III.A. Recognition of Farmer Elementary School Cheerleaders, Kentucky Association of Pep Organization Sponsors Elementary School State Cheer Competition Winner
Rationale

Farmer Elementary School cheerleaders won the Kentucky Association of Pep Organization Sponsors (KAPOS) Elementary School State Cheer Competition, which was held last December at the Kentucky Horse Park in Lexington. The team is coached by teacher Brandy Durm.

The Farmer Cheerleaders were named the top team after competing against eight other regional winners in the Elementary Large Division. The team is made up of 21 fourth- and fifth-grade students, who will compete this month in the Junior Louisville Invitational Tournament (LIT) to defend it’s Elementary Grand Champions title.

III.B. Recognition of Johnson Traditional Middle School, Lead2Feed Student Leadership Program Challenge Winner
Rationale

Johnson Traditional is one of five middle and high schools from across the nation awarded $5,000 in technology products by the Lead2Feed Student Leadership Program Challenge. The school’s student-led project filled 1,280 backpacks and collected 2,814 cans to support the community food pantry Dare to Care.

Lead2Feed is the nation’s leading and fastest-growing program that engages and empowers students in developing leadership and teamwork skills by completing service learning projects that address hunger or community need. It is also a Common Core-aligned program. Since its inception, more than 1 million middle and high school students from 3,500 schools and clubs across the United States have participated in Lead2Feed and have helped to make a positive difference in their community and across the nation.

VI.A. Approval of Student Enrollment Projections for 2016–17
Rationale

District student enrollment projections and individual school enrollment projections are reviewed and revised annually and reported to the members of the Board of Education for approval. 

The review and Board approval ensure that district staff can appropriately plan for staffing of schools, adequate budgeting, boundary adjustments, and student programming for K-12. There are also separate projections for Exceptional Child Education Self-Contained and Early Childhood Education classes that are funded and staffed separately and differently from the K-12 program.

The projections are based upon district and school enrollment history and trends, population changes throughout the county, birth rates, and program capacities. Sources for this data include the Kentucky Bureau of Vital Statistics, the Jefferson County Planning and Zoning Commission, the Cornerstone 2020 Task Force Report, the Kentucky State Data Center, and the U.S. Census Bureau. 

Additionally, principals were given the opportunity to provide feedback on the draft projections and adjustments were made based on that input where feasible.

VI.B. Approval of School Allocation Standards for Fiscal Year 2016-17
Rationale

Once approved by the Jefferson County Board of Education, these standards become policy in accordance with 702 KAR 3:246, sections 4, 5, 6 and 7. Sections 4 and 5 are relative to the allocation for certified staff and classified staff, respectively. The teacher allocation will be based on the following class sizes:  Kindergarten through 5th grade – 24 to 1; grades 6 through 12 – 28 to 1. 

The allocation to school councils for operational provisions is validated within these standards, according to Section 6 of the same regulation. The per pupil amount for elementary schools will be $140. The per pupil amount for middle schools will be $120 for projected enrollments of 850 or more, and $130 for projected enrollments of less than 850. The per pupil amount will be $120 for high schools. This assumes that state budget language will allow the lowered per pupil allocation for middle schools and high schools.

The District outlines its intended process for distributing additional operational funds beyond the state required minimum, and this is according to Section 7 of the same statute.

Rationale

This item reports to the board the annual assessment of required nutrition standards and physical activity reports as required by KRS 158:856.

This video report, produced by students at Pleasure Ridge Park High School (https://www.youtube.com/watch?v=uqv6GJXiqcc) will provide the board with the Nutrition and Physical Activity Report that is being made available to the public via the district website. After the board receives and adopts the report, the district will present this to all School-Based Decision Making (SBDM) councils.

The superintendent will submit a summary of the nutrition and physical activity reports and recommendations to the Kentucky Department of Education by May 1, 2016.

This project will address the repair and/or replacement of asphalt driveways and walkways at Blake Elementary School, Layne Elementary School, Pleasure Ridge Park High School, and Fairdale High School.

Pursuant to the requirements of KRS 322.010 and 323.010, et al. and the policies and procedures of the Jefferson County Public School District, a certified and licensed architect or engineer is assigned to all projects that modify, renovate, or construct additions to existing buildings.

The architect or engineer is responsible for the proper preparation of all plans, specifications, estimates, and direct supervision during the execution of the construction contract. The architect or engineer will supervise the bid process, as required by the District’s Model Procurement Code, and provide an appropriate written recommendation to the district.

The Kentucky Department of Education requires approval of the attached resolution in order to enter into contracts with the design firms of this project. Plans and specifications will be prepared with this approval.

VIII.P. Review and Examination of General Fund Draft Budget for Fiscal Year 2016-17
Rationale

KRS 160.470(6)(a) requires that each district board of education shall, on or before January 31 of each year, formally and publicly examine detailed line item estimated revenues and proposed expenditures for the subsequent fiscal year. 

The Draft Budget report compares last year’s actual revenues and expenditures and the current year revised budget figures with next year’s projected budget. State law requires that the local board review the Draft Budget by January 31 of each year. NOTE: You are not required to submit the Draft Budget report to the state.

The Draft Budget is a starting point for discussion. Its purpose is to show the initial status of the budget before any changes are made for the new year. The intent is that the budget figures be presented in open forum with full knowledge that the numbers will absolutely change. Specifically, both revenue and expenditure items will be impacted by decisions made by the Jefferson County Board of Education and the state legislators. The Draft Budget does not include any changes yet to be proposed by administration for either new year increases or eliminations and reductions. The Draft Budget does not yet reflect proposed changes in school allocations not yet approved by the Board. The Draft Budget reflects the same positions as the prior year (less any one-time approvals) plus the cost of steps. Essentially, the Draft Budget is the foundation and does not yet reflect major decisions that will not be reflected until the Tentative Budget is presented.      

Central office cost center budgets for fiscal year 2016-17 will be reviewed through the process of zero-based budgeting and will be completed in March 2016.

Projected student enrollment numbers by school will be used to determine individual allocations for regular education schools. After the Board approves enrollment projections, individual school allocations will be determined.

Student enrollment projections for 2016-17 are submitted for approval on the January 26 Board meeting agenda. Individual site-based allocations and any add-on programs approved at that point are due to schools on February 2, 2016. Special schools, state agency sites, ECE schools, and district-wide schools centered costs (e.g. sub teachers etc.) will also be allocated on that same date.

In March 2016, we will have a session to discuss and seek approval for proposed changes to the budget before it becomes the Tentative Budget. The General Fund Tentative Budget will be presented to the Board in May 2016 as required by KRS 160.470.

Ford Motor Company donated $14,000 to the Jeffersontown High School STEM project fund.  

Dan Juhl donated $100 to the Elaine Whelan Literacy Fund to support the Stopher Elementary School library.

Ford Motor Company donated $25,000 to support implementation of the Ford Next Generation Learning model in the 15 JCPS Five Star High Schools.

BC Plumbing Company donated $250 to support JCPS Idea Festival.

Rationale

The Kentucky Department of Education has issued the annual funding notification for the Every 1 Reads Nurses Initiative totaling $451.400 for fiscal year 2015-16. Funding will be used to cover salaries, benefits, materials, and supplies for existing school nurses.

This funding supports students’ overall care and treatment and will support a connection to the child’s medical provider to ensure the health and medical needs are address.

This funding directly supports strategies 1.1.3 and 1.1.7 in Vision 2020.

Grant funds will be used to purchase computers for the Academy @ Shawnee. Previously awarded funds under Perkins were allocated to schools which submitted plans. This carryover funding will help meet a recently identified need from a priority school to upgrade computer labs.

Rationale

The Jefferson County Board of Education has accepted offers of assistance from The Kentucky School Facilities Construction Commission (SFCC) Education Technology Funding Program since the 1993 school year.

The District received a first offer of assistance totaling $784,669 in support of the Kentucky Education Technology System (KETS) Program in Fiscal Year 2016 and matched the offers with a like amount of funding on January 11, 2016.

The funding provides for continuing the program of progress toward meeting the district's unmet need in technology education.

VIII.R.6. Acceptance of Funding from the Kentucky Adult Education, Council on Postsecondary Education
Rationale

A previous version of this contract was approved by the Board on December 14, 2015, but was never signed by the state. It is being resubmitted due to a change in the language regarding Minimum Wages following Governor Bevin's Executive Order 2015-049 Minimum Wage.

Kentucky Adult Education, Council on Postsecondary Education, has awarded the district $80,923 to provide an integrated program of services in order to increase civic learning and engagement and English literacy for immigrants and other limited English proficient adults who live in Jefferson County and are not enrolled in public education. This grant will assist students in acquiring the skills to prepare for the Immigration and naturalization Service (INS) Citizenship Test and interview; attain citizenship, and complete at least one National Reporting System (NRS) education level. The funding will cover ten managed enrollment classes held at seven locations in Jefferson County.

Grant funds will pay for existing full-time and part-time instructional staff. Funds will also be used to provide instructional materials and supplies. No additional staffing will be needed to fulfill the terms of this agreement. This agreement does not financially obligate the district, nor is there any indirect cost.

VIII.R.7. Subgrant from KentuckianaWorks foundation to fund customized Adult Education Services at the Kentucky Manufacturing Career Center via the Jefferson County Public schools Adult and Continuing Education Unit.
Rationale

KentuckianaWorks will provide funding not to exceed $50,000 to provide assessment services, basic skills upgrade classes for English Language Learners and for English speaking adult students using manufacturing skill trades artifacts. This initiative also prepares participants for the National Career Readiness Certificate. Classes will be held on-site at the Kentucky Manufacturing Career Center. Funds will cover salaries, fringe benefits, instructional materials, supplies, marketing and travel expenses of JCPS Adult and Continuing Education coordinator and instructor(s). The funding period is from January 27, 2016 through June 30, 2016.

This initiative aligns with the District's strategic plan and vision by providing members of the community the academic skills necessary to be successful in the manufacturing industry. No matching funds or in-kind contributions are required.

VIII.S. Approval of Submission of Grant Application for Family Resource/Youth Services Centers
Rationale

The Kentucky Education Reform Act provides for the establishment of Family Resource and Youth Services Centers, which are intended to promote and coordinate the flow of community resources and support to families and youths. The District currently operates 96 centers serving 131 schools.

The centers must submit a continuation grant application to receive funding for Fiscal Years 2017 and 2018. Funds will be allocated based on the number of students eligible for free- and reduced-price meals as of December 1, 2015. The level of funding is contingent upon the budget enacted by the 2016 Kentucky General Assembly.

This is a continuation of funding from the State for a two-year grant cycle. The Kentucky Cabinet for Health and Family Services provided $13,996,658 in grant funding. To enhance this grant for the two-year cycle, JCPS is providing approximately $2.3 million in funding.

A District Assurance Certification form and a list of schools that will be submitting grant applications seeking funds to continue their Family Resource/Youth Services Centers is attached.

The Anchorage Independent School District does not offer a 9 - 12 grade service to its resident students. This agreement is based upon the non-resident tuition rate approved by the Jefferson County Board of Education, which reflects the cost to Jefferson County Public Schools of educating non-resident students.

Rationale

KRS 157.350 and 158.120 address the state-required procedures for students attending schools outside their home districts, and Board Policy JECB provides for the admission of nonresident students.

Contracts that assign Average Daily Attendance (ADA) funding to districts possibly receiving nonresident students require approval by both Boards of Education. The contracts, as well as compiled lists of any involved students, are retained by both districts at the close of the school year and are available for any Kentucky Department of Education (KDE) review.

VIII.V. Approval of Shortened School Day for Two Exceptional Child Education Students
Rationale

The Kentucky Administrative Regulations, as outlined in the Exceptional Child Education Policies and Procedures Manual, requires that a shortened school day and/or week be submitted to the Board of Education for approval.

This Board action is subject to confidentiality requirements according to policies and procedures in Chapter 9 Confidentiality of Information. Following approval by the Board of Education, the requests will be submitted to the Kentucky Department of Education, Division of Learning Services.

The district must maintain the following documentation for all shortened school days and/or weeks approved by the local Board of Education:

  • approval by the local Board of Education (student confidentiality procedures must be followed when listing student information in the local Board minutes);
  • minutes of the Admission and Release Committee (ARC) meeting documenting the ARC decision that a shortened school day and/or week is needed;
  • a copy of the student’s Individual Education Plan documenting the shortened school day and/or week; and
  • a copy of the physician's statement of the medical need.

Per regulations, the students are being identified as SSD178 and SSD179 rather than by name.

Student SSD178 has a medical condition, with proper physician documentation, which requires a 3-hour and 30-minute school day 5 days a week. Appropriate ECE procedures have been followed for this student, who is being served in a resource room in a high school.

Student SSD179 has a medical condition, with proper physician documentation, which requires a 4-hour school day 5 days a week. Appropriate ECE procedures have been followed for this student, who is being served in a special school.
