III. Recommendation for Approval of Contracts for Nonresident Pupils for Fiscal Year 2019-20
Rationale

KRS 157.350 and 158.120 address the state-required procedures for students attending schools outside their home districts, and Board Policy 9.124 provides guidance for the admission of non-resident students. 

Contracts that assign Average Daily Attendance (ADA) funding to districts possibly receiving nonresident students require approval by both Boards of Education. The contracts, as well as compiled lists of any involved students, are retained by both districts at the close of the school year and are available for any Kentucky Department of Education (KDE) review.  

JCPS/Kentucky school districts' reciprocal contracts are included as attachments in addition to a JCPS Nonresident Contract Historical Summary.

IV.A. Update on W.E.B. DuBois Academy of Excellence
Rationale

In the American psyche, young black and brown males are inaccurately typecast as threatening, pitiful, angry, and broken due to hardship. The W.E.B. Dubois Academy seeks to disprove these stereotypes and, in turn, disrupt the untruths that saturate certain provinces of American culture.

In 2018, the Jefferson County Board of Education and Dr. Marty Pollio, Superintendent, ushered in a new school. This school is based on the belief that high expectations, Afrocentricity, and innovation could dispel, disrupt and redirect understanding on what is needed in order to ensure equity and excellence for boys of color. Further, it is clear via research and the lived experiences of males of color that there are no cognitive differences between Black boys and White boys. It is also clear and undeniable that in spite of this fact, outcomes and opportunities are vastly different.

This work session will unveil the first-year data of the innovative school called the W.E.B. Dubois Academy of Excellence. After the approval of the school, central office and school staff fervently to ensure that the disproportionality that plagues all urban school districts is interrupted. This is accomplished through teaching from a culturally responsive lens and embedding a curriculum that reflects the population. The Jefferson County Board of Education will receive information that supports the continuation of the school and begins to beg the question of when or if a school that positively targets Black girls should be created.

IV.B. Update on the Girls of Color Program/School Consideration
Rationale

Nowhere is the need for equity greater than in the public school systems of the United States. Black and Brown females are all too often deemed as aggressive, too mature, violent, and boisterous. These stereotypes are sadly pervasive but data are clear that in actuality, Black and Brown girls are subject to mistreatment, muting, and marginalization far beyond that of their White peers. Jefferson County Public Schools (JCPS) data are clear. Girls of color have the lowest sense of belonging, and they are three times more likely to be suspended than their peers.

"One of the most persistent and salient traits among girls who have been labeled 'disruptive' is that they have failed to establish a meaningful and sustainable connection with schools," states Monique Morris, author of the book Pushout. In response to the data, and agreeing that more needs to be done in order to improve outcomes for girls of color, the Jefferson County Board of Education (JCBE) will receive data and preliminary ideas on the creation of a school that supports Afrocentric and gender-centric programming as a means to disrupt the school-to-prison pipeline.

JCPS will explore the possibility of potentially designing a school that positively targets girls of color and that derives from a strengths-based approach. In the presentation, a tentative timeline and suggestions will be given to the JCBE.
