Work Session: School Funding and Student Outcomes
I. Call to Order
Rationale

In light of the Governor having declared a state of emergency within the Commonwealth on March 6, 2020, as a result of the COVID-19 outbreak and in compliance with guidance issued by the Executive Branch on March 12 and 16, 2020, regarding the conduct of meetings of state boards and commissions during the emergency period, this meeting will be conducted by video-teleconference and available for live public viewing at the following link: JCBE MEETING VIDEO

The guidance from the Executive Branch provides that all Kentucky Boards and Commissions take proper health precautions to mitigate the spread of COVID-19 and accordingly, with respect to the public attendance at meetings of said bodies, states “members of the public will only be able to view video-teleconferenced meetings remotely.”

II. School Funding and Student Outcomes
Rationale

On July 16, 2019, the Board approved the creation of the Revenue Advisory Task Force. Since then, the Task Force has been engaged in developing a stronger understanding of the District’s need for additional funding to address critical facility, instructional, student support, and other program needs.

Revenue Advisory Task Force included twenty seven (27) members:

  • 8 representatives of community organizations
  • 7 constituents
  • 5 school funding experts
  • 2 teacher representatives
  • 2 state legislators
  • 2 JCPS Board Members
  • 1 business partner
  • Dr. Pollio and several staff members from the Finance department

The Task Force held five 90-minute meetings (October 10, October 28, November 11, November 25, December 9, 2019), and presented to the full Board twice (December 10, 2019, and January 28, 2020).

This Work Session represents the culmination of the work of the Task Force. It will address the relationship between school funding and how it is utilized with student outcomes; school funding challenges; revenue trends; comparisons of JCPS revenue and school funding with other Kentucky districts; and the benefits to the community of increased revenue to support public education.
