I. Annual Head Start/Early Head Start Board Governance Training

Pursuant to the Head Start Act, the Head Start Governing Body is required to participate in annual governance training. The JCPS Early Childhood Team will provide the training for all Board members.

Board members will be provided the resource book CEO (Cooperative Effective Oversight) for Head Start and Early Head Start Decision Makers.

At the end of the training session, Board members will have a better understanding of:

  • how we recruit, select, and enroll children in the Head Start Program;
  • the basics of the Head Start Policy Council;
  • our process for keeping you informed;
  • our process for self-assessment and monitoring;  and
  • our deficiency.

II. Report on Early Childhood Program, Kindergarten Readiness, and BRIGANCE® Results
Rationale

Strategy 1.3 of the district's strategic plan addresses early learning and student readiness. The JCPS Early Childhood Program provides early learning services for our most at-risk young children with an international focus on improving school readiness. Our program exists so that pre-Kindergarten students are deemed school ready when they enter Kindergarten.

This presentation will address our strategies and support to ensure school readiness for all JCPS Early Childhood students. We will identify our problem of practice, theory of action, resources needed, timeline for implementation, and essential questions for the Board. The key indicators include increased levels of Kindergarten readiness as defined by the BRIGANCE® Kindergarten Readiness Screen.

The district's Early Childhood Program is comprised of the federally funded Head Start Program, the state-funded KERA Preschool Program, Early Head Start, and the district-initiated Tuition-Based Preschool Program.

The Early Childhood Program provides full- and half-day services to four-year-old income-eligible children, three- and four-year-old children with disabilities, and infants and toddlers in the Early Head Start initiative. Early Childhood services are designed to provide the support needed by our most at-risk students for successful transition to kindergarten.

The BRIGANCE® Kindergarten Readiness Screen is administered to all JCPS Kindergarten students and screens students in five domains: Cognitive and General Knowledge Language and Communication, Social Emotional Development, Self-Help Skills, and Health and Physical Well-Being. BRIGANCE® results were recently released by the Kentucky Department of Education.
