Rationale

Recognition of the Jefferson County Public School District's Early Childhood Program


The JCPS Early Childhood Program was formally recognized and presented with the 2010 National Schools of Character Promising Practices Award at the seventeenth annual Character Education Partnership (CEP) National Conference, which was held in San Francisco on Friday, October 29. The department was recognized for its outstanding efforts in conducting the CARE-ing for Critters initiative. District Early Childhood teachers and students collected more than 1,000 old towels and blankets to benefit the Kentucky Humane Society. This endeavor served as an invaluable lesson and model for student service learning.

The award is bestowed upon schools and districts that exemplify unique and specific practices to encourage and enhance the ethical, social, and academic growth of kindergarten through grade-twelve students through character education.

JCPS was 1 of 196 school districts from across the United States, Brazil, Mexico, Puerto Rico, and Singapore to receive the 2010 National Schools of Character Promising Practices Award.

V.C. Approval of Organizational Charts
Rationale

The organizational chart for Physical Development and Health Services is submitted for approval to add positions for seven additional nurses (LPN) to provide services to students at the elementary level. The request was included in the working budget, which was approved by the Board of Education on September 27, 2010.

The Transportation Services organizational chart is submitted for approval to add 33 bus driver positions and 2 Special Needs Transportation Assistants. The request is generated due to the higher level of services including the reduction of elementary ride times and the decrease in the number of depot buses. In addition, ridership has increased by 8 percent over the last two years.

This project will provide for paving repair at various sites. The scope will typically involve parking areas, bus and auto drop-off zones, and driveways but may also include walking paths, play areas, and tennis courts.

Pursuant to the requirements of KRS 322.010 and 323.010, et al., and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the district’s Model Procurement Code, and provide an appropriate written recommendation to the district.

The Kentucky Department of Education requires approval of the attached resolutions in order to enter into contracts with the design firms of these projects.  Plans and specifications will be prepared with this approval [KRS 160.290].

Waggener Traditional High School received $500 from the West End Yellow Jackets to be used for the Athletic Department and the football team.

Rationale

Metro United Way has awarded a $1,500 grant to Moore Traditional School from the America’s Promise Alliance My IDEA Grant Dropout Prevention Program. The funds will be used to provide forms and lectures to students in grades six through nine on issues they are facing as part of the Community Youth Talks Program.

Superintendent Sheldon Berman recommends that the Board of Education accept a $1,500 grant from Metro United Way for Moore Traditional School through America’s Promise Alliance My Individuals with Disabilities Education Act (IDEA) Grant Dropout Prevention Program.

V.O.3. Acceptance of State Fiscal Stabilization Fund Award
Rationale

The American Recovery and Reinvestment Act State Fiscal Stabilization Fund (SFSF) program provides education formula grants to stabilize state and local budgets and minimize reductions in education and other essential services.

The current award of $21,039,464 is Phase 2 of this funding, which will provide resources to the district to focus on advanced education reform in four key areas: achieving equity in teacher distribution, improving collection and use of data, raising standards and assessments, and supporting struggling schools.

Recommended Motion

Superintendent Sheldon Berman recommends that the Board of Education accept a State Fiscal Stabilization Fund (SFSF) award in the amount of $21,039,464, which will be used to help fund the Support Education Excellence in Kentucky (SEEK) allocation.

V.O.4. Acceptance of Title III Language Instruction Grant for Limited English Proficient and Immigrant Students
Rationale

The Kentucky Department of Education has awarded the district a Title III grant of $1,088,685 for Limited English Proficient (LEP) students and $118,814 for immigrant students to help defray costs associated with the education of LEP and immigrant students.


Grant funds will cover the following program costs, in accordance with Title III assurances of its Comprehensive District Improvement Plan (CDIP).

  • Program personnel: 1 Instructional Specialist, 3 ESL Teachers, 1 School Records Clerk, and 10 Bilingual Associate Instructors;
  • Extended time for program personnel;
  • Other professional services;
  • School enrollment activities;
  • Professional development;
  • Instructional supplies;
  • Out-of-county and out-of-state travel;
  • After-school and summer programs; and
  • Student and parent activities.
The district's English-as-a-Second Language (ESL) Program staff in the Literacy Department will administer the Title III program activities.

Superintendent Sheldon Berman recommends that the Board of Education accept a Title III grant award in the amount of $1,207,499 from the Kentucky Department of Education and authorize the superintendent to sign the necessary agreements to implement the program.

V.O.5. Acceptance of Community Education Grant from the Kentucky Department of Education
Rationale

The Kentucky Department of Education has awarded the district $20,000 to be used to supplement the salary of a coordinator to administer comprehensive countywide community education programs to expand the utilization of schools for all members of the community. There is a $5,000 match supplied by Jefferson County Public Schools Adult and Continuing Education Department.

The Community Education program provides a range of services that respond to the needs of a diverse constituency including children, adolescents, families, adults, and senior citizens. The program is operated through the Jefferson County Public Schools Adult and Continuing Education Department.

V.O.6. Acceptance of Modification to Previous Agreement for a Reduction in Funding from Louisville Metro Government/KentuckianaWorks for Sponsorship of the Youth Opportunities Unlimited Program
Rationale

This Modification to Contract No. 500-150-10, which was approved by the Board of Education on June 28, 2010, will reduce funding from Louisville Metro Government/Kentuckiana Works for the JCPS Adult And Continuing Education Department's Youth Opportunities Unlimited (Y.O.U.) Program from $360,000 to $350,000 due to a mandatory budget reduction required by Louisville Metro Government. 

The Y.O.U. Center will continue to provide assessment services, case management, contextualized basic skills, GED remediation, pre-employment training workshops, and comprehensive guidance and counseling services to participants.

V.O.7. Acceptance of Funding from Kentucky Adult Education Workforce Alliance Program
Rationale

These funds will be used to provide assessment of skills and remediation as needed for adults entering the NIA Center and Office for Employment and Training One-Stop Center to qualify for Workforce Investment Act job training dollars.

No additional staffing will be required to fulfill the terms of this agreement and no local matching funds are required.

Rationale

Teach Kentucky recruits recent graduates from selective national institutions of higher education to teach in district schools. Teach Kentucky has forged a strategic partnership with the University of Louisville's College of Education and Human Development, Jefferson County Public Schools, and local alumni of the respective universities to fully engage Teach Kentucky recruits in the educational, social, and cultural fabric of the Louisville community.

Founder Rowan Claypool will discuss the various aspects of Teach Kentucky.

Rationale

A year-long list of selected Board of Education discussion agenda items has been compiled for use by the board and administrative staff. The list includes activities for discussion during this fiscal year.

It is anticipated that staff will use this list to avoid scheduling conflicts, to improve coordination and support of activities, to enhance planning, and to increase awareness of upcoming board agenda activities.
