I. Call to Order
Rationale

In light of the Governor having declared a state of emergency within the Commonwealth on March 6, 2020, as a result of the COVID-19 outbreak and in compliance with guidance issued by the Executive Branch on March 12 and 16, 2020, regarding the conduct of meetings of state boards and commissions during the emergency period, this meeting will be conducted by video-teleconference and available for live public viewing at the following link: JCBE MEETING VIDEO

The guidance from the Executive Branch provides that all Kentucky Boards and Commissions take proper health precautions to mitigate the spread of COVID-19 and accordingly, with respect to the public attendance at meetings of said bodies, states “members of the public will only be able to view video-teleconferenced meetings remotely.”

Portions of the meeting will be closed to the public as provided for under KRS 61.810(1)(c) of the Open Meetings Act.

V. Recommendation for Approval of Project, BG-1 Form, and Purchase of Land for the New Elementary School – West Broadway Corridor
Rationale

This project in West Louisville consists of replacing the deteriorated facilities of Roosevelt Perry and Wheatley Elementary Schools with a new 800 student capacity elementary school at the West Broadway YMCA location.

Construction of this modern 21st Century elementary school in West Louisville is part of a long-term plan to replace deteriorating, end-of-life buildings in all parts of Jefferson County with state of-the art learning centers. This will not wait. Thirty-two JCPS schools are considered to be at or past their end-of-life. The newest high school in the District, Ballard High School, was built in 1968, over fifty years ago. The last middle or high school built in West Louisville was Central High School, which broke ground in 1952, two years before the Supreme Court decision in Brown vs. Board of Education, declaring racially segregated schools to be unconstitutional.

Phase one of the long-term facilities plan, with ground breakings occurring right now all across the city, includes this West Broadway Corridor elementary school, new elementary schools in the Southwest Louisville and Newburg areas, a comprehensive $42 million renovation of the historic Academy @ Shawnee, and the construction of a new middle school in the Echo Trail Area of Eastern Jefferson County.

These investments represent only the down payment to fulfill this community’s responsibility to our children - to give every child the great learning opportunities they deserve, through excellent instruction and supports to meet all of their learning and personal needs, in the highest quality school facilities. The District must replicate such investment in new facilities dozens of times over the next decade, as a foundational element of the JCPS renaissance. That renaissance will happen only through significant new investment by the community, taking into account student needs, and historic disparities in resource and facilities allocation, as the research-based way to change outcomes for our students, and eliminate persistent learning gaps.  

On August 27, 2019, the Board of Education approved the assignment of Luckett & Farley Architects as the architect/engineer for the New Elementary School – West Broadway Corridor.

The Kentucky Department of Education requires a BG-1 to be submitted prior to proceeding with the next phase of design for the project.

A contract has been prepared for the purchase of 4.636 acres at 1720 West Broadway between Health Equity Partners Properties, Inc. and Jefferson County School District Finance Corporation for the purchase price of $1,409,570.24.    

Pursuant to 702 KAR 4:050 the Kentucky Department of Education has given their approval to purchase this site.

The project directly supports strategy 3.1.1 of Vision 2020.

VI. A New Way Forward: Back to School Plans
Rationale

On Tuesday, August 25, 2020, JCPS students began the school year under Non-Traditional Instruction (NTI). The plan for the beginning of the school year, approved by the Board on July 21, 2020, called for NTI to continue for at least six weeks. A determination regarding how to proceed after the six-week period was to be made based on the best available data and trends, and guidance from health and safety experts.

After the first six-week period, Jefferson County was still labeled as “orange” on the Kentucky Department of Public Health’s document, COVID-19 Mode of Instruction Metrics for K-12 Education and the Board extended NTI based on this data. 

This report details plans for a return to in-person school, and the concurrent implementation of the JCPS Virtual Academy.
