VIII.A. Receive Update on ESL Newcomer Academy
Rationale

The goal of the ESL Newcomer Academy is to provide a welcoming and respectful environment to meet the needs of sixth through tenth grade English language learners (ELLs) in the Jefferson County Public School district. All students at the academy are beginning English speakers and most are in their first year of instruction in a U.S. school. Many of our students have had limited or interrupted educational experiences in their native countries. ESL Newcomer Academy students go to a different middle or high school with an ESL program after one to three semesters at the Newcomer Academy.

This presentation will give the Board an update regarding ESL Newcomer Academy and efforts to address the educational needs of ESL Newcomer students.

VIII.B. Receive Update on Frost/Stuart Middle School Redesign
Rationale

On March 22, 2016, the Board approved the Middle School Redesign Model, with the following components:

For the 2016–17 school year:

1. Relocate Frost Sixth-Grade Academy to the Stuart Middle School Campus;
2. Close Stuart Middle School;
3. Open a Seventh- and Eighth-Grade Academy on the Stuart Middle School Campus;
4. Change middle school boundaries to consolidate Frost/Valley Prep and Stuart Middle School attendance areas into a single attendance area for the Sixth Grade Academy and the Seventh and Eighth-Grade Academy on the Stuart Campus;
5. Eliminate seventh grade and continue eighth grade at Valley Preparatory Academy; 
6. Close Frost building and initiate the sale of the property. With the closure of the Frost building, the district would save an estimated $425,000 per year in operational costs; and
7. Authorize the development and implementation of plan by school and district leadership, in consultation with teachers, staff and families, with an estimated addition expenditure of $1,738,500 for 2016-17 and $704,800.00 recurring expenditure beginning in 2017-18. 

For the 2017–18 school year:

1. Close Valley Preparatory Academy.

This presentation will give the Board an update regarding implementation of the redesign model.

Rationale

The job description for Benefits Counselor is submitted as a revision to more accurately represent job responsibilities. 

This submission aligns with Vision 2020 Strategy 3.1.3 Improve Human Resources Infrastructure. Accurate and updated job descriptions is a leading factor in maintaining effective and efficient Human Resources for an organization. Updating essential job functions is critical to providing employee accommodations in compliance with the American’s with Disabilities Act (ADA), recruiting qualified applicants for job vacancies, and performance management for current employees. Keeping Job descriptions updated and accurate is an essential component to improving and maintaining Human Resources infrastructures within JCPS. 

The job description for Bilingual Transportation Liaison is submitted as a revision to decrease the position’s number of base days. This aligns with Vision 2020 Strategies 3.2.1 and 3.4.1.

IX.B. Recommendation for Approval of Organizational Charts
Rationale

Organizational chart PM1 (Page 2) is submitted with the removal of one (1) Shade Worker and one (1) Mason, as well as the addition of one (1) Foreman and one (1) Utility I. This organizational change is in support of the newly formed Preventative Maintenance Blitz teams.  This program relates to Vision 2020 strategies 2.1.3, 3.1.1, 3.1.2, 3.1.4, 3.2.3, and 3.2.4

Organizational chart LE1 is submitted to add one (1) Data Management/Research Technician and change the base days of the Bilingual Transportation Liaison in line with Vision 2020 Strategies 3.2.1 and 3.4.1.

Additional Organizational Charts are included as a large scale restructure in response to the vacancy of the Chief Business Officer and in line with Vision 2020 Strategies 2.2.1, 3.1.1, 3.1.2, 3.1.3, and 3.1.4

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. IX.O.2. Acceptance of Year 2 Continuation Funding for AmeriCorps REACH Corps Program
Rationale

The Corporation for National and Community Service, through the Kentucky Commission on Community Volunteerism and Service (KCCVS), awarded the District a $327,021 grant to recruit 24 AmeriCorps members to serve priority and focus schools.  REACH (Ready to Extend A Caring Hand) Corps Members will provide mentoring services for students with high rates of unexcused absences, and they will recruit, train, and manage volunteers to support school improvement efforts.

REACH Corps Member responsibilities include:

  • Providing one-on-one mentoring to students with 7-15 unexcused absences at priority or focus elementary and middle schools;
  • Serving as a liaison with the parents/guardians of participating students;
  • Assisting the Family Resource and Youth Services Coordinator in identifying and addressing student needs;
  • Promoting effective citizenship and serving as a community role model;
  • Continuing outreach through after-school programs; and
  • Recruiting volunteers to serve the school in a variety of areas.

The grant period is August 1, 2017, through July 31, 2018. AmeriCorps Members will be placed in the Family Resource and Youth Services Centers at project schools.

The grant pays member living allowances, contractual expenses, and indirect costs.  It also covers a portion of travel, health and other insurance, and evaluation costs. Each school will contribute $5,750 from their school or Family Resource Youth Services Center budget as a match.  Community Support Services will also contribute $873, for a total match of $138,873.  Matching funds support a Coordinator of Special Projects as well as travel, supplies, member gear and the balance of member health and other insurance costs.

In return for the matching funds, the school receives an AmeriCorps Member who serves at their assigned school five days a week for 8 hours a day.

Project administration is provided through Community Support Services and evaluation services are provided by Data Management, Planning, and Program Evaluation.

REACH Corps supports Vision 2020 Strategy 1.1.7.  Members provide evidence-based mentoring and differentiated supports for students and their families with the goal of increasing school attendance and parental involvement and providing early interventions to avoid high school dropout.

The district is required to provide coordination of and technical assistance for this initiative with local educational agencies, institutions of higher education, and future educator associations through the Office of Diversity, Equity, and Poverty, which also coordinates training, workshops, and seminars.

Funding is for the 2017-18 school year and covers the costs of instructors for workshops and seminars, participant stipends, and PRAXIS exam fees.

The district is not required to provide any matching funds, nor does it have any obligation beyond the 2017-18 school year.

Rationale

Due to the post-doctoral research position at the University of Louisville ending on July 31. The University of Louisville is transferring funds to the JCPS Javits partner in order to fulfill the former duties of the post-doctoral research position. JCPS will hire a retired person to fulfill these duties. These duties include but are not limited to: testing support, classroom support, and supporting the Javits Project Manager (JCPS Advance/Gifted Coordinator) with any specific needs as related to the Project Reaching Academic Potential Javits Grant. The original contract amount was $141,282. The modification additional amount is $107,219 for a total revised contract amount of $248,501.

The grant supports Vision 2020 Strategy 1.1.3 providing equitable access and Strategy 1.1.7 eliminating achievement, learning, and opportunity gaps.

Rationale

Jefferson County Public Schools, through Adult and Continuing Education, has enjoyed a long, successful collaboration with Jefferson Community and Technical College in helping to successfully transition GED students and other adult learners into postsecondary education. The attached lease agreement formalizes the collaborative efforts by delineating the roles and responsibilities of both parties.

The contract period is from July 1, 2017, through June 20, 2018. Due to partner scheduling conflict, this Memorandum of Mutual Understanding for Collaboration and Lease Renewal Agreement is being submitted later than the July 1, 2017 date.

This partnership aligns with the District's Vision 2020 by providing the necessary skills to transition to postsecondary education. Both partners are providing in-kind contributions. There is no cost to the district.

Rationale

Dietetic Interns provide up to date nutrition education to students and School and Community Nutrition Services (SCNS) school-based staff while under the supervision of SCNS administrators at no cost to the Board of Education. By establishing a relationship with dietetic students through internships we are able to promote our Child Nutrition Programs.

Interns can assist with special projects while learning how federal nutrition programs must be operated. Interns often express their desire to work for JCPS in the future. Interns go onto positions in the community, become members of their professional organizations, and while interacting with other professionals in their field they can further advocate for the excellence of our program.

Additionally, these students will have demonstrated a need for vocationally relevant transition services in order to successfully transition from high school to competitive employment.

OVR will provide eligible students with post-high school transition services; e.g., vocational assessment, job placement, and training. Approval of the attached third-party cooperative agreement will allow the district to participate in the program.

IX.P.6. Recommendation for Approval of Affiliation Agreement with Spalding University and Ballard High School and the Office of College and Career Readiness
Rationale

Dual Credit personnel from Spalding University have worked with the principal, administrators, and teachers at Ballard High School to identify teachers with the necessary credentials to offer dual credit for students scheduled in those courses. This agreement continues the current arrangements and aligns with the new Dual Credit Scholarship Program passed in the 2017 Legislative session. These dual credit courses can be transferred to any regionally accredited college or university for credit.

The Office of College and Career Readiness worked with the Accounting department at Spalding to be able to offer an online course to students in the accounting pathway for dual credit. This course will be offered to eligible students across JCPS high schools. Recruitment and enrollment will be managed by the Business/IT Career Pathway specialists along with personnel at Spalding University.

HB 206 establishes a Dual Credit Scholarship program that provides students with a scholarship for up to two dual credit courses at Partner Postsecondary Institutions. Funds are limited, so seniors will have priority over juniors in this program. Spalding is a Partner Postsecondary Institution.

The attached Affiliation Agreement details the data exchange commitments, expectations of Spalding University, the local school, the local school adjunct faculty, and students. Spalding University faculty vet high school teachers by examining their credentials in order to grant the high school teacher adjunct faculty status. Specifically:

  • Scholarship funds may be used for dual credit unless the student has exceeded 2 courses or state funds are exhausted. In that case, the student/family is responsible for paying tuition.

  • Tuition is set to 1/3 KCTCS tuition (as required by the PPI agreement with the KHEAA) which will likely be $54 per credit hour

  • Spalding will not charge Ballard/JCPS 50% of tuition for unsuccessful students.

This agreement directly impacts Vision 2020 strategies 1.1.3 (Equitable access) and 1.1.7 (elimination of learning gaps) and helps achieve leading indicators for equitable access to advanced learning opportunities (7) and success in those opportunities (8).

The UL Providing Access to Community Transition (PACT) program is a three-year transition program designed for students with Moderate to Severe Disabilities (MSD) ages 18-21. This collaborative effort enables students to be with age appropriate peers on the UL campus as they complete their transition years of public education. In addition to campus experiences in college classes and UL activities, students receive instruction in the community as well as instruction related to IEP and postsecondary goals.

The Memorandum of Agreement is effective beginning July 26, 2017, and ending June 30, 2018.

IX.Q. Recommendation for Approval of Submitting an Application for an Alternative Model for School-Based Decision Making from Atherton High School
Rationale

The attached application for an alternative model for school-based decision making (SBDM) has been developed by representatives of the parents, students, certified personnel, and the administrators of Atherton High School. If approved by the Jefferson County Board of Education, this application will be transmitted to the Commissioner of Education and the Kentucky Board of Education for final approval.

A school that chooses to have SBDM, but would like to be exempt from the administrative structure set forth by KRS l60.345, may develop an alternate form of SBDM under the following process.

Alternate models may address membership, organization, duties and responsibilities of the council. The alternate model shall be developed by a committee composed of representatives of parents, students, teachers and administrators. The composition of the committee shall be three (3) parents, three (3) teachers, one (1) student and one (1) administrator who shall be the Principal of the school. The parent representatives shall be appointed by the parent teacher organization. If no parent teacher organization exists at the school, then the parent representatives of the committee shall be elected under the procedures set out for electing parents to the school council. The student representative shall be appointed by the student government organization. If no student government organization exists at the school then the Principal shall appoint the student representative. The teacher representatives shall be elected by the teachers of the school.

The Kentucky Department of Education requires that the three attached forms be completed and signed in order for JCPS to participate in USDA Child Nutrition Programs during the 2017-18 school year.

The Indirect cost form communicates if the Board will be collecting indirect cost from the School and Community Nutrition Program. It also identifies if the Board has made adjustments to the indirect cost pool.

The Intent to Participate in the Community Eligibility Program form identifies if the Board will continue to participate in the Community Eligibility Program for the 2017-18 school year.

Rationale

The Deed of Correction corrects the description of the property described in the Special Warranty Deed dated February 23, 2016, between the Jefferson County School District Finance Corporation and Southpointe Partners, LLC. The Deed of Correction to Deed of Partial Release corrects Exhibit B of the Deed of Partial Release dated February 23, 2016, between the Jefferson County School District Finance Corporation and the Jefferson County Board of Education.

This item supports Vision 2020 Goal Improving Infrastructure and Integrating Systems.

IX.T. Recommendation for Approval of Certified Personnel Evaluation Plan
Rationale

Senate Bill 1 requires local school districts to implement a personnel evaluation system aligned to the statewide framework for teaching. This personnel evaluation system must be developed by a 50/50 committee (our Educator Quality Oversight Committee – EQOC), be approved by the local board of education and align with the statutory requirements of Senate Bill 1. The 2017-18 Jefferson County Public School Certified Personnel Evaluation Plan meets these requirements and is aligned with Vision 2020, Strategy 2.2.1

IX.U. Recommendation for Approval of the Renaming of Western Middle School to Western Middle School for the Arts
Rationale

A school leadership assessment was conducted at Western Middle School March 28 - April 2, 2010. This assessment was based on past low student achievement, chronic absenteeism, and a high number of behavior incidents. This team recommended as an intervention option that Western Middle School be transformed. A design team was created to facilitate this transformation process. The goal of the design team was for Western Middle to become a visual and performing arts magnet school, beginning in the 2010-11 school year. Since then, Western Middle School has become a school at which students apply to be a part of one of the following majors: Art, Band, Choir, Dance, Drama, and Orchestra. As of today, the number of students who have been accepted into the magnet program offerings stands at approximately 550 students for the upcoming school year. At the inception of the program, the number of students accepted was 60.

Based on recent conversations with stakeholders, including the Site Based Decision Making Advisory members, Principal's Advisory Council, PTSA, Youth Services Center, Community, and Business members we are requesting that our facility be renamed Western Middle School for the Arts.

Therefore, in accordance with Board Policy 05.11 School Property-Naming Facilities and Alterations and related procedures, it is appropriate that Western Middle School be renamed Western Middle School for the Arts.

X. Board Planning Calendar
Rationale

Board members may review and offer suggestions for future Board meeting agendas during the Board Planning Calendar portion of regular Board meetings.

A list of selected Board of Education discussion agenda items has been compiled for use by the Board and administrative staff. The list includes activities for action and discussion. 

It is anticipated that staff will use this list to avoid scheduling conflicts, improve coordination and support of activities, enhance planning, and increase awareness of upcoming board meeting activities.
