Associates Architects to prepare plans and specifications for Project #432-11027.

The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications, and approved the taking of bids.

Bids were received, publicly opened, and read aloud in the Office of Facilities/Transportation on July 26, 2011. The bid tabulation is attached.

This item requests approval to award contracts to the low bidders of facility construction projects and reject bids deemed unacceptable (KRS 106:070)

V.H. Approval of Revised BG-1 Form for Concrete Repairs at Various Schools
Rationale

On November 8, 2010, the Board of Education approved assigning the JCPS Facilities/Transportation Facility Planning Unit to prepare plans and specifications for Project #VAR-11008.

On June 13, the Board approved awarding a contract to Riverside Paving & Contracting Co., Inc. in the amount of $6,500 for Package A. 

On July 11, 2011, the Board approved awarding a contract to C B & A in the amount of $37,794.25 for Package B.

In accordance with 702 KAR 4:160, the Kentucky Department of Education requires revision of the BG-1 form to combine Package A and Package B.

On May 24, 2010, the Board of Education approved assigning Luckett & Associates Architects & Engineers to prepare plans and specifications for Project 065-10026.

On August 23, 2010, the Board approved awarding a contract to Martin Construction Co., Inc. as the low bidder.

Luckett & Associates Architects & Engineers has made a final inspection and concluded that this contract is complete and final payment is due the contractor.

Rationale

The United States Department of Agriculture (USDA) school meals programs provide breakfast, lunch, and summer meals that meet USDA nutrition guidelines. Benefits, including free and reduced-price meals, are available to those who qualify.

Federal reimbursement from the USDA to cover the costs of preparing and serving meals that meet the program requirements will be claimed for these programs.

Rationale

Atherton High School received $1,800. The school received $500 each from Impellizzeri's Pizza and Stanley Entertainment, LLC to be used for field repairs and general expenses for the baseball team and $800 from Jewish Community Federation of Louisville to be used for the boys’ soccer team to purchase uniforms and equipment.  
 
The Cane Run Elementary School Family Resource Center received $850 from the City of Shively to be used to purchase school uniforms and school supplies for students.

V.R. Acceptance of Grants and Funding

Superintendent Donna Hargens recommends that the Board of Education accept the grants and funding to various schools and departments as presented in Agenda Items V.R.1. through V.R.8.

V.R.1. Acceptance of IDEA-B State Share Restricted Funds from the Kentucky Department of Education
Rationale

Funds are awarded based on an application for the Special Education Cooperatives throughout the state. The Kentucky Department of Education (KDE) has allowed Jefferson County Public Schools to be its own special education cooperative with the inclusion of Kentucky School for the Blind.

KDE has outlined priorities for use of these funds. Funds will be used in the areas of instruction in core content through strategies such as increasing student literacy and math performance, differentiated instruction and technology-based supports; training of teachers in a systemic approach to improving behavior and student achievement; and assuring related services and transition services are provided. Funds will also pay for supplies, materials, consultants and professional development stipends.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education accept IDEA-B State Share Restricted Funds from the Kentucky Department of Education in the amount of $836,402.

V.R.2. Acceptance of Grants from WHAS Crusade for Children
Rationale

The WHAS Crusade for Children Advisory Council, representing the metropolitan community, has generously granted funding in the amount of $318,479.63 for seven proposals submitted by the district to this year's WHAS Crusade for Children.

As summarized below, these funds will be used for a variety of purposes to enhance district programs and services for students with disabilities.

  • $27,000 for Physical Therapy and Occupational Therapy Programs to be used for positioning, sensory motor, and movement equipment;
  • $200,000 for Technology and Materials Center to be used for technology for communication disorders, software for Exceptional Child Education (ECE) students, accessibility solutions, and other ECE technology materials;
  • $19,000 for Visually Impaired Program to be used for low vision and educational aids and audible devices for travel;
  • $29,500 for the Audiology Program to be used for handheld AE-tympanometry combinations system, screening tympanometer/audiometer, and micro manual screening audiometer;
  • $20,000 for Autism Program to be used for classroom mood filters, strategies at hand, assessment of basic language and learning skills, building with stories, explore your community, model me kids programs, and hygiene and related behaviors books;
  • $5,979.63 for Early Childhood Special Services to be used for adaptive equipment and sensory processing; and
  • $17,000 for Low Incidence Program for News 2 You online newspaper subscription.

V.R.3. Acceptance of Community Education Grant from the Kentucky Department of Education
Rationale

The Kentucky Department of Education has awarded the district $20,000 to be used to supplement the salary of a director to administer community education programs.  There is a $5,000 match supplied by JCPS Adult and Continuing Education.

The Community Education program provides a range of services that respond to the needs of a diverse constituency including children, adolescents, families, adults, and senior citizens. The program is operated through JCPS Adult and Continuing Education.

V.R.4. Acceptance of Grant from the Kentucky Department of Education for the Homeless Education Program
Rationale

The Homeless Education Program provides the following services for approximately 11,000 homeless students and their families:

  • Family advocacy services to remove educational barriers;
  • Outreach educational support services at shelters for homeless children and youth; and
  • Transportation services to assist in maintaining homeless children's school attendance.
Grant funds pay salaries, purchase materials and supplies, and provide student transportation.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education accept a grant in the amount of $158,017 from the Kentucky Department of Education to provide homeless education services and further recommends that the Board authorize the superintendent to sign the attached Memorandum of Agreement.

V.R.5. Acceptance of Funding from Louisville Metro Government for Sponsorship of the Louisville Education and Employment Partnership
Rationale

Louisville Metro Government and JCPS jointly fund several programs operated within the district that benefit students and families in Jefferson County. 

The Louisville Education and Employment Partnership (LEEP) is a jointly funded program that places a career planner in 18 high schools. The career planners each carry a minimum caseload of 55 students and work with the students to increase attendance, reduce dropout rates, raise academic achievement, and support successful transition to post-secondary endeavors. 

LEEP is funded as follows and serves approximately 1,000 students: 

  • Louisville Metro Government—$278,400; 
  • Metro United Way—$91,657; 
  • Jefferson County Public Schools—$290,000; and
  • Carl D. Perkins Vocational Act $164,000.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education accept funding from Louisville Metro Government through KentuckianaWorks in the amount of $278,400 for the Louisville Education and Employment Partnership, a program jointly funded by Louisville Metro Government and Jefferson County Public Schools, and further recommends that the Board authorize the superintendent to sign the attached grant agreement.

V.R.6. Acceptance of Funding for the District-Sponsored AmeriCorps Project
Rationale

The Corporation for National and Community Service, through the Kentucky Commission on Community Volunteerism and Service, has awarded the district funding in the amount of $182,000 to recruit and engage 14 AmeriCorps members to provide mentoring services for truant students and to recruit and engage volunteers. 

AmeriCorps members will be placed in the Family Resource and Youth Services Centers of seven elementary and seven middle schools. Each school will contribute $4,500 toward the cost of the members. 

The 14 full-time AmeriCorps members will provide mentoring for truant students who missed 7–15 unexcused days of school during the previous year at each school site. Members will also recruit additional volunteers at each school site.

Recommended Motion

Superintendent Donna Hargens recommends that the Board of Education accept funding in the amount of $182,000 from the Corporation for National and Community Service, through the Kentucky Commission on Community Volunteerism and Service, for the AmeriCorps REACH Program and further recommends that the Board authorize the superintendent to sign the necessary agreements for the project.

V.R.7. Acceptance of Grant for Career and Technical Education
Rationale

The Kentucky Department of Education Division of Career and Technical Education (CTE) awarded the district FY 2012 locally operated CTE Center/Department Funds in the amount of $2,101,020 to continue to operate career and technical education programs in district schools.

Grant funds are used to support career and technical education teachers who serve CTE exploring and preparatory students in over 250 programs.

Grant funds cover approximately 40 percent of salaries and fringe benefits for up to 102 teachers in district career and technical programs and supply money for technical teachers. The remaining percentage of the salaries and fringes is covered through the general fund. All funds must be spent by June 30, 2012.

Superintendent Donna Hargens recommends that the Board of Education accept funding in the amount of $2,101,020 from the Kentucky Department of Education Division of Career and Technical Education to continue to operate career and technical education programs in district schools and further recommends that the Board of Education authorize the superintendent to sign the attached Memorandum of Agreement to receive the funds.

V.R.8. Acceptance of Carl D. Perkins Grant for Career and Technical Education
Rationale

The Kentucky Department of Education Division of Career and Technical Education awarded the district FY 2012 Carl D. Perkins Funds in the amount of $1,203,185.

The purpose of the Carl D. Perkins Act of 2006 is to provide individuals with the academic and technical skills needed to succeed in a knowledge-skills-based economy. Perkins grants support Career & Technical Education (CTE), which prepares students for both post-secondary education and the careers of their choice.

The grant funds will be used to ensure that CTE programs are academically rigorous and up-to-date with the needs of business and industry, support innovation and expand access to quality programs, and support the CTE infrastructure with some personnel and operating expenses.

All funds must be spent by June 30, 2012.

Superintendent Donna Hargens recommends that the Board of Education accept a Carl D. Perkins grant in the amount of $1,203,185.

V.S. Declaration for One-Year Certification and Emergency Certification for Teachers of Specified Areas of Shortage and Non-Certified Substitute Teachers
Rationale

Because of the limited number of applicants with certification in Learning Behavior Disorders, Functionally Mentally Disabled, Chemistry, Mathematics, Biology, World Languages, English as a Second Language, Elementary French, Middle School, Elementary, Social Studies, Health and Physical Education, Library Media, Music, English, Physics, Computer Technology, Vocational Education, and Business, it is anticipated that the district will not have enough fully certified applicants available at the time a vacancy occurs in these areas of certification.

The district may request one-year endorsements or emergency certificates for teachers or substitute teachers who have completed specific curricular requirements. The positions will be filled by qualified applicants giving preference to the factors of academic preparation, prior teaching experience or related educational work, and personal attributes compatible with the demands of the teaching profession. The district will obtain a one-year certification for any individual employed under the provision.

Superintendent Donna Hargens recommends that the Board of Education approve the attached Declaration for One-Year Certification and Emergency Certification for teachers of specified areas of shortage in order to fill unanticipated vacant teacher positions within the district, which may occur prior to and after the opening of the 2011-12 school year and further recommends the approval of the declaration for Emergency Certification for non-certified substitute teachers who are hired to broaden the substitute pool to cover classes when teachers are absent.

V.T. Approval of Impact Aid for Fiscal Year 2011-12
Rationale

Impact Aid is direct federal (U. S. Department of Education) reimbursement to public school districts for the loss of traditional revenue sources (property, sales, and personal income taxes) due to a federal presence or federal activity.
 
The U. S. Department of Education requires that an annual resolution be passed at an official meeting of the governing body of the local educational agency authorizing the filing of an application and designating the person to file the application for Impact Aid. The district should receive approximately $24,000 as a result of this application.

V.U. Approval of 2011-12 Adult Education Salary Schedule
Rationale

The District salary schedules for the 2011-12 school year were approved by the Board to include the Fringe Benefit Pool percentage of 3.5. 

The salary schedule for Adult Education (full-time positions) is recommended for approval for the 2011-12 school year to include the Fringe Benefit Pool as well. The resulting rate is $26.5892.

V.V. Approval of the Childcare Enrichment Program Memorandum of Agreement
Rationale

The Jefferson County Public School District and the Young Men's Christian Association of Greater Louisville (YMCA) currently jointly operate a Childcare Enrichment Program to assist parents with childcare needs by caring for children before and after school.  The district currently operates 54 sites serving more than 9,700 children.

Approval of the attached Memorandum of Agreement will assure the district's ability to continue the current program and allow for expansion if the student need is apparent.

Rationale

Annually, the local board of education must approve general and program assurances regarding district operations. All pertinent information related to these assurances is available for review at the district’s central office by contacting the Accountability, Research, and Planning Department. 

Once approved, the district will send a declaration of compliance to the Kentucky Department of Education to receive the federal and state projected allocations for the 2011–12 fiscal year.

V.X. Approval of 2012 Board Meeting Schedule
Rationale

The Board of Education meets twice a month, except for July and December, when there is only one meeting. The meetings are scheduled for the second and fourth Mondays of each month.

There is only one meeting scheduled in April 2012 due to a conflict with Spring Break, which is scheduled for the week of April 9-13.

Since regular Board meetings are televised, the meetings are held at 7 p.m. at the VanHoose Education Center, unless otherwise noted.

V.Z. Approval of Memorandum of Agreement with the University of Louisville for Teacher in Residency at J. B. Atkinson Academy for Excellence in Teaching and Learning
Rationale

In cooperation with the J. B. Atkinson Academy for Excellence in Teaching and Learning, the University of Louisville has received a grant for their Signature Partnership Program from the Oxley Foundation. The grant provides $77,969 for a Teacher in Residency at Atkinson Academy.

The Teacher in Residency will provide services as a literacy coach at Atkinson and will collaborate with faculty from the University. This collaboration will include placing and supporting Student Teachers with Mentor Teachers, planning professional development for teachers, support the Kentucky Reading Project Cohort at the school, and conduct studies of other initiatives in the school.

The goal of the program is to increase student achievement in the school.
