III.A. Recommendation for Approval of Tax Rates for Fiscal Year 2019-20
Rationale

In compliance with KRS 160.470 and the regulations of the State Board of Education, the Jefferson County Board of Education is required to approve tax rates for the fiscal year beginning July 1, 2019, through June 30, 2020.

The estimated gross revenue generated by the 73.6 cent rate is $542,408,828. Of this amount, $39,708,760 will be allocated to the Building Fund for capital projects and debt payment on bond issues. The balance, $502,700,068, will be allocated to the General Fund to pay for educational services and operations. Approximately $32.1 million is expected to be generated from motor vehicle.

This item supports Vision 2020 Strategy 3.1.4 Ensure responsible stewardship of resources.

III.B. Recommendation for Approval of Organizational Chart
Rationale

The recommended organizational chart changes add two positions: one Manager, Project; and one Clerk. The Superintendent and District Leadership have been working toward the creation of a proposal for a District-operated and controlled School Resource Officer Program to be in place by early 2020. The proposal will incorporate input from the Board, stakeholders and district security staff and be brought to the Board for consideration. In order to organize, expedite, and execute this work, a Project Manager with clerical support is needed to dedicate fulltime focus and effort toward this project.

The Project Manager will ideally have school security and leadership experience and will focus on the following:

  • Work full-time to create JCPS SRO proposal
  • Be a “Temporary” Position – October 2019 through June 30, 2020
  • Coordinate interviews, hiring, certification, and training of JCPS SROs if the proposal is approved

IV.A. Update on New Facilities and Board Input
Rationale

The Board of Education will have the opportunity to ask questions and will provide input and feedback to District staff and contracted architects regarding the design and construction of the West Broadway Elementary School, Newburg Area Elementary School, Dixie Corridor Elementary School, and the East End Middle School.     

The architects are as follows:

West Broadway – Luckett & Farley

Newburg Area – Pickett Passafiume

Dixie Corridor -  Studio Kremer

East End – JRA

IV.B. 2020 Schedule of Meetings for the Jefferson County Board of Education
Rationale

KRS 160.270 requires a local board of education to hold “at least one (1) regular meeting each month, at a time and place fixed by the Board.” Board Policy 01.45 establishes the standard format to be used for regular Board meeting agendas.

KRS 160.270 permits special meetings to be called by the Board Chair, or by the Board Secretary at the request of three Board members.

For 2019, the Board altered the previous meeting schedule to include two distinct types of regular meetings - Board Business Meetings and Board Work Session Meetings. It also included four special meetings - two Public Forums and two Board Retreats.

District staff is providing three options for consideration and discussion regarding the 2020 Board meeting schedule at this work session. Based on input received from the Board, a proposed 2020 schedule will be brought forward for approval at a subsequent Board meeting.

In addition to the three options presented, the Board may consider combining features from the options or making other adjustments.

Option #1: Continuation of the 2019 Board Meeting Schedule

This option would have 23 meeting dates:

  • 13 Board Business Meetings (includes Information Items, Action Items and a Consent Agenda)
  • 6 Board Work Session Meetings
  • 2 Board Retreats
  • 2 Public Forums

Option #2: Revert of the 2018 Board Meeting Schedule

This option would have 21 regular meeting dates, typically held the 2nd and 4th Tuesdays of each month, except in April, July, and December where there would only be one meeting.

Work Sessions, when needed, would be added as special meetings prior to regular meetings.

Public Forums and Board Retreats would be handled separately as special meetings.

Option #3: Current 2019 Schedule, except full Consent Agenda at both Business and Work Session Meetings

Option #3 would be the same as the current 2019 schedule (Option #1), except it would include a full Consent Agenda at both Board Business Meetings and Board Work Session Meetings.

This option would have 23 meeting dates:

  • 13 Board Business Meetings (includes Information Items, Action Items and a Consent Agenda)
  • 6 Board Work Session Meetings (includes Work Sessions and a Consent Agenda)
  • 2 Board Retreats
  • 2 Public Forums

IV.C. Working Budget for Fiscal Year 2019-20
Rationale

The topic of this work session is the Working Budget for Fiscal Year 2019-20, which will be presented for the Board's approval on September 24, 2019.

Once approved by the Jefferson County Board of Education, the Working Budget will be submitted to the Kentucky Board of Education for approval as required by KRS 160.470.
