I. Review and Monitor Progress on the 2017-18 Head Start/Early Head Start Corrective Action Plan

The Jefferson County Board Of Education is the grantee for the Head Start/Early Head Start Program. On March 7, 2017, the Office of Head Start, Administration for Children and Families (ACF) conducted a monitoring review of the Jefferson County Board of Education Head Start and Early Head Start programs and identified three deficiencies: 1. Failure to ensure staff abides by the Head Start Standards of Conduct regarding child abuse and neglect - 1302.90 (c)(1)(ii)(A-B, D, F-G); 2. Failure to ensure appropriate supervision of children in our care - 1302.90 (c)(1)(v); and 3. Lack of efficient and effective reporting systems - 1302.102 (d)(1)(ii)(A). A corrective action plan to implement systems to address the deficiencies was submitted to the Office of Head Start. As part of the monitoring process, quarterly updates to the Jefferson County Board of Education and the Head Start Policy Council will be provided. It is also appropriate for this Board of Education to engage in a discussion of overall program goals and progress, child outcomes and systematic improvement efforts which not only affect the Head Start and Early Head Start programs, but encompass the entire JCPS Early Childhood Program.
