The Chair of the Board of Education is calling a special meeting of the Board of Education to be held on Wednesday, March 1, 2017, 5 p.m., at the VanHoose Education Center, 3332 Newburg Road, Louisville, Kentucky.

Rationale

The purpose of the meeting is as follows:

Reaffirm Jefferson County Public Schools (JCPS)’ position on neighborhood schools and House Bill 151:  Retain Local Control Over Student Assignment.

Jefferson County Public Schools (JCPS) supports keeping the responsibility for student assignment to schools with local school boards, and strongly opposes legislation that would reduce or eliminate local control of student assignment. If legislation is enacted that requires any local school board to change its current student assignments, the legislation should also provide that the additional expense to the school district will be paid with state General Fund appropriations.

Any and all matters incidental to and supplementary of the foregoing may also be taken up, considered and acted upon at the meeting.

 

 

Jefferson County Public Schools functions within the statutory framework established by General Assembly, so the actions of the legislature have a significant impact on the district’s work.

During the 2017 Regular Session of the Kentucky General Assembly, legislation has been filed that would significantly reduce the authority of a local board of education and school district to manage the assignment of students according to the specific needs, interests, and circumstances of the district.

From 2011 to 2014, the Board adopted legislative agendas supporting retaining local control over student assignment. The attached legislative position is taken verbatim from the 2014 Jefferson County Public Schools Legislative Agenda.
