Rationale

This Work Session will provide an opportunity for the Board to hear a report and discuss proposed changes to the alignment of Human Resources and organizational structure in District Central Office.

The proposed changes to be discussed are designed to:

  • Increase efficiency and effectiveness through realignment and restructuring of positions to correspond with current needs of the District.

  • Increase organizational coherence and fairness by aligning similar positions across divisions, and standardizing salary grades and number of days for similar positions across the District for new hires.

  • Create cost savings, allowing existing resources to be reallocated in support of the priorities established by the Board in Vision 2020 in Action.

  • Enhance support for school administrators, teachers, and other staff through improved operational performance in Central Office and redirection of funding to school from Central Office.

Board members will also hear about the timeline for Board action and implementation, as well as plans to communicate with staff and stakeholders.

Rationale

This Work Session will provide an opportunity for the Board to discuss the development of a District plan for school safety and security.

The purpose of a plan will be to

  • Preserve a safe and secure environment in all JCPS schools
  • Improve school and District culture and climate
  • Build a deeper sense of trust in school communities
  • Foster strong, positive adult-student relationships
  • Equitably reduce school-based arrest using effective strategies
  • Clarify the role of school-based officers

As the District considers what the plan may look like, a committee has been using information and insights from peer school districts and the University Of Louisville Department Of Criminal Justice. Additionally, stakeholder feedback has been collected from: SROs, community members, school administrators, and students. The committee has also considered research regarding effective practices.   

One significant reason that the plan is not finalized is the Kentucky General Assembly is considering significant school safety legislation. The outcome of the General Assembly’s deliberations and passage of legislation will have a potentially significant impact on the statutory and funding landscape regarding school safety. The District’s final plan must take that into account.
