IV.A. Recognition of Cane Run Elementary School
Rationale

Cane Run Elementary School ranks among the top 25 percent in the nation for energy efficiency. The ENERGY STAR Award recognizes these schools as national models and leaders in improving and protecting the environment and in promoting energy efficiency.

The EPA gave Cane Run Elementary an Energy Performance Rating of 92 percent, which puts the school in the top 8 percent for energy efficiency of all schools in the United States.

ENERGY STAR Award winners are rated on their energy performance, thermal comfort, indoor air quality, and illuminance levels. The U.S. EPA and the U.S. DOE will recognize the winners on April 12 at the 2011 ENERGY STAR Awards Ceremony, which will be held at the Marriott Wardman Park Hotel in Washington, D.C.

In honor of Cane Run Elementary School’s outstanding accomplishment, the school will receive an honorary plaque to be affixed on the front of the school building. The schools will also be highlighted on the EPA Web site at www.energystar.gov.

Recommended Motion

Superintendent Sheldon Berman recommends that the Board of Education receive a recognition of Cane Run Elementary School, for receiving the ENERGY STAR Award from the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE).

Rationale

Persons requesting to address the Board on a specific agenda item will speak when that item is brought forward.

Speakers who have registered to address the Board of Education on agenda items will be called when that agenda item is brought forward.

V.D. Approval of Project, BG-1 Form, and Assignment of Architects/Engineers for Auxiliary Building Demolition at King Elementary School
Rationale

Jefferson County Public Schools recently purchased a property adjacent to King Elementary School that has a single-family residence on it. This project would provide for the demolition of a house, some adjacent fencing, and general site reclamation following the removal of the building.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the district’s Model Procurement Code, and provide an appropriate written recommendation to the district.

The Kentucky Department of Education requires approval of the attached resolutions in order to enter into contracts with the design firms of these projects. Plans and specifications will be prepared with this approval.

V.E. Approval of Project, BG-1 Form, and Assignment of Architect/Engineer for New Access Road at Lees Lane Bus Compound
Rationale

The existing access to Lees Lane Bus Compound is via the road serving Farnsley Middle School, which is consistently overcrowded and sometimes partially blocked due to school activity. A new road would allow the buses clear access to Lees Lane.

V.H. Approval to Seek Permission from the Kentucky Department of Education to Reactivate the Long-Range Planning Committee
Rationale

In accordance with 702 KAR 4:180, the Kentucky Department of Education requires permission to reactivate the Long-Range Planning Committee for the purpose of amending the District Facility Plan.

The primary reason for amending the District Facility Plan is to incorporate the additional classrooms that were added to our media center projects following a comprehensive review by Elementary Instructional Services, Exceptional Child Education, Early Childhood, Student Assignment, and the Board of Education.  Other facility needs determined by the Local Planning Committee during this amendment process will also be incorporated. 

The amended report will be presented to the Board of Education for review and approval prior to submission to the Kentucky Board of Education for final approval.

Rationale

Pursuant to the policies and procedures of the Jefferson County Public School District and in compliance with a formal request from AT&T Kentucky, the proposed easement has been reviewed and it is recommended that it be granted. AT&T removed poles and cables to facilitate a building addition at Lincoln. The easement is needed to facilitate the placement of underground cables.
 
Approval of this recommendation will authorize the superintendent, or his designee, to sign the necessary agreement to implement the easement request.

The Target Scholarship of America Grant Program has awarded $700 to Gutermuth Elementary School. The funds will be used to see a play at the Louisville Memorial Auditorium.

The Dow Chemical Company has awarded a $15,000 grant to Conway Middle School. The funds will be used to implement a robotics training program and purchase robotic equipment, technology, and support for an after-school computer club and technology training workshop.

V.Q. Approval of Memorandum of Agreement with Louisville Metro Department of Public Health and Wellness to Provide Various Services to JCPS Students, Staff, and/or Parents
Rationale

The Jefferson County Board of Education (“JCBE”) and the Louisville/Jefferson County Metro Government, acting by and through its Department of Public Health and Wellness (“Metro Government”) will provide various services to students, staff and/or parents. 

The services to be performed shall be agreed upon by JCBE and Metro Government via the Coordinator Health Promotion/Health Services based on the need for such services and may include asthma education and screening; vaccine/immunization screenings; dental screenings, cleanings, fillings, and simple extractions; lead screenings and education; diabetes education; tobacco prevention; and preventative health educational sessions on nutrition, physical activity, obesity, bed bugs, and head lice.

Metro Government is ultimately responsible for its staff and volunteers and the services they provide while they are assigned to the JCPS facilities.

V.R. Approval of EduJob Grant Usage for Fiscal Year 2011-12
Rationale

The district will receive approximately $15 million in EduJob Grant funds for use in fiscal year 2011-12. This is a one-time federal fund source and must be used for school-based costs.  
 
The proposed priorities of the EduJob Grant are as follows: 

  • Sustain existing services to students that are school-based,
  • Retain existing staff as much as possible,
  • Follow district priorities and Board direction,
  • If additional funds are available, expand services where needed resulting in job creation.

These priorities are consistent with both state and federal direction on the intention and acceptable usage of the grant. KDE is strongly encouraging districts to use this funding for compensation and benefits relating to Senate Bill 1 related implementation.  This may include salaries for teacher professional development, academic coaches, or intervention and/or college readiness teachers.
 
The most profound need that can be supported by the EduJob Grant is the monumental funding cliff created by the conclusion of multiple two-year allocations from the American Recovery and Reinvestment Act (stimulus grants). 
 
The attached plans and amounts are the recommendations for the EduJob Grant prior to these strategies being implemented and presented to the Board in the Tentative Budget in May.

VI. Action Items
VI.A. Approval of Turnaround Options for Iroquois, Southern, and Waggener Traditional High Schools
Rationale

The Restaffing Model will provide the best opportunity to make significant improvements in the instructional program and operations at the three schools. An added benefit will be that the adoption of the Restaffing Model will result in less disruption at the affected schools.
 
Based on our understanding from the Kentucky Department of Education, these three schools may count staff that have been assigned to their buildings less than three years as new staff, thus minimizing the numbers that will be overstaffed and moved to new buildings. 

Based on our analysis of the staffing numbers, Iroquois could retain up to 93 percent of their staff should they so chose. Southern could retain up to 86 percent, and Waggener up to 93 percent of their staffs. Though we anticipate overstaffing at each of the schools, the numbers may very well result in less restaffing than the six priority schools in 2009–10.
 
The principals and respective leadership teams at each of the three schools support the recommendation that the Board approve adoption of the Restaffing Model.

VII. Discussion Items
VII.A. 2009 National Assessment of Educational Progress (NAEP) Science Results
Rationale

Jefferson County Public Schools was one of 17 urban school districts selected to participate in the 2009 National Assessment of Educational Progress Trial Urban District Assessment program (NAEP TUDA) in Science. These districts were asked to sample enough students at the fourth- and eighth-grade levels to obtain a district score in science.

The results in science will be officially released on February 24, 2011. Because the results are embargoed until their release, we will send you a brief summary of the data on Thursday, February 24, 2011.  A more detailed report of the scores will be presented at the board meeting on Monday, February 28, 2011.

The NAEP Test was administered in January - February of 2009. This report will focus on the district's science results. The board has already received a report on the district’s math and reading NAEP results.
