Rationale

Elementary, middle, and high school students from Board District 1 will share their talents and skills through vocal and dance performance as well as through speech by articulating an outstanding attribute about their educational experience at their school.

Through use of these talents, students develop their creative-thinking skills and are presented with various opportunities to express themselves in a more creative and unique way. Students also receive opportunities to demonstrate what they have learned in and outside the classroom through public venues, such as concerts, public performances, and school and community activities.

III.B. Recognition of Kathy and Larry Olliges for Their Outstanding Contribution to the Jefferson County Public School District
Rationale

Several years ago, Kathy and Larry Olliges partnered with a local art teacher on the design of a T-shirt that features Louisville scenes, which is sold along with other related items in their store. The goal has been to take the profits from the sales and provide grants to local art teachers to buy art supplies. In this effort, they worked with Melisa Gano, Jefferson County Public Schools (JCPS) arts curriculum specialist, to identify ten schools that will each receive a $500 grant, totaling $5,000. The ten schools are Hazelwood, Roosevelt-Perry, Trunnell, Kenwood, Camp Taylor, Klondike Lane, Wheatley, Portland, King, and Price Elementary Schools.

The Jefferson County Board of Education (JCBE) and Superintendent Donna Hargens extend their sincere appreciation to Kathy and Larry Olliges for their commitment and contribution to JCPS District students.

III.C. Recognition of Henderson Services for Its Outstanding Contribution to Lincoln Elementary Performing Arts School
Rationale

Lincoln Elementary Performing Arts School has two fabulous art pieces—a pink elephant painting and a Brook White glass sculpture—hanging in the lobby. To really appreciate both pieces of art after dark, the standard lighting in the lobby was simply not sufficient. Thanks to Bruce Henderson, owner of Henderson Services, and Rob Yates, service manager, the school now has museum-quality lights showcasing these two wonderful pieces of art. Henderson Services provided the fixtures and the installation at no cost.

The Jefferson County Board of Education (JCBE) and Superintendent Donna Hargens express their gratitude to Henderson Services for its outstanding contribution to Lincoln Elementary Performing Arts School.

VIII.A. Hope Street Group
Rationale

Hope Street Group (HSG) is a national nonpartisan, nonprofit with a mission to bring together the best practitioners, business leaders, and government innovators to create collaborative solutions for the most pressing issues facing America today in education, health, and jobs.

In education, Hope Street Teacher Fellows seek to expand teacher voice in the decision-making process of education policy.  Fellowships exist at the national and state level, partnering with the Department of Education, educational partners, and various teacher engagement groups at those levels to seek solutions to current education concerns.  Fellows identify challenges in education, seek input from their peers to find the best solutions, activate a plan for action, and scale the plan to lead to transformative change.  

Hope Street Group seeks to implement a Local Teacher Fellowship (LTF) in the Jefferson County Public Schools.  Once selected through an application process (external of JPCS), HSG will provide critical, scaffolded training to LTFs focused on: interacting and engaging with peers, data collection, use of virtual platforms and social media, hosting and facilitating focus groups, interacting with the media, engaging with policymakers, understanding state and local education reforms, and how to write persuasively.  HSG will also provide deeper training that builds and refines LTFs’ teacher leadership skills and positions them as trained, teacher leaders in their schools, district, and beyond.

JCPS will be fiscally responsible only for monies attached to the professional training; the Jefferson County Public Education Foundation is securing the remaining portion of the necessary funding from external sources.

This project will consist of the replacement of the wood windows with aluminum, thermally broken, insulated windows.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the District’s Model Procurement Code, and provide an appropriate written recommendation to the district.

The Kentucky Department of Education requires approval of the attached resolution in order to enter into contracts with the design firms of this project. Plans and specifications will be prepared with this approval.

Rationale

The Fresh Fruit and Vegetable Program increases elementary school children’s consumption of fresh fruits and vegetables and exposes students to new fruits and vegetables to improve healthy eating habits and help elementary schools create healthier food environments. Eligible elementary schools must have 50 percent or more of their students qualify for free/reduced price meals.

Grant funds pay salary, benefit, supply, and administration costs. The grant does not obligate the district or schools financially, and there is no matching requirement.

IX.K.3. Acceptance of a Grant from the University of Kentucky Collaborative Center for Literacy Development/Reading Recovery Center
Rationale

The University of Kentucky Collaborative Center for Literacy Development/Reading Recovery Center has awarded the district a grant of $60,000 for Reading Recovery.

Grant funds will provide funding for one Reading Recovery Teacher Leader who will provide professional development and classroom support for district Reading Recovery Teachers.

A notice of funding letter from the University of Kentucky Collaborative Center for Literacy Development/Reading Recovery Center is attached.

Superintendent Donna Hargens recommends the Board of Education accept a $60,000 grant from the University of Kentucky Collaborative Center for Literacy Development/Reading Recovery Center, and authorize the Superintendent to sign the necessary agreement to receive the funds.

IX.K.4. Acceptance of Amendment for the Refugee School Impact Subgrant from Catholic Charities
Rationale

The Board of Education approved the Refugee School Impact subgrant agreement and accepted an award of $152,000 on October 26, 2015. The award originally had an end date of August 15, 2016. To align the grant with the federal fiscal year, Catholic Charities has extended the project period through September 30, 2016, and is providing an additional $27,473.

This grant supports English as a Second Language (ESL) intake, school registration and language assessment services, summer and after-school programming, parent information sessions, professional development, student books and materials that accelerate language and literacy development, as well as supplies.

The additional grant funds will be used to purchase technology for the Newcomer and International Academies. No matching funds are required and the grant does not obligate the district beyond the period of performance.

The grant aligns with Vision 2020 strategy 1.1.7, providing differentiated resources to eliminate opportunity gaps, and 3.3.3, optimizing technology to educate students.

Superintendent Donna Hargens recommends the Board of Education accept an amendment to the Refugee School Impact subgrant and accept $27,473 in additional funding from Catholic Charities, Kentucky Office for Refugees.

IX.K.5. Acceptance of Funding from Bellarmine University for STEAM Project
Rationale

Year two funding for this project is provided through a Math Science Partnership (MSP) grant from the United States Department of Education via the Kentucky Department of Education and will support science, technology, engineering, art, and mathematics (STEAM) coaches from Bellarmine University leading a professional learning community for teachers in five schools.

An annual MakerFaire Showcase on Bellarmine University’s campus will showcase the STEAM work teachers and students that have been engaged in it throughout the year. Participating schools include Bowan, Brandeis, Field, Alex R. Kennedy, and Tully Elementary Schools.

The funding will cover teacher stipends, substitute costs, and program evaluation costs. The district was not required to commit any matching funding to this project.

Class Act Federal Credit Union donated $1,000 for the sponsorship of a 2016 Hilliard Lyons Teacher Excellence Award.

John and Donna Carbone donated $75 to the Elaine Whelan Literacy Fund to support the Stopher Elementary School Library.

C.E. and S. Foundation provided $175,000 to support building capacity and strategic budgeting within Jefferson County Public Schools. 

The Community Foundation of Louisville provided $8,000 on behalf of Susan Means as a donation for Johnsontown Road Elementary School.

Glen and Mildred Doner donated $50 to the Elaine Whelan Literacy Fund to support the Stopher Elementary School Library.

C E & S Foundation donated $500,000 to support the 2016 JCPS Kindergarten Camps.

The Gheens Foundation donated $150,000 to support the 2016 JCPS Kindergarten Camps.

Catholic Education Foundation donated $10,000 to support the 2016 JCPS Kindergarten Camps.

Commonwealth Bank & Trust donated $1,000 to support the 2016 JCPS Kindergarten Camps.

CTE career pathways are aligned with regional economic and workforce projections.  Funds are distributed to the following schools:

  • 15 Five Star High Schools;

  • Butler Traditional, Central, DuPont Manual, Louisville Male, and Western High Schools;

  • South Park and Westport Teenage Parent Programs (TAPP)

 Funds are used for the following expenses:

    • Teacher professional development

    • Substitutes and travel expenses for curriculum-related field trips that enrich student experiences

IX.K.9. Acceptance of Funding from Louisville Metro Government for Sponsorship of Neighborhood Place
Rationale

Louisville/Jefferson County Metro Government and JCPS jointly fund several programs operated within the district that benefits students and families in Jefferson County.

Neighborhood Place is a partnership between Kentucky Cabinet for Health and Family Services—Jefferson County Region, Louisville Metro Government, Louisville Metro Health Department, Seven Counties Services, Inc., and Jefferson County Public Schools. 

Neighborhood Place offers a network of community-based, one-stop service centers that provide basic human services that improve the convenience and efficiency of services that support children and families. 

Neighborhood Place is the primary referral point for families served by Family Resource and Youth Service Centers (FRYSC) when families have multiple needs or needs beyond those provided by the FRYSC centers. The services provided are consistent with the provisions of KERA to remove barriers to student achievement.

This action allows the district to bill Louisville Metro Government for the Neighborhood Place program and receive appropriate funding.

This agreement will be effective beginning July 1, 2016, and ending on June 30, 2017.

Rationale

Norton Hospitals, Inc. is providing funding in the amount of $337,500 to the Jefferson County Public Schools (JCPS) to promote and enhance the Programs in the field of pediatric medicine.  

The funds will provide partial funding to enable JCPS to contract for the services of fifteen (15) full-time athletic trainers who will be assigned to designated high schools.  The trainers will serve all student athletes at the participating schools.     

This funding will impact more than 4,000 students in the following 15 high schools: Butler Traditional, Brown, Central, Eastern, Fairdale, Fern Creek, Iroquois, Louisville Male, Moore Traditional, Seneca, The Academy @ Shawnee, Southern, Valley, Waggener, and Western High Schools.

Rationale

The following contractor will provide on-site behavioral and mental health services to JCPS students:

  • Intrust Healthcare, LLC

The goal of these services is to help students develop critical thinking skills, self-regulation, and empathy. Services to be included are individual and group counseling.

Schools will be provided a list of providers that accept both Medicaid and private insurance that have obtained MOAs. The principal will determine which services to bring into their school based on the needs of the students they serve.

The MOA process was developed because community providers are already in our schools and schools have requested guidance on who should and who should not be allowed into the schools. The vetting process looks at licensure, insurance, and background checks for providers.

No costs will be incurred by JCPS or JCPS student, parent or legal guardian for services rendered. The agency will only bill for the cost of services to the private or public health insurance company after the parent or legal guardian gives written permission to do so.

The Memorandum of Agreement shall be effective beginning September 14, 2016, and ending on December 31, 2016.

Rationale

Jewish Hospital & St. Mary’s Healthcare, Inc., D.B.A. Frazier Rehab Institute (Jewish) will provide athletic trainers to Pleasure Ridge Park, duPont Manual, and Doss High Schools, who will assist the schools in developing and maintaining an athletic training program designed to reduce athletic injuries and promote the safe and prompt rehabilitation of students after athletic injuries.  Jewish will designate one trainer at each school to serve as the primary trainer who will coordinate coverage and services with the school's athletic director. 

Jewish will provide a trainer to attend all home football, soccer, field hockey, basketball, baseball, softball and track and field events. A trainer will be at each school for an average of fifteen (15) hours per week for visitation and/or game coverage.

Jefferson County Public Schools (JCPS) agrees to purchase all athletic training supplies to be used by the trainers. JCPS agrees to provide an athletic training area for the trainers. JCPS agrees to allow advertisement in the stadium and gymnasium at each school as well as PA announcements during all home events where a PA system in utilized.

Rationale

The Educational Talent Search (ETS) Grant awarded to KentuckianaWorks Foundation by the US Department of Education provides funds for high school students to receive college ready and college access services in preparation for post-secondary education admission, enrollment, and retention. Program criteria states that two-thirds of the students served must be low-income and first-generation college students and be a US citizen or permanent resident. Educational Talent Search services are offered regardless of racial, social, ethnic, or cultural background. However, ETS encourages participation of students who are members of groups underrepresented in higher education.

Kentuckiana Works College Access Center will serve the following high schools: Fairdale, Iroquois, Liberty, Valley, & Western. Below is a list of required services KCAC will provide students:

  • Information on the full range of federal student financial aid programs and benefits.

  • Assistance in completing financial aid applications, including FAFSA.

  • Connections to education or counseling services designed to improve the financial literacy and economic literacy of students and their parents.

  • Assistance in preparing for college entrance exams and completing college admission applications.

  • Advice and assistance in secondary course selection.

  • Connections to high quality academic tutoring services.

  • Guidance on and assistance in secondary school reentry, alternative education programs for dropouts, entry to general educational development, or postsecondary education.

The services are being continued at these schools from the previous grant cycle which will end August 31, 2016. Each school’s 8 year average and class of 2015 seamless college matriculation rate is below the JCPS rate.

Rationale

In accordance with the client service agreement established by the Kentucky Department of Education, Adecco will provide employment services to JCPS students enrolled in career pathways. This agreement will provide the opportunity for high school students that have progressed in the career pathway of their choice and are prepared for real-world work experience in the private sector. Adecco will provide all administrative functions of employing students at no costs to JCPS.

Through the cooperative education training program (co-op), a career pathway teacher will recruit students to participate in work-based learning. Each employment opportunity will be connected specifically to the career pathway curriculum.  Adecco will work with companies in the private sector to fill the workforce demands of industry. Students will be placed in positions that support their chosen career pathway.

The attendance of 5,000 to 6,000 employees for the annual JCPS Benefits/Health Fair necessitates a large venue such as the Kentucky Exposition Center.

IX.L.6. Approval of the Affiliation Addendum with Spalding University and Eastern High School
Rationale

Dual Credit personnel from Spalding University have worked with the principal, administrators, and teachers at Eastern High School to identify teachers with the necessary credentials to offer dual credit for students scheduled in those courses. This agreement continues the current arrangements. These dual credit courses can be transferred to any regionally accredited college or university for credit.

The attached Affiliation Agreement details the data exchange commitments, expectations of Spalding University, the local school, the local school adjunct faculty, and students. Spalding University faculty vet high school teachers by examining their credentials in order to grant the high school teacher adjunct faculty status. This Affiliation Agreement updates the previous agreement from the 2015-16 school year.

The agreement details the courses and teachers eligible for dual credit. Juniors and seniors scheduled in the high school courses listed may participate in dual credit if they meet the qualifications for the course. Students/families must pay the $100 per credit hour reduced tuition rate ($300 for a three credit-hour course).

IX.M. Approval of Amendment to the Memorandum of Agreement Between JCPS and the Rotary Club of Louisville
Rationale

In the original Memorandum of Agreement (MOA), the Rotary Club of Louisville, Kentucky, and Jefferson County Public Schools seek to work together to offer a Louisville Rotary Promise Scholarship Program. The goal is to positively impact the college attainment rates in Jefferson County, Kentucky.  Initial efforts of the program will seek to address the affordability of a college education for children of low-income families. The program will begin with a focus on JCPS high schools that have low college attendance rates and serve a high number of low-income families with the goal of offering tuition-free attendance at Jefferson County Technical College (JCTC) for eligible students.

In the amendment to the MOA, the grade point average (GPA) changes for eligibility from an unweighted to weighted GPA calculation. In JCPS, all college equivalent courses such as Advanced Placement and Dual Credit are weighted. This change honors students’ hard work and commitment to taking the most challenging coursework available at their school. It also mirrors the practice of using weighted GPAs seen in other scholarship opportunities.

IX.N. Approval of 2016-17 Cost of Living Adjustment and Early Head Start Start-Up Supplement Application
Rationale

The Early Childhood Head Start/Early Head Start program is applying for supplemental funding from the Office of Head Start to help with costs incurred by the 1.8% cost of living adjustment to staff salaries, as well as the start-up costs associated with the additional 10 Early Head Start classrooms in the new five-year grant. The total proposed budget in the application is $731,401.

Start-up funding in the amount of $466,047 will support the 10 additional Early Head Start (EHS) classrooms, onboarding and transitioning of staff, upgrading facilities and outdoor spaces, and ensuring classroom compliance and quality in each of our locations.

Additional salary and fringe benefits costs in the amount of $265,354 are the result of the 1.8% cost of living adjustment (COLA) for employee salaries. Over the span of 11 years, employees have received 25.86% in cost of living adjustments provided by the district. However, the Office of Head Start has only provided additional funds for 5.66% in salary increases.

The Head Start/Early Head Start Policy Council has approved the 2016-17 COLA and EHS Start-Up Supplement Application.

Rationale

The Kentucky Administrative Regulations, as outlined in the Exceptional Child Education Policies and Procedures Manual, requires that a shortened school day and/or week be submitted to the Board of Education for approval.

This Board action is subject to confidentiality requirements according to policies and procedures in Chapter 9 Confidentiality of Information. Following approval by the Board of Education, the requests will be submitted to the Kentucky Department of Education, Division of Learning Services.

The district must maintain the following documentation for all shortened school days and/or weeks approved by the local Board of Education:

  • approval by the local Board of Education (student confidentiality procedures must be followed when listing student information in the local Board minutes);
  • minutes of the Admission and Release Committee (ARC) meeting documenting the ARC decision that a shortened school day and/or week is needed;
  • a copy of the student’s Individual Education Plan documenting the shortened school day and/or week; and
  • a copy of the physician's statement of the medical need.

Per regulations, the students are being identified as SSD186 and SSD187 rather than by name. Student SSD186 has a medical condition, with proper physician documentation, which requires a 6-hour school day, 5 days a week. Appropriate ECE procedures have been followed for this student who is being served in a special school.

Student SSD187 has a medical condition, with proper physician documentation, which requires a 5-hour school day, 5 days a week. Appropriate ECE procedures have been followed for this student who is being served part-time in general education and part-time in special education environment in an elementary school.

IX.Q. Amendment of Board Policy 09.224 Emergency Medical Treatment (First Reading)
Rationale

KSR 158.836 encourages school districts to keep an epinephrine auto-injector in schools “to the extent that the epinephrine auto-injectors are donated to a school or a school has sufficient funding to purchase the epinephrine auto-injectors.” The epinephrine auto-injector is to be administered to an individual having a life-threatening allergic or anaphylactic reaction.

The amendment to this policy will require schools to stock epinephrine. Health Services will obtain epinephrine auto-injectors through the “EpiPens 4 Schools” program sponsored by the pharmaceutical company Mylan. This program will provide each school with 2 sets of auto-injectors and replacements at no cost. Training will be incorporated into Health Services Medication Administration Training for school staff.

Health Services Nurse Practitioners will go to each individual school and provide school staff, who have attended the Health Services Medication Administration Training for the current school year, with training materials and resources. All future training will be incorporated into Health Services Medication Administration training for school staff.

This initiative is directly connected to Vision 2020 Strategy 2.1.3 Improve Culture and Climate by providing a safer environment for students, staff, and visitors.
