Rationale

As directed by the Franklin County Board of Education, the FCPS Calendar Committee met on May 3 and May 10 to discuss the Proposed School Calendar for the 2006-2007 school year. Attached is their recommendation based upon input gathered over the past two weeks. In this proposal:

The Calendar Committee met on May 10, with approximately 14 members present, to discuss the 2007-2008 School Calendar.  Attached is their recommendation to the Board.  This proposal contains the following:

IV. Discussion of Deferred Comp Match for Staff
Rationale

Recently I had a conversation with a representative from the Kentucky Public Employees' Deferred Compensation Authority about the possibility of the Franklin County Board of Education participating in matching employee contributions.

I would like to have a few minutes to discuss this issue.  In the attachment is some additional information about Deferred Comp.

No action is recommended, this is a discussion item only.

V. Approval (Final) of District Facility Plan Amendment
Rationale

Over the last couple of months, we have gone through the step-by-step process to amend our current District Facilities Plan (DFP).  The only change is to add the construction of an additional elementary school. 

Three public forums have been held in addition to a public hearing.  The next step is for the Franklin County Board of Education to accept the report of the Local Hearing Officer (John Vickers), to vote for approval of the DFP, and submit the final proposal to KDE for approval by the Kentucky Board of Education in June.

VI. Discussion of Stipend Schedule
Rationale

Discussion of Proposed Coaching Stipends:

Numerous additional Coaching Stipends have been proposed by Franklin County High School and Elkhorn Middle school for inclusion in the 2006-2007 Stipend Schedule.  I would like to discuss these additional expenditures with the Board before inclusion into the 2006-2007 Budget.

No action is anticipated.

VII. Approve Selection of Architectural Services
Rationale

After many weeks of interviewing and negotiation, I wish to recommend the architectural firm of Sherman-Carter-Barnhart to design the proposed new elementary school.  Attached is their written proposal for services as a lump sum of $560,000.  In addition, they have agreed not to charge the Franklin County Schools reimbursable expenses, or for services that will assist us in material procurement, in a way that enables us to take significant cost savings.

VIII. Approve Tentative Budget 2006-2007
Rationale

Attached is the Tentative Budget for 2006-2007 as required by Statute for your approval.   This budget uses the most recent SEEK forecast given to the District following the 2006 Legislative Session.  We still need the following information to accurately predict the Working Budget:

    Amount of Certified & Classified Raises (June)
    Tax Rate for 2007 (August)
    Specific Staffing (August)

Based on the information to date, we have made the following adjustments to the Draft Budget reviewed in December, 2005.

Increases:
1.  SEEK                $378,221
2.  Property Tax     $727,273
3.  State Sources   $145,671

 Total Increases      $741,165

Tentative Budget Contingency    $1,368,876
                                           (3.6% of Fund I)
                                           (2.6% of $52,241,023 Total)

X. Call to Order as Franklin County School District Finance Corporation
Actions Taken

Motion Passed:  To elect the following officers of the District Finance Corporation: Pat Fannin - President Stanley Salchli - Vice-President Katrina Kinman - Secretary Ed Breckel- Treasurer passed with a motion by Mr. Doug Crowe and a second by Mr. William Cofield.

XI. Approve Sale of Property and Designee
Rationale

The majority of the property known as the Old Bridgeport School is in the hands of the Franklin County School District Finance Corporation as owner.  In order to complete the sale, the following resolution must be approved:

"The Franklin County School District Finance Corporation approves the sale of property at 555 Bridgeport Road (Old Bridgeport School) and gives the Superintendent, Monte Chance the authority as its Designee, to sign all documents relating to the sale of said property."
