II. Approve Tax Rates for 2013
Rationale

As required by KRS 160.470 (7), advertising and hearing requirements must be met in order to levy a tax rate that exceeds the compensating tax rate. 

Advertisements were placed in The State Journal local newspaper on September 3rd and 9th for the public hearing on September 16th at 5:00 p.m. at the Franklin County Board of Education.

The purpose of the hearing was to entertain public comments related to a proposed tax levy of 62.3 cents on real property and 62.3 cents on personal property.

In 2012, a real property and personal property tax rate of 59.6 was levied by the Franklin County Board of Education.  For 2013, a tax rate of 62.3 is proposed for both real estate and tangible personal property. 

The Board is also required to set the tax rate for 2013 for all motor vehicles.  The proposed rate of 51.0 cents is the same rate that has been levied since 1983.


Recommended Motion

Approval of the tax levy of 62.3 cents for both real estate and tangible personal property, and 51.0 cents for all motor vehicles for 2013

III. Approve FCHS/Franklin County MOA
Rationale

The fence at Franklin County High School that is placed on the property of the Board of Education, but it is on the perimeter of the Franklin County Fiscal Court's Lakeview Park needs to be replaced.  The attached agreement with the Fiscal Court would require the Board of Education to pay for the materials to replaced the fence and Fiscal Court would bear the expense to install the fence.

IV. TELL Survey Results

Review and discuss 2013 TELL Survey Results

V. Approve Kindergarten Full Day Supply Funding
Rationale

In reviewing budgets and allocations in the preparation of the working budget, it was discovered elementary schools with kindergarten students received Section VI funding for a half day only.  The Franklin County Board of Education has supported full-day kindergarten for many years, and prior to 2009 schools received full day funding for the Section VI allocations.  The attachment includes the amount of Section VI funding the four elementary schools would receive based on funding kindergarten classrooms at 100%.
