Rationale

Due to the current pandemic caused by the Novel Coronavirus, COVID-19, the District was forced to close schools, clear buildings of most employees, and alter how teachers and school staff deliver instruction to students.  Senate Bill 177, passed by the General Assembly during the 2020 Regular Session and signed by the Governor on March 24, 2020, permits school districts to change calendars and evaluation plans, as well as instructional delivery.

An update will be provided that explains the following:  the instructional strategies being used during Non-Traditional Instruction (NTI); the efforts of the technology team to distribute Chromebooks and hotspots to students; the work of the Nutrition department to provide meals to students; the communication strategies used to keep families and employees informed, and the documentation required by the Kentucky Department of Education.

The recommendation for Board action includes approval of: 1) a revised 2019-2020 school calendar; and 2) a revised certified evaluation plan.

  1. Under the revised calendar (see attachment), the following changes are included:
    • Monday, April 6, 2020, is changed from an instructional day to an in-service day for teachers;
    • Friday, May 1, 2020, is changed from a no-school day to an instructional day;
    • Tuesday, May 19, 2020, is changed from a no-school day to an instructional day;
    • Friday, May 29, 2020, is changed from the last working day of the school year for teachers to an instructional day;
    • Monday, June 1, Tuesday, June 2, and Wednesday, June 3, 2020, are changed from tentative make-up days to instructional days;
    • Wednesday, June 3, 2020, is the last instructional day for students; and
    • Thursday, June 4, 2020, is the last working day for teachers.

      This calendar removes four (4) instructional days from the calendar, while still meeting the minimum 1,062 instructional hours required by statute and SB 177 (2020 RS). This recommendation also includes using four (4) Emergency COVID-19 days for staff, where applicable.

  2. Under the revised certified evaluation plan (see the attached document), summative evaluations for non-administrative certified staff will be postponed for one year from their current required year (e.g., summative evaluations due in 2020 are due in 2021, those due in 2021 are due in 2022, and those due in 2022 are due in 2023), with three exceptions, as set forth in the plan. Summative conferences for those exceptions shall be conducted virtually using video conferencing.

Actions Taken

Order #2020-43 - Motion Passed:  Superintendent Martin Pollio recommends the Board of Education receive an update on District responses to the COVID-19 pandemic and approve the revised 2019-2020 school calendar and the revised certified evaluation plan for the 2019-2020 school year. The recommendation passed with a motion by Mr. Chris Brady and a second by Mr. James Craig.
