Rationale

The Health Services job descriptions include Health Services Nurse, Nurse (LPN), and Registered Nurse. The job descriptions are updated to meet the required minimum qualifications.

Rationale

The Diversity, Equity and Poverty Programs organizational chart includes positions added for and funded by AmeriCorps. 

The Adult and Continuing Education organizational chart recommends that one specialist be deleted to fund three clerical positions. One Coordinator Special Projects (ABE) and one Program Specialist III (Continuing Education) are added and funded from the Adult and Basic Education grant. Additionally, reporting relationships are modified to better define the structure of and supervision within the department.

Through a Memorandum of Agreement, which is revised and signed annually, the district and the Heuser Hearing and Language Academy have mutually agreed to provide services that will enable these students to receive an appropriate public education based on their individual and unique needs. Students' programs are monitored in order to ensure that all due process procedures are followed.

Rationale

Jefferson County Public Schools (JCPS) is the grantee for operating the Head Start/Early Head Start Program.

From February 27, 2011 to March 4, 2011, the Administration for Children and Families (ACF) conducted an on-site monitoring review of the Jefferson County Board of Education Head Start and Early Head Start programs, as well as the American Recovery and Reinvestment Act (ARRA)-funded Early Head Start Program. The monitoring review team submitted their documentation of compliance to the Office of Head Start (OHS).

The ARRA-funded Early Head Start program was found to be in compliance with all applicable Head Start Program Performance Standards, laws, regulations, and policy requirements. Accordingly, no corrective action plan is required.

The OHS report for the Head Start triennial review cited findings in two areas: Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) and Program Governance Administration. A corrective action plan is necessary to address these findings.

V.W. Revision to Board Policy KG: COMMUNITY USE OF SCHOOL FACILITIES
Rationale

This proposed revised policy was considered for first reading by the Board of Education on June 13, 2011. The proposed revision will remove the additional one-year window and allow for-profit as well as non-profit organizations to use school buildings or facilities for the purpose of providing before-school or after-school enrichment and other educational programs for the benefit of students in attendance at the school.

In the system of revision used in the attached policy, underlined (____) words are proposed language and words containing (-----) are proposed deleted language.

V.X. Progress Report on 2010-11 Comprehensive District Improvement Plan
Rationale

On August 9, 2010, the Board of Education approved the Goals and Strategies for the 2010–11 school year. These goals and strategies were designed to put into practice the district’s Theory of Action. 

After Board approval, the superintendent and cabinet engaged staff in formulating detailed series of action steps, including timelines and personnel responsible, to implement each of the strategies. The final document—which included goals, strategies, and action steps—served as the 2010–11 Comprehensive District Improvement Plan (CDIP). The CDIP was approved by the Board on November 22, 2010. 

Throughout the school year, district staff members regularly assessed the progress made in implementing the CDIP strategies. They also measured the impact of those strategies by using performance metrics to determine the extent to which goals were achieved. 

In May 2011, staff updated the original CDIP document to reflect the current status of implementation and the impact that resulted, with the caveat that some end-of-year data had not yet been collected and analyzed. This updated CDIP was received by the Board on June 13, 2011.

The CDIP provided only a snapshot of the key activities that have been undertaken. The scope of the staff's yearlong work has actually been much broader. A companion document, the Progress Report on 2010–11 Comprehensive District Improvement Plan, offers a detailed narrative of the year's activities and the progress that has been made toward achieving both the Board Goals and the Strategic Goals.

Rationale

KRS 160.350 provides for the appointment of an acting superintendent when a vacancy occurs in the office of superintendent.

Dr. Merriweather’s term as Acting Superintendent begins on July 1, 2011, and will end on the date the new superintendent begins her term of office.
