Teachers earn National Board Certification by demonstrating their knowledge and teaching skills through an extensive, rigorous certification process. The process consists of four components, which include written assessment of content knowledge, student work samples, video and analysis of teaching practice, and accomplishments as a teaching professional.

III.B. Recognition of National School Counseling Week and Jefferson County Public School District Counselors
Rationale

The 2018 theme for National School Counseling Week—School Counselors: Helping Students Reach for the Stars—represents the very essence of the work and mindset of 272 Jefferson County Public School (JCPS) District counselors. They are highly trained professionals who provide high-quality services to students, staff, and families. These outstanding staff members are the positive force and role models who work hard every day to build relationships and resiliency within our students. They remove barriers to academic and life success and provide services and support to all JCPS students, as noted in the district’s Vision 2020. 

In celebration of National School Counseling Week, we have three school counselors who demonstrate excellence in the field of school counseling and who are recognized as leaders by their peers for their outstanding service to students, families, and their schools.

Stephany Belcher is the counselor at Slaughter Elementary School, and she serves as the president for the elementary school counselors. Jessica Pike is a counselor at Carrithers Middle School, and serves as the president for middle school counselors. Lastly, Jessika Benson is a counselor at Southern High School, and she serves as the president for high school counselors. All three have a rich history in building relationships, breaking down barriers, and advocating for students.

A comprehensive school counseling program is considered an integral part of the educational process that enables all students to achieve success in school and in life.

III.C. Recognition of Beau Baker, 2018 Counselors That Change Lives Honoree
Rationale

Helping our students reach their postsecondary goals takes many professionals working together. Beau Baker, an English teacher at Fern Creek High School, was recently recognized as an outstanding professional who goes above and beyond when working with his students on reaching their college dreams. He is dedicated to his students and to helping them navigate the college search and application process. In honor of his commitment and excellent service to his students, he was named a 2018 Counselors That Change Lives honoree.

The designation is bestowed upon college counseling professionals who dedicate themselves to the profession as it reflects the mission of the Colleges That Change Lives (CTCL) organization, which is to promote and support a student-centered college search process.

Rationale

The video presentation by students at Fern Creek High School will provide the Board of Education with the Nutrition and Physical Activity Report (N&PA) that has been made available to SBDM Councils and the public via the District website.

The superintendent will submit a summary of the N&PA and recommendations to the Kentucky Department of Education by May 1, 2018.

X.A. Acceptance of Progress Report on the JCPS Corrective Action Plans to Address the KDE Management Audit Findings
Rationale

On September 20, 2017, JCPS received the findings from the KDE management audit. The findings focused on the following three areas: (1) Career and Technical Education/ Carl Perkins, (2) Individuals with Disabilities Education Act (ECE), and (3) Restraint and Seclusion. Within 30 days, JCPS was required to develop a corrective action plan for each of these three identified areas to address the deficiency findings from the audit report.

This board report will provide a progress report of the corrective action plans and highlight common strategies for improvement.  Initial work has focused on developing written procedures and protocols, providing enhanced professional development opportunities, and establishing monitoring practices.

KDE conducted an on-site monitoring visit on December 19, 2017, and another visit is scheduled for February 16, 2018.

X.B. Acceptance of Bellarmine Literacy Project Update
Rationale

The JCPS Bellarmine Literacy Project (BLP) is currently in its fourth year of implementation with 73 schools participating in the project. Approximately 833 teachers are involved in ongoing graduate-level coursework and training. The project identified and selected schools via data analysis, to provide research-based literacy training to teachers and principals in an effort to support the improved literacy outcomes for JCPS students.

All teachers and principals participating in the project engage in ongoing coursework offered by Bellarmine University. The BLP model is a capacity building model for increasing expertise of K-3 teachers in implementing research-proven instruction. The design was to build an infrastructure within JCPS over the lifetime of the partnership such that JCPS would “own” the model after four years and continue to refine and innovate.

This presentation will provide an overview of the data collected from the cohorts of schools participating in the project.

This project directly supports Vision 2020 strategy 1.1.5 Improve Student Literacy.

Rationale

This project shall consist of removing existing lights and poles for the Doss Football Stadium and replace service and wiring, install new poles and lights.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the District’s Model Procurement Code, and provide an appropriate written recommendation to the district.

Rationale

This project shall include the installation of approximately 1-1/2” of asphalt overlay on top of existing asphalt track. Track striping consistent with KHSAA regulation shall also be included.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the District’s Model Procurement Code, and provide an appropriate written recommendation to the district.

The Louisville Day School is a specialized treatment and education program for students who are referred by the Department of Juvenile Justice. The program provides a reduced pupil-teacher ratio to foster personalized attention and accommodate individual learning styles, a phased, value-based behavior system stressing citizenship and school attendance, and the development of social skills through counseling and monitored group experiences.

Grant funds will provide supplemental books, study guides and curriculum resources, testing materials, technology upgrades, and contractual services with the Louisville Visual Arts Association.

The grant does not require matching funds and does not obligate the District after the period of performance. Grant funds must be spent or encumbered by the end of the 2017-18 school year.

XI.P.1. Recommendation for Approval of Memorandum of Agreement with the Jefferson County Teachers Association for W.E.B. Dubois Academy
Rationale

The Jefferson County Board of Education and Jefferson County Teachers Association mutually and in good faith agree that the initial staffing of the W.E.B. Dubois Academy will be by the process outlined in the attached agreement.

1. The parties to this agreement will establish a committee of three (3) teachers appointed by the president of the Jefferson County Teachers Association and three (3) administrators appointed by the superintendent of the Jefferson County Public Schools.

2. The advertisement in the Job List for these positions will include the desired qualities, the procedures for application, and the application deadline.

3. After the application deadline, the committee will review all applications and determine who will be interviewed.

4. The committee will have the authority to select teachers from the pool of available applications for vacant teachings positions.

5. This specific agreement is recognized as being of no precedent, shall not be construed in any way to be precedent or be used to substantiate any present of future claim by any person or party.

Rationale

The Kentucky Department of Education has requested the modification of the original memorandum of agreement for Richard Wisman due to salary adjustments that occurred since the initial agreement.

This agreement supports strategy 1.1.5: Improve Student Literacy and Strategy 1.1.7: Eliminate Achievement, Learning, and Opportunity Gaps.

XI.P.3. Recommendation for Approval of Memorandum of Agreement with Total Restoration Group, LLC for Behavioral and Mental Health Services
Rationale

Total Restoration Group, LLC will provide on-site behavioral and mental health services to JCPS students. 

The goal of these services is to help students develop critical thinking skills, self-regulation, and empathy. Services to be included are individual and group counseling.

Schools will be provided a list of providers that accept both Medicaid and private insurance that have obtained MOAs prior to the first day of school. The principal will determine which services to bring into their school based upon the needs of the students they serve. 

The MOA process was developed because community providers are already in our schools and schools have requested guidance on who should and who should not be allowed into the schools. The vetting process looks at licensure, insurance, and background checks for providers.

There is no cost to the District associated with this agreement.

This agreement supports Vision 2020 strategy 1.1.1.

XI.P.4. Recommendation for Approval of Transportation Services Agreement with UPS
Rationale

The UPS School-to-Work program offers valuable opportunities for students to gain workplace success skills as well as the opportunity to take a college class. For some students, transportation is a barrier to participating in School-to-Work.

UPS has beta-tested a cost-sharing partnership with a S. Indiana school district to provide bus transportation to students for the School-to-Work program.  The beta-test showed positive results that the partnership provided benefit to students.  JCPS & UPS participated in a one-month beta-test in November/December 2017 to transport students from Doss and Western High Schools to UPS to evaluate if timing of departure and arrival worked and if student interest was sufficient. Both UPS and JCPS were satisfied with the results. Discussions are in progress on expanding bus transportation to include additional schools setting a minimum number of students required to establish additional routes.  

To formalize the arrangement, approval is sought for this Transportation Services Agreement. This agreement supports goals 1.1.3 and 1.1.7 under the Learning, Growth, & Development Focus Are of Vision 2020.

XI.Q. Acceptance of Fiscal Year 2018 First and Second Offers of Assistance from the Kentucky School Facilities Construction Commission Education Technology Funding Program
Rationale

The Jefferson County Board of Education has accepted offers of assistance from The Kentucky School Facilities Construction Commission (SFCC) Education Technology Funding Program since the 1993 school year.

The District received offers of assistance totaling $1,830,168 in support of the Kentucky Education Technology System (KETS) Program in Fiscal Year 2017 and matched the offers with a like amount of funding.

The funding provides for continuing the program of progress toward meeting the District's unmet need in technology education.

This policy was submitted for first reading at the January 23, 2018, Board meeting. It was first approved by the Board on January 9, 2018. At that time, it was noted that a technical correction was needed to change the “Code of Acceptable Behavior and Discipline” to the “Student Support and Behavior Intervention Handbook.” This amendment makes that correction.

Rationale

Each year, the Kentucky School Boards Association provides school districts with recommended policy changes in order to keep district policies up to date based on changes to federal and state statutes and administrative regulations.

The attached document shows proposed changes to board policies recommended by KSBA highlighted in yellow. KSBA provides the reason for the proposed changes in the header of each policy. The policy committee has reviewed all of these policies, with changes recommended by the committee highlighted in green.

XI.T. Acceptance of January 2018 Head Start Monthly Board Report
Rationale

Jefferson County Board of Education (JCBE) is the grantee for operating the Head Start/Early Head Start Program. This monthly report which includes program enrollment and operations and financial statements is in compliance with governance and fiduciary responsibilities of the JCBE as the school district’s Head Start governing body as provided for in the Head Start Act Section 642 (d)(2) and the Head Start Program Performance Standards 1301.2.                                               

The Policy Council, in collaboration with the Board and the JCPS Early Childhood management team, is responsible for the direction of the District’s Head Start and Early Head Start programs. As such, program information reported during the monthly policy council meeting is subsequently reported to the Board of Education. The Policy Council receives monthly reports on enrollment, attendance, nutrition services, financial statements, program compliance with health and comprehensive services, parent engagement, and staffing. The Policy Council also receives monthly updates on the status of implementation of the Corrective Action Plan.                                              

This directly supports Vision 2020 strategy 1.1.6 Strengthening Early Childhood and 3.2.1 Engaging with Families.

XII. Board Planning Calendar
Rationale

Board members may review and offer suggestions for future Board meeting agendas during the Board Planning Calendar portion of regular Board meetings.

A list of selected Board of Education discussion agenda items has been compiled for use by the Board and administrative staff. The list includes activities for action and discussion. 

It is anticipated that staff will use this list to avoid scheduling conflicts, improve coordination and support of activities, enhance planning, and increase awareness of upcoming board meeting activities.
