The Superintendent shall consult with the Board Chairperson to ensure that an agenda is prepared for all regular and special meetings of the Board. For special meetings, the Board shall consider only those matters which are listed on the agenda.

II. Recommendation for Approval of Minutes of Previous Meeting
Rationale

The minutes of action taken at every meeting of the Board, setting forth an accurate record of votes and actions at such meetings, shall be promptly recorded, and submitted for approval at the next regularly scheduled meeting, and such records shall be open to public inspection at reasonable times after they have been approved by the Board. 

The minutes of the February 12, 2019, regular meeting are presented for your review and approval.

III.A.1. Discussion of District Facilities Proposal
Rationale

This Work Session will provide an opportunity for the Board to hear a report and discuss the District facilities proposal.

The proposal includes the following:

  • Alternative Middle School at Minor Daniels Academy site
  • Alternative High School at Liberty High School site
  • Liberty relocates to Gilmore Lane Elementary School building
  • Three newly constructed elementary schools
  • Massive renovation at Academy @ Shawnee
  • W.E.B. DuBois Academy at Breckinridge Metro site
  • Newly constructed middle school

The purpose of this proposal is to provide significantly improved learning environments for thousands of JCPS students, which, in conjunction with changes to instructional practice and improvements in systems established in schools, will increase student achievement, readiness, and success.

New and renovated facilities will result in significant operational cost savings, which can be redirected to increase support for students and teachers. The proposal strives to provide benefits to areas across the city.

This proposal is envisioned as the first of numerous, significant investments in the District to be implemented and phased over many years to redress historic underinvestment in District infrastructure.

III.A.2. Discussion of Restorative Practices Initiative
Rationale

The aim of restorative practices is to develop the school community and manage conflict and tensions by repairing harm and restoring relationships. There are several components that are used when implementing Restorative Practices: Social Discipline Window, Fair Process, Behavior Practices Continuum (use of Restorative Circles), and Psychological Affect. 

By integrating these components, schools are able to operate as a restorative school that builds and restores positive relationships. The underlying premise of restorative practices is that people will make positive changes when those in positions of authority do things "with" them rather than "to" them or "for" them. According to the Social Discipline Window, a restorative approach requires a balance of high levels of control/limit setting with high levels of support, encouragement, and nurturing.

The school commitment for the implementation of restorative practices includes wall-to-wall training. The training includes summer professional development. This training requires that teachers, administrators, classified staff, security, nutrition, custodial staff, and bus drivers in the building spend two days receiving the initial training.

The application period is held each spring. Once accepted, schools spend one full school year strengthening their tier 1 behavior systems and pre-training the school administration in restorative practices. Whole school (wall-to-wall) training is delivered to all staff during the following summer. While all schools are encouraged to view discipline through a restorative lens, it is the school-wide training and implementation of both proactive and reactive elements of restorative practices that significantly impact a school's climate and culture.

Restorative Practices is currently being implemented in 21 schools with plans to scale up as the district continues to grow this initiative. This report shares the current number of schools implementing restorative practices, a brief summary of suspension data for the schools implementing restorative practices, and plans for future implementation and scaling of this initiative. The report also provides the JCPS Restorative Practices Implementation Guide and the JCPS Restorative Practice Implementation Brief that is published on the national PBIS website. https://www.pbis.org/Common/Cms/files/pbisresources/RP%20PBIS%20Brief_JCPS%209.25.18.pdf
