Speakers who have registered to address the Board on non-agenda items are heard after the Board has conducted regular business, near the end of the meeting.

Each speaker is allowed three minutes to address the Board. At the end of 2-1/2 minutes, a bell will sound once. You will then have 30 seconds to finish your statement.  At the end of three minutes, the bell will sound twice, indicating that your time is up.

On October 11, 2011, the Board of Education approved the BG-1 form and assignment of Carman Associates as the architect/engineer for Campus Renovations at Western Math Science Technology Magnet High School. Voelker, Blackburn, Niehoff is being assigned due to the change in the scope of work, which includes HVAC and electrical work.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the district’s Model Procurement Code, and provide an appropriate written recommendation to the district.

LSE Engineering, Inc. has made a final inspection and concluded that this contract is complete and final payment is due the contractor.

The Centers are intended to promote and coordinate the flow of community resources and support families and youths. This is a one-year allocation that begins on July 1, 2011.

The Kentucky Department of Education Office of Career & Technical Education has awarded the district FY2012 Carl Perkins Reserve Funds in the amount of $72,739. The funds will be used to implement a pre-engineering curriculum for the students at Olmsted Academy North.

This eighth-grade course will integrate science, math, and technical skills in an effort to introduce engineering concepts to students in middle school. This will strengthen the current career pathway involving partnerships with the Engineering is Elementary program, Olmsted Academy North, Iroquois High School, the University of Louisville J. B. Speed School of Engineering, as well as business and industry representatives.

The YOUth Career Center will provide assessment services, case management, contextualized basic skills remediation, pre-employment training workshops, and comprehensive guidance and counseling to participants.

Grant funds will pay for salaries, fringe benefits, and travel expenses of existing YOUth Career Center staff and will also be used to pay incentives for academic achievements (i.e., attaining a GED) to YOUth participants and for YOUth Center activities. 

The contract period is from July 1, 2011, through June 30, 2012.

The grant funds will be used to provide instruction, career planning services, recruitment, educational materials and supplies, TARC passes, and performance-based incentives. Existing full-time and part-time instructional staff will be utilized in the fulfillment of the program requirements.

KentuckianaWorks has awarded the JCPS Adult and Continuing Education Department $75,000 in funding for customized literacy, Adult Basic Education, and GED Instructional Services to participants whose eligibility has been predetermined by Goodwill Industries of Kentucky, who will recruit and refer participants to the classes. 

No additional staffing will be required to fulfill the terms of this agreement. No local matching funds are required.

The grant period is from July 1, 2011, through June 30, 2012.

• Eliminate the yearly 3.5 percent fringe contribution since the Board has approved incorporating the 3.5 percent into the salary schedules; and 
• Eliminate redundant provisions.

The policy will provide a specific retention of $1,000,000 with a corridor deductible of $500,000 and no aggregate.

Superintendent Sheldon Berman recommends that the Board of Education approve the Workers' Compensation Excess Insurance Policy with Safety National Casualty through Neace Lukens for a period of one year beginning July 1, 2011, through June 30, 2012.

For the past few years, JCPS teachers have been located in several non-Jefferson County Public Schools agency schools/programs. These agency schools are able to provide an appropriate education to district students because the facilities offer highly specialized programs to specific populations.

Through a Memorandum of Agreement, which is revised and signed annually, the district and the Heuser Hearing and Language Academy have mutually agreed to provide services that will enable these students to receive an appropriate public education based on their individual and unique needs. Students' programs are monitored in order to ensure that all due process procedures are followed.

The Kentucky Department of Education (KDE) has requested that Jefferson County Public Schools (JCPS) allow the following employees to be released for one year on a Memorandum of Agreement so they can provide service to our school district.  

• JCPS employee Seth Hunter has been selected by KDE to be a Content Specialist for the 2011-12 school year; and
• JCPS employee Jayne Kraemer has been selected by KDE to be an Educational Consultant for the 2011-12 school year. 

Superintendent Sheldon Berman recommends the Board of Education approve the attached Memoranda of Agreement with the Kentucky Department of Education for the 2011-12 school year and authorize the superintendent to sign same.

Jefferson County Public Schools (JCPS) is the grantee for operating the Head Start/Early Head Start Program.

From February 27, 2011 to March 4, 2011, the Administration for Children and Families (ACF) conducted an on-site monitoring review of the Jefferson County Board of Education Head Start and Early Head Start programs, as well as the American Recovery and Reinvestment Act (ARRA)-funded Early Head Start Program. The monitoring review team submitted their documentation of compliance to the Office of Head Start (OHS).

The ARRA-funded Early Head Start program was found to be in compliance with all applicable Head Start Program Performance Standards, laws, regulations, and policy requirements. Accordingly, no corrective action plan is required.

The OHS report for the Head Start triennial review cited findings in two areas: Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) and Program Governance Administration. A corrective action plan is necessary to address these findings.

Superintendent Sheldon Berman recommends that the Board of Education approve the 2010-11 Corrective Action Plan for the Head Start/Early Head Start programs.

This proposed revised policy was considered for first reading by the Board of Education on June 13, 2011. The proposed revision will remove the additional one-year window and allow for-profit as well as non-profit organizations to use school buildings or facilities for the purpose of providing before-school or after-school enrichment and other educational programs for the benefit of students in attendance at the school.

Superintendent Sheldon Berman and Policy Development Committee Chair Linda Duncan recommend that the Board of Education adopt the attached JCPS Policy KG: COMMUNITY USE OF SCHOOL FACILITIES.

On August 9, 2010, the Board of Education approved the Goals and Strategies for the 2010–11 school year. These goals and strategies were designed to put into practice the district’s Theory of Action. 

After Board approval, the superintendent and cabinet engaged staff in formulating detailed series of action steps, including timelines and personnel responsible, to implement each of the strategies. The final document—which included goals, strategies, and action steps—served as the 2010–11 Comprehensive District Improvement Plan (CDIP). The CDIP was approved by the Board on November 22, 2010. 

Throughout the school year, district staff members regularly assessed the progress made in implementing the CDIP strategies. They also measured the impact of those strategies by using performance metrics to determine the extent to which goals were achieved. 

In May 2011, staff updated the original CDIP document to reflect the current status of implementation and the impact that resulted, with the caveat that some end-of-year data had not yet been collected and analyzed. This updated CDIP was received by the Board on June 13, 2011.

The CDIP provided only a snapshot of the key activities that have been undertaken. The scope of the staff's yearlong work has actually been much broader. A companion document, the Progress Report on 2010–11 Comprehensive District Improvement Plan, offers a detailed narrative of the year's activities and the progress that has been made toward achieving both the Board Goals and the Strategic Goals.
