I. Work Session: Intervention Options Under HB 176
Rationale

The following representatives from the Kentucky Department of Education will present a report regarding intervention options for persistently low-achieving schools under House Bill 176:

  • Tom Price, educational recovery leader;
  • Debbie Hicks, director, Division of Federal Programs, and 
  • Kevin Brown, general counsel. 
House Bill 176, passed by the 2010 Regular Session of the Kentucky General Assembly, sets forth the criteria for identifying persistently low-achieving schools and the intervention options for these schools. School districts are required to choose one of four options, which are aligned with the federal requirements established to be eligible for School Improvement Grant funds.
 
The information provided is intended to inform the discussion as the board deliberates regarding the best course of action for intervention in the schools that have been identified as persistently low-achieving.
 
Attached are supporting materials prepared by JCPS staff: 
  • a summary of intervention options, with a side-by-side comparison of the Restaffing Option and the Transformation Option and descriptions of the School Closure Option and the External Management Option;
  • a description of the transformation models that are being implemented in other Kentucky schools; and
  • information regarding staffing at the JCPS 2010 Tier I and Tier II schools.
