WHEREAS our community values a quality education as a vital step along the pathway to success for our children; and

 

WHEREAS  Chuck Fletcher, Larry Perkins, Jennifer Kantner, Natalie Lile, and Justin Watterson contribute greatly to this community through their service on the Franklin County Board of Education; and

 

WHEREAS these decision-makers are responsible for maintaining strong, effective budgetary oversight, high standards for employment and a safe, well-managed set of school facilities; and

 

WHEREAS these board members are serving our community with integrity, honor and a commitment to our children’s futures; and

 

WHEREAS January 2024 marks Kentucky's observation of their contributions through School Board Recognition Month;

 

THEREFORE, I, Michael Mueller, County Judge/Executive, do hereby proclaim the month of January 2024 throughout this community as School Board Recognition Month and urge all citizens to honor Chuck Fletcher, Larry Perkins, Jennifer Kantner, Natalie Lile, and Justin Watterson for their service.

Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

Rationale

The calendar committee met on November 30th to review feedback from the stakeholders survey and have recommended calendars for the 2024-2025 and 2025-2026 school years. The first reading was December 11, 2023.

XI.E.1. WHAS Crusade for Children Grant
Rationale

The WHAS Crusade for Children Grant proposal is attached for approval. The grant request $67,745 to provide after school small group intensive intervention groups using evidence-based programs in all the elementary and middle schools for students with Individual Education Plans.  The money would be used to provide two teachers and one assistant to teach reading and math skills, materials and transportation home.  This will provide students with disabilities, grades 3-8, the opportunity to receive additional instruction in math and reading in order to reduce the rate of Novice students at each school.


XI.E.2. The Learning Bus Grant-Preschool
Rationale

The Learning Bus Grant proposal is asking to support a traveling Minds-In-Motion classroom for preschool-aged children.  The grant covers converting the bus, staffing, until September, and materials for the activities.  The district needs to continue to fund the costs of travel, employees, and maintenance after the grant is complete in September.  This bus will provide children and families opportunities to engage in developmental activities and receive resources for the home setting.  It will also assist in child-find activities and spread the word about preschool services.

Rationale

Franklin Co. Career & Tech HOSA Club is requesting permission for an overnight trip to the Crowne Plaza in Louisville, KY.  The Trip dates are March 14-16 for the HOSA Conference.  There will be approx. 30 students attending with advisors Kathy Meador and Jenny Cravens.  The students registration and hotel fees will be covered by the student activity accounts at the school level.  Advisors registration and hotel fees will be covered through Perkins funding. 

This is a student lead organization to promote a future healthcare providers with leadership & other skills through competitive events.

XI.H.3. TSA Overnight Competition-CTC
Rationale

Franklin Co. Career & Tech is requesting permission for TSA Students to attend their State Conference at the Downtown Marriott in Louisville, KY.  This will be an overnight event on March 18-20.  There will be 21 students attending with 2 advisors and 1 chaperone.  The students registration and hotel fees will be covered by Student Activity Funds at the school level.  The advisors registration and travel expenses will be paid from Perkins funds.
