I. Call to Order
Rationale

In light of the Governor having declared a state of emergency within the Commonwealth on March 6, 2020, as a result of the COVID-19 outbreak and in compliance with guidance issued by the Executive Branch on March 12 and 16, 2020, regarding the conduct of meetings of state boards and commissions during the emergency period, this meeting will be conducted by video-teleconference and available for live public viewing at the following link: JCBE MEETING VIDEO

Members of the public will have the opportunity to voice opinions or express concerns by submitting remarks via email. Remarks should be limited to 500 words or less and sent to the Assistant Secretary to the Board (angela.gilpin@jefferson.kyschools.us) for dissemination purposes prior to the meeting. Public remarks will be shared with each Board member and recorded in the Official Minutes.

II. Acceptance of Update on Interscholastic Athletics for Fall 2020
Rationale

On August 24, 2020, the Jefferson County Board approved a plan for interscholastic athletics for JCPS schools for the fall of 2020. At the meeting, Board members requested frequent updates regarding the implementation of the plan in a variety of forms, including presentations at public Board meetings.

On August 20, 2020, the Kentucky High School Athletic Association (KHSAA) Board of Control confirmed its earlier decision to permit athletics to begin on August 24, 2020. The action by KHSAA allows for each district to review the statewide framework and make adjustments, taking into consideration local circumstances relating to COVID-19 and operational contingencies.

On August 28, 2020, the KHSAA presented a guidance document to the Kentucky Board of Education, entitled 2020-21 Healthy at Sports Stage 3- Performance Return to Competition: Considerations for Fall Sports.

KHSAA guidance addresses the following:

  • Screening for all entering a facility for practice or competition
  • Protocol for positive cases of COVID-19
  • Special emphasis guidance for coaches
  • Time between contests and sanitation
  • Guidance for a game/contest manager
  • Considerations for determining transportation and attendance
  • Masks/face coverings
  • Final contest planning
  • Pre-contest planning and event set-up
  • Water hydration and hygiene during competition
  • Media restrictions and considerations
  • Officials

The KHSAA document also provides differentiated sport-specific guidance for low contact sports (cross-country, field hockey, and golf), and high contact sports (soccer, volleyball, and football.

This update will provide information regarding the KHSAA guidance to districts and JCPS plans for implementation.

Recommended Motion

Superintendent Martin Pollio recommends the Board of Education receive an update on interscholastic athletics for the fall of 2020.

Actions Taken

Order #2020-130 - Motion Passed:  Superintendent Martin Pollio recommends the Board of Education receive an update on interscholastic athletics for the fall of 2020. The recommendation passed with a motion by Mr. James Craig and a second by Mr. Joseph Marshall.

Order #2020-131 - Motion Failed:  A motion to suspend all sporting activities except pod activities and golf until further action by the Board of Education failed with a motion by Dr. Christopher Kolb and a second by Mr. Chris Brady.
