IV.A. A Student Demonstration of Learning from a Group of Noe Middle School Students in Recognition of Music In Our Schools Month
Rationale

March is Music In Our Schools Month (MIOSM), and the 2011 national theme is “Music Lasts a Lifetime.” The purpose of the national observance is to draw attention to the importance of music education in our schools and communities across the nation as well as to enlist the support of teachers, parents, students, and community members to advocate for music education. 

A choral group from Noe Middle School will present a selection from its repertoire, and two students will speak on the importance of music education in our schools. Alexis Paxton is the choral director and a recent recipient of the WHAS11 and LG&E KU Excellence in Classroom Educational Leadership (ExCEL) Award. Under her leadership, her students have consistently earned Distinguished ratings and have been selected to perform in all-state honor choirs.

IV.B. Recognition of the JCPS District Multicultural Teacher Recruitment Program State and National Future Educators Association Conference Competition Winners
Rationale

Fifteen JCPS middle and high school students participated in and won at the state Future Educators Association (FEA) competition, which qualified them to compete at the 22nd Annual National FEA Conference Competition, held in Atlanta on February 18 through 20. 

The national conference theme was “Teaching is the Gateway to the World!” District students competed against students from across the nation in essay writing, impromptu speaking, job application, leadership, public service announcement, lesson planning, stage staff, ethical dilemma, and the FEA Moment competitions.

The FEA competitions are a teaching and learning experience for students to help them develop their knowledge and skills for the education profession.

Superintendent Sheldon Berman recommends that the Board of Education receive a recognition of the district's MTRP State and National FEA Conference Competition Winners.

IV.C. Recognition of Meyzeek Middle School Students
Rationale

The Meyzeek Middle School Chess Team competed against 16 teams from across the state to win second-place honors in the 2011 Kentucky State Scholastic Chess Team Championship, which was held in Louisville. 

Meyzeek was one of only two schools that were undefeated with a score of three points going into the final round of the competition. Meyzeek competed against the School for the Creative and Performing Arts (SCAPA) in a four-game blitz, winning second-place honors in the final round of the competition. The chess team also won first-place honors in the Quad B Regional competition held in February and has participated in and won first-place honors in seven other tournaments this year. 

Binu Godage, Om Khanmadikar, Thomas Williams, Matthew Raj, Griffin Fleischaker, Kushal Nellore, Marshall Smith, Divyesh Doddapaneni, and Lavanya Kanneganti are members of the Meyzeek Middle School Chess Team who have been instrumental in helping the school win the regional tournaments and participate in the state chess championship.

Recommended Motion

Superintendent Sheldon Berman recommends that the Board of Education receive a recognition of Matthew McDonald, Weijing Huang, Austin Bridges, Jerry Zhang, Nick Kyriacou, and Ava Bradley, students at Meyzeek Middle School, for winning second-place honors in the Kentucky State Scholastic Chess Team Championship.

IV.D. Recognition of JCPS District Middle and High Schools
Rationale

Meyzeek Middle School, Noe Middle School, and duPont Manual High School won first-place, second-place, and third-place honors respectively in the Kentucky Association Academic Competition (KAAC) State Governor’s Cup Finals.

Meyzeek and Noe middle schools won first-place and second-place honors, respectively, in the Quick Recall competition. Meyzeek also won the overall team competition, defeating Johnson County, which has been the dominant force in the state competition for several years. DuPont Manual High School also won third-place honors in the Quick Recall competition, in addition to winning third-place honors in the overall team competition.

The Governor’s Cup competition was established in 1986 to promote and recognize outstanding academic achievement. More than a quarter of a million students have participated in this premier event since its inception. The event consists of eight major competitions, which include five written assessment exams, composition, Quick Recall, and Future Problem Solving.

IV.E. Recognition of Newly Appointed Principals
Rationale

Bryce Hibbard, Brad Weston, Chris Perkins, and Katy Zeitz will assume their new role as principal effective July 1. These aspiring new leaders are participating in a comprehensive series of trainings designed to help them find new and innovative ways to improve student performance in an effort to turn around priority schools. These outstanding leaders are highly skilled, passionate, and committed to enhancing student achievement. 

Hibbard will become the new principal at Southern High School. He currently serves as assistant principal at Moore Traditional School, a position he held for five years.

Weston will assume the role as principal of Fairdale High School after seven years as assistant principal at the school.

Chris Perkins takes over as principal at Iroquois High School after serving there five years as assistant principal.

Katy Zeitz will be the principal at Waggener Traditional High School. She has held an assistant principal position at Ballard High School for seven years.

V.C. Approval of Job Descriptions
Rationale

The job description for Finance System Technician is new and will provide for assistance system security for all financial systems, including MUNIS. 

With this Board agenda is a recommendation to reassign responsibility for the management of the DuValle Education Center to Early Childhood. If this recommendation is approved, the job description for Elementary School Principal Carter/DuValle Education Center Administrator should be deleted.

V.D. Approval of Organizational Charts
Rationale

The Security and Investigations Department has responsibility for staffing the radio room 24/7 to maintain communication throughout the district. The operators in the radio room have state-mandated training to maintain the certification necessary to communicate using the radios and channels allotted to the district. To ensure 24/7 coverage, the department recommends that the base days for one radio operator be increased from 200 to 260 days, which is in alignment with the radio operator positions.

Carter Traditional Elementary School and DuValle Education Center are located on the same campus. The supervision of this location has been assigned to the principal of Carter Elementary. We now have 37 early childhood units assigned to DuValle Education Center. With this program so predominately represented, it is recommended that the supervision and management of DuValle Education Center be assigned to Early Childhood.
  
The superintendent recommends that a Specialist Magnet Career Pathways (Shawnee Engineering Program) (200 days) position be added to the Career and Technical Education department.
 
The Financial Services department organizational chart is modified to delete one Clerk III along with two Deduction Clerks from Payroll and Cash Management. One Finance System Technician is recommended to manage permissions for MUNIS and to assist with payroll processing.  

The Grants and Awards Accounting department organizational chart is modified to delete one Secretary II and to add one Data Management/Research Technician and one Clerk III.

Rationale

The project will allow for the expansion of the hangar to accommodate the needs of the aviation program. Also included are a new sprinkler service, minor site modifications, and a paint spray booth.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the district’s Model Procurement Code, and provide an appropriate written recommendation to the district.

V.H.4. Approval of Bid and Revised BG-1 Form for Renovation Phase 1 at Jeffersontown Elementary School
Rationale

The project consists of the replacement of the HVAC system in the school. Electrical scope includes routing power to new mechanical equipment and other associated electrical renovations (switchgear replacement, lighting, fire alarm, security, intercom paging, etc.). Architectural scope includes cafeteria and stage renovations, new ceilings, ADA restroom upgrades, plumbing fixture replacement, and miscellaneous renovation items to accommodate the renovation of the HVAC system.
 
On September 13, 2010, the Board of Education approved assigning CMTA, Inc. to prepare plans and specifications for Project #166-9038.
                                             
The Kentucky Department of Education, Division of Facilities Management, reviewed the Application for a Building Project, plans and specifications and approved the taking of bids.

Rationale

Effective July 1, 2011, section 205 of the Healthy, Hunger-Free Kids Act of 2010 (Public Law 111-296) requires school food authorities participating in the National School Lunch Program to provide the same level of support for lunches served to students who are not eligible for free- or reduced-price lunches (i.e., paid lunches) as they are for lunches served to students eligible for free lunches.

School food authorities charging less than $2.46 for a paid lunch are required to gradually increase prices. Based on information provided by the United States Department of Agriculture, it is determined that the minimum meal price increase for paid lunches in Jefferson County is $.05. Reduced prices, student breakfast, and adult breakfast and lunch prices are not affected. The proposed meal prices and charge policy for fiscal year 2011-12 are attached.

Rationale

The Kentucky Cabinet for Workforce Development, Department for Technical Education, has awarded the district two grants totaling $14,175 (an $8,600 grant and a $5,575 grant) to assist the Kentucky career-technical community in hosting the Kentucky Career and Technical Education (KACTE) Conference in Louisville during the summer of 2011. The funds, which are allocated under the Carl D. Perkins Pre- and Post-Summer Conference funding category, will focus on professional development for teachers and administrators.

The district will use the $8,600 grant to plan and execute pre-summer conference responsibilities. These responsibilities include coordinating educational personnel and resources for the conference such as planning the conference with business-industry groups and governmental agencies, arranging for vendor exhibitions, and providing a sound structure for conference activities, programs, and the financial aspects of the conference.

The district will use the $5,575 grant to complete conference and post-conference activities such as working with vendors and troubleshooting during the conference and completing all activities to officially close the conference.

Conference topics will include school-to-work transition, academic-technical integration, tech prep, industry-business/educational partnerships, advisory committees, leadership development (educators and students), student career and technical organizations, and other pertinent technical education reform issues.

V.X. Approval of Fiscal Year 2011-12 Head Start/Early Head Start Refunding Proposal
Rationale

The Jefferson County Public School District is the grantee for operating the Head Start/Early Head Start program. Each year, the Head Start/Early Head Start program is required to submit a refunding application including Self-Assessment, Community Assessment, Training/Technical Assistance Plan, Budget Proposal, and Long/Short-Range Goals to the Region IV Head Start Office in order to receive funding for the program. Continuation of the funding will enable Head Start/Early Head Start to provide both classroom and comprehensive services to 1,762 Jefferson County Head Start/Early Head start children and families who have the greatest needs.

In March 2011, the Head Start Self-Assessment was completed and indicated that the program continues to be in compliance. Head Start/Early Head Start will continue blending service and collaborating with other JCPS early childhood programs. Head Start/Early Head Start will coordinate services with the following JCPS District departments: Health, Nutrition, Transportation, Exceptional Child Education, Adult Education, and Financial Services.

The Head Start/Early Head Start Policy Council has assisted in the planning and has approved this proposal.

VII.B. Report on Initiatives to Enhance Literacy
Rationale

This report will update the Board regarding our initiatives to enhance literacy to meet our Every 1 Reads achievement goals and address our 2008 Literacy Review recommendations.

Our Every 1 Reads goals are as follows:

  • All students reading and writing on grade level
  • 75 percent of our students reading at the proficient and distinguished levels
  • 65 percent of our students writing at the proficient and distinguished levels

To achieve these goals, we are implementing several initiatives to advance our literacy teaching and learning. 

During the 2010–11 school year we began implementing Making Meaning in ten elementary schools, and this is the second year for one middle school. The following schools are involved in this pilot: Bloom, Blue Lick, Breckinridge-Franklin, Coleridge-Taylor, Fern Creek, Laukhuf, Norton, Middletown, Rangeland, and Sanders elementary schools and Western Middle School. Based on preliminary results and input from pilot schools, we plan to add five to ten additional schools during the 2011–12 school year.

During the 2010–11 school year we began implementing Being A Writer in the following ten elementary schools: Auburndale, Coral Ridge, Dunn, Engelhard, Farmer, Greathouse, Indian Trail, Kenwood, Maupin, and Watterson. Based on preliminary results and input from schools, we plan to add five to ten additional schools during the 2011–12 school year.

Beginning with the 2008–09 and continuing in the 2010–11 school year, we are implementing Thinking Reader in the following 15 middle schools: Carrithers, Conway, Farnsley, Kennedy Metro, Knight, Lassiter, Meyzeek, Myers, Olmsted Academy North, Olmsted Academy South, Stuart, Thomas Jefferson, Phoenix School of Discovery, Western, and Westport.
 
We are also implementing the Comprehensive Literacy Model in Kenwood, Minors Lane, Portland, Roosevelt-Perry, Sanders, Semple, and Young elementary schools and Reading Workshop in Blue Lick, Klondike, Lincoln, Maupin, Mill Creek, Rangeland, and Stonestreet elementary schools and Olmsted Academy North. We are planning to expand these programs for the 2011–12 school year. 

Getting On Academic Level (GOAL), a JCPS-developed literacy program designed for our lowest-performing high school students, is being implemented at Fairdale, Iroquois, and Moore high schools. We have plans to expand this program to additional schools for next school year.

We will share information and preliminary data evidencing the effectiveness of these programs.

VII.C. 2010–11 Board of Education Discussion Agenda Planning Calendar
Rationale

A year-long list of selected Board of Education discussion agenda items has been compiled for use by the board and administrative staff. The list includes activities for discussion during this fiscal year.

It is anticipated that staff will use this list to avoid scheduling conflicts, to improve coordination and support of activities, to enhance planning, and to increase awareness of upcoming board agenda activities.
