Report and Discussion of School Cell Phone Policies
In recent years, numerous schools and districts across the nation have altered their policies regarding the use of cell phones by students during the school day. Policy goals for such changes including increasing student learning through the reduction of distractions, improving mental health, and reducing online bullying.
The Board will receive a report regarding the current Board cell phone policy, current school practices regarding cell phone use, research regarding the impact of cell phones policies on student learning and well-being, and potential policy options for Board consideration and discussion.

The Board will receive a report on Interim Metrics for Guardrail 3: Project Inclusive Decision Making. This monitoring session is a conversation between the board and superintendent that provides boards the opportunity to evaluate the alignment between the community’s values (guardrails) and current performance (reality). Monitoring is about understanding the extent to which reality matches the Board’s adopted goals and guardrails. Monitoring is not about offering advice or recommendations; most monitoring is about understanding where we are and how we got here and to see what’s working/not working, and the expectation that this information impacts what happens next.

- Speakers before the entire board are not allowed to use props, displays, or any other objects during the presentations. However, informational handouts may be given to the assistant secretary to the board for distribution prior to or following the meeting.
- Each speaker is allowed three minutes to address the board and may not share these minutes with any other speaker.
- At the end of 2-1/2 minutes, a bell will sound once. You will then have 30 seconds to finish your statement.
- At the end of three minutes, the bell will sound twice, indicating that your time is up.
- The superintendent will look into the speakers’ issues and, if necessary, represent the board in following up or recommend action to the board.

A contract has been prepared for the purchase of approximately 3.9852 acres located at 5500 Terry Road between Rigoberto Mejia and Silvia Gomez Sanchez and Board of Education of Jefferson County, Kentucky for the purchase price of $220,000.
Pursuant to 702 KAR 4:050 The Kentucky Department of Education requires a separate BG-1 to be submitted for the cost of the property purchase and associated closing cost and legal fees.

Louisville Parks and Recreation (Metro) has developed a playground for public use on property owned by Jefferson County Public Schools (JCPS), known as Eastover Park, located at Field Elementary School. This Agreement for Equipment and Maintenance outlines the duties of Metro and JCPS, in which Metro has provided playground equipment. JCPS shall provide site and allow Metro to enter park to routinely inspect, maintain, and repair playground equipment they have provided. JCPS will also provide daily maintenance services including mowing, landscaping, and daily trash pick-up and notify Meto of any hazardous condition existing on play equipment.

The Project Prevent Grant program will help improve school safety by increasing District capacity to
provide coordinated community-based strategies to identify, assess, and serve students exposed to or at
high risk of involvement in community violence. Funding covers salaries and fringe benefits for the Project Coordinator and Data Technician to support project implementation and district-wide data coordination related to school safety. Grant funding expands Restorative Justice case management with Volunteers of America in eight elementary schools, salaries, fringe benefits for two board-certified Behavior Analysts, and community and family workshops. Funding is for the second year. The grant period is January 1, 2023, through December 31, 2027, with a potential five-year award totaling $3,041,566. There is no match requirement and no financial obligation to the District after the grant period.

Recommendation for Approval of Agreements with the Department of the Navy for Navy Junior Reserve Officer Training Corps Units
Approval of the attached agreements will continue the Navy Junior Reserve Officer Training Corps (NJROTC) units at The Academy @ Shawnee, Central High School, and Valley High School, acting through the Naval Service Training Command pursuant to Title 10, United States Code, Chapter 102, Sections 2031 et seq.
The NJROTC curriculum as an elective offering broaches the following concepts:
- Problem solving: NJROTC builds capacity in the student to have confidence to explore, engage, diagnose, and solve both instructional questions and matriculation of life and also engages the student in continual instructional application that gives the student the opportunity for individual and group problem solving.
- Self-Discipline: NJROTC gives the student confidence to internalize responsible decision making and a sense of self-reliance.
- Self-Determination: While the majority of today's NJROTC students may not participate in post-secondary transition to the military, the value afforded the student in decision-making, goal orientation, and responsiveness to oneself and others is highly regarded by the student.
- Community Service: NJROTC students provide numerous hours of community service.
In addition, the curriculum requires the student to have the confidence to lead oneself and others. The NJROTC Program provides rich curriculum to those students who choose this option as well as an excellent opportunity for the transfer of skills learned to many non-NJROTC areas. Many students who take this elective in high school successfully transition to post-secondary training, i.e., colleges, universities, technical schools, or work.

Recommendation for Approval of Memorandum of Agreement with Volunteers of America Mid-States for Restorative Justice
This Memorandum of Agreement with Volunteers of America Restorative Justice (VOA RJ), funded by a Title II grant from the US Department of Justice awarded to Volunteers of America Mid-States Restorative Justice program, will continue to allow the District to collaborate with a community partner to provide targeted social services with rolling case management to support families and students. Through this collaboration, JCPS has been able to accept referrals of identified students with extreme behavioral and environmental challenges to implement restorative justice practices to address contributing factors and impact of the student's behavior while engaging the family and school personnel to develop a partnership and provide case management to coordinate services and support to promote future success. VOA RJ also contracts with certified interpreters specially trained for case management oral interpretation to help support families and ensure culturally and linguistically responsive coordinated care. This is a separate MOA than the one approved in July 2024 for the Project Prevent federal grant work.

Recommendation to Approve a Professional Services Agreement with the Council of the Great City Schools
The Council of the Great City Schools (CGCS) has developed a Student Outcomes-Focused Governance (SOFG) Framework to support large urban school districts to adopt school board behaviors and practices that create the conditions necessary to improve student outcomes.
On February 28, 2023, the Board approved a two-year agreement with CGCS for professional services. This new agreement extends the relationship to February 27, 2027. Services “include, but are not limited to in-person or virtual: leadership training and support; coaching; confidential and closed session advising; professional development; facilitation of discussions regarding the District’s long-term vision and strategic plan; real-time coaching during school board meetings; and other governance team supports.”

Recommendation for Approval of Memorandum of Agreement with Junior Achievement of Kentuckiana
Junior Achievement of Kentuckiana (JA) BizTown combines in-class learning with a day-long visit to a simulated town. This popular learning experience allows elementary school students to operate banks, manage restaurants, write checks, and vote for mayor. Students can connect the dots between what they learn in school and the real world. The program includes 12 teacher-led sessions prior to the simulation and 1 session following the simulation, culminating in a 4–5-hour field trip to a JA BizTown. To help fund the JA BizTown that will serve around 11,000 5th-grade students (10–11-year-olds) throughout the region. Students will visit the JCPS company storefront during their day at JA BizTown to interact as Superintendent and other roles, CFO and as JCPS employees throughout the day. All JA BizTown students interact with the storefronts several times per day during the simulation. This work supports Vision 2020 strategy 1.1.3- Provide Equitable Access.

Agreement templates provide a valuable framework for creating contracts that are efficient, consistent, and accurate.
The purpose of this agreement is to establish the roles and responsibilities of JCPS and the Academies of Louisville (AofL) site visit guests. A site visit is designed to provide in-depth exploration of the college career academy model. The events take place on-site at Academy high schools. Attendees learn how Model Academies have been embedded in National Standards of Practice successfully. The program provides opportunity for expansion of career opportunities for JCPS students.

Recommendation for Approval of Comprehensive School Improvement Plans of TSI Schools and Review of Gap Goals
The Comprehensive School Improvement Plans (CSIPs) of schools identified for Targeted Support and Improvement (TSI) are subject to review and approval by the local board of education, as outlined in KRS 160.346. The CSIPs describe the goals, objectives, and activities focused on school improvement efforts to ensure that each student makes progress.
In addition, pursuant to KRS 158.649 and 703 KAR 5:225, the District shall also report on each school’s plans to reduce any identified gaps in achievement and report schools that have not met their targets for two consecutive years. JCPS examined data from the 2022-2023 and 2023-2024 state accountability system to identify TSI schools failing to reduce the gap in achievement within the same student group for the last two years.
Attached is a list of schools with a link to their school plans, their federal classification status, and gap goals for review. Please note that there are differences in how each school set its goals due to each school’s individual needs assessment and data trends.
The work of the Racial Equity Policy is critical in closing achievement gaps and reducing the number of schools that are not meeting their targets.
This report supports Vision 2020 Strategy 1.1.7 Eliminate achievement, learning, and opportunity gaps.

Recommendation for Approval of Shortened School Day for Four Exceptional Child Education Students and Shortened School Week for One Exceptional Child Education Student
The Kentucky Administrative Regulations, as outlined in the Exceptional Child Education Policies and Procedures Manual, requires that a shortened school day and/or week be submitted to the Board of Education for approval.
This Board action is subject to confidentiality requirements according to policies and procedures in Chapter 9 Confidentiality of Information. Following approval by the Board of Education, the request will be submitted to the Kentucky Department of Education, Office of Special Education and Early Learning.
The District must maintain the following documentation for all shortened school days and/or weeks approved by the Local Board of Education:
- Approval by the Local Board of Education (student confidentiality procedures must be followed when listing student information in the local Board minutes);
- Minutes of the Admissions and Release Committee (ARC) meeting documenting the ARC decision that a shortened school day and/or week is needed;
- A copy of the student’s Individual Education Plan documenting the shortened school day and/or week; and
- A copy of the physician's statement of the medical need.
Per regulations, the student is being identified as SSD314, SSD315, SSD316, SSD317 and SSW318.
Student SSD314 has a medical condition, with proper physician documentation, which requires a 3 hour and 20 minute school day, five days (M/T/W/TH/F). Appropriate ECE procedures have been followed for this student, who is being served in a resource room in a special school setting.

Proposal to Amend the 2024-2025 School Calendar
JCPS schools were closed Monday, January 6, 2025, through Friday, January 10, 2025, due to inclement weather.
Under this proposed amendment to the 2024-2025 school calendar, the missed instructional days for Monday through Thursday, January 6 through January 9, 2025, would be forgiven for students. January 10, 2025 will be made up on May 23, 2025. The Kentucky Department of Education will forgive the two hour delay on January 13, 2025. Staff working calendars will be adjusted accordingly. The proposed amended calendar would comply with the requirements of KRS 158.070 relating to the length of the school term and the instructional year.
