The scope will include renovating and configuring existing interior spaces to create a Health Science Classroom and Lab, as well as upgrade the Graphic Design and Interactive Media classrooms.

On October 26, 2021, the Board of Education approved VBNA to prepare plans and specifications for Project 22-038.

IV.G. Recommendation for Approval of Project, Assignment of Architects/Engineers, and the BG-1 for Adjacent House Demolition at Portland Elementary School
Rationale

This project will remove a house on recently donated property adjacent to Portland Elementary School for green space.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the District’s Model Procurement Code, and provide an appropriate written recommendation to the district.

The Kentucky Department of Education requires approval of this resolution in order to enter into contracts with the design firms of this project.  Plans and specifications will be prepared with this approval.

Rationale

Please note that a found condition represents any item not anticipated during the design phase of the project; and owner request can be any item approved by Facilities staff, often with principal input, to enhance the overall project.

Rationale

The Louisville Water Company (LWC) Easement is to add redundant service to Fairdale Elementary School and provide an upgrade in infrastructure to Fairdale High School. This is part of an overall Louisville Water Company project for upgraded infrastructure along Mitchell Hill Road.

These items directly supports Vision 2020 Goal Infrastructure Improvements.

IV.K. Recommendation for Approval of Request from K. Norman Berry Associates Architect PLLC to Apply for Commercial Buildings Tax Deduction under Section 1331 of the Energy Policy Act of 2005
Rationale

The Energy Efficient Commercial Buildings Tax Deduction is a special financial incentive created by the Energy Policy Act of 2005 and designed to reduce the initial cost of investing in energy-efficient lighting and other building systems via an accelerated tax deduction.

If the building is a publicly owned building, the person who created the technical specifications for installation of the energy-efficient property can claim the Commercial Buildings Tax Deduction, according to IRS Notice 2008-40.

The tax credit expired on December 31, 2017, but was reinstated in December 2019, and then made permanent for projects placed in service after December 2020.

The projects directly supports strategy 3.1.1 of Vision 2020.

House Bill 352 (2020 Budget Bill) allocated $18.2 million for school safety upgrades for school districts based on the requirements contained in Senate Bill 1 (2019) and are limited to the following six items:

  • Main entrance intercom
  • Classroom door locks
  • Classroom door window coverings
  • Exterior door access control

The attached represents the cost of classroom window coverings at various locations and security vestibule projects.

IV.P.1. Recommendation for Approval of Memorandum of Agreement with Bluegrass Community Foundation and the University of Louisville
Rationale

The 2892 Miles to Go - Geographic Walk for Justice (2892 Project) is a program of the Bluegrass Community Foundation supported by the University of Louisville Center for Geographic Information Sciences (ULCGIS). The 2892 Project uses a social justice lens paired with geo-inquiry practice to drive authentic learning.

The 2892 Project will recruit, train, and support contractors to work as Community Wayfinders. Community Wayfinders will facilitate workshops at ULCGIS for educators to teach geospatial technology skills like web mapping, Story Map creation, and cartographic design principles with materials and resources from National Geographic. Participating educators can then teach students.

The District is required to pay for the Community Wayfinders.

This project aligns with Vision 2020 strategy 1.1.1.

IV.P.2. Recommendation for Approval of Memorandum of Agreement with Family and Children's Place, Inc. for Mental Health Services
Rationale

The rationale for community based counseling services to provide behavioral and mental health supports in school is for continuity of services between home and school. Community partners are able to provide the wrap-around support for our families and consult with school staff to solve student's school related concerns. The following contractor is recommended for approval from the Board of Education:

  • Family & Children's Place, Inc.

The goal of these services is to help students develop critical thinking skills, self-regulation, and empathy. Services to be included are individual and group counseling.

Schools will be provided a list of providers that accept both Medicaid and private insurance that have obtained MOAs prior to the first day of school. The principal will determine which services to bring into their school based upon the needs of the students they serve.

The MOA process was developed to ensure community providers given access to students on school property had proper licensure, insurance and background checks as mandated by KRS

160.380 and that the community provider fills a need for schools.

No costs will be incurred by JCPS or JCPS student, parent or legal guardian for services rendered. The agency will only bill for the cost of services to the private or public health insurance company after parent or legal guardian gives written permission to do so.

The Memorandum of Agreements shall be effective beginning March 30, 2022, and ending on December 31, 2022.

This agreement supports Vision 2020 strategy 1.1.1.

Rationale

All eDynamic Learning courses offer adjustment, accommodations, acceleration and customization options. The built-in optional Literacy Support Toolbar offers a text-to-speech read-aloud option, a dictionary, highlighting, screen masking and a translation feature offering students the ability to translate text into to 65 different languages. The courses are WCAG 2.0 AA compliant, a recent 508 requirement. 

The Data Sharing Agreement details the type and limitations of shareable data, its appropriate use, and the responsibilities of each party. Data sharing will begin upon acceptance of this agreement and will terminate when the services contract terminates. All procedures and processes will be FERPA-compliant. Period, scope, and protections are also outlined in the attached agreement. There is no cost to the District.

IV.Q. Recommendation for Approval of Proposed 2022 High School Graduation Schedules
Rationale

The attached 2022 graduation schedules provide that no graduation will be conducted prior to the last student day. 

  • Option 1 will remain in effect pending there are no more school closings after March 29, 2022 
  • Option 2 will be used if one day is missed (last student day of school May 27, 2022)
  • Option 3 will be used if two days are missed (last student day of school May 31, 2022)
  • Option 1, 2, and 3 will be used assuming that current CDC/KDHP guidelines continue to allow for large group gatherings 

This proposal supports engagement and collaboration with families and stakeholders.

Rationale

The Board of Education accepted the First Reading of these policies at their meeting on March 8, 2022.

The Board Policy Committee reviewed these policies during its meeting on February 22, 2022.

JCPS is initiating an ongoing cycle of policy review, whereby, over the course of five years, all Board policies will be reviewed. In many instances, no change will be needed – the policy conforms to statutory and regulatory requirements, is clear and accurate, and reflects current practice. In other instances, a policy will need to be updated, or language improved for clarity and standardization of usage. This set of policies is a continuation of this process.

V. Recess for Public Forum Breakout Sessions and Informational Displays on Student Assignment
Rationale

The Public Forum is an opportunity for the community to be involved in and informed about the transformative work happening in JCPS. During the event, Dr. Pollio will provide a brief overview; participants will then go to breakout sessions to learn about the new proposal, meet with Board members, and ask questions as well as share feedback about student assignment with District leadership.

Additionally, more than a dozen JCPS team members will be available to answer questions and provide information to families.
