II. Report from Early Learning Village
Rationale

Donnie Owen will present a report on Early Learning Village.

III. Approve Tax Rates for 2011
Rationale

As required by KRS 160.470 (7), advertising and hearing requirements must be met in order to levy a tax rate that exceeds the compensating tax rate. 

Advertisements were placed in The State Journal local newspaper on August 4th and 9th for the public hearing on August 16 at 6:00 p.m. at the Franklin County Board of Education.

The purpose of the hearing was to entertain public comments related to a proposed tax levy of 57.0 cents on real property and 57.0 cents on personal property.

In 2009-10, a real property and personal property tax rate of 55.0 was levied by the Franklin County Board of Education.  For 2011, a tax rate of 57.0 is proposed for both real estate and tangible personal property. 

The Board is also required to set the tax rate for 2011 for all motor vehicles.  The proposed rate of 51.0 cents is the same rate that has been levied since 1983.



Recommended Motion

Approval of the tax levy of 57.0 cents for both real estate and tangible personal property and 51.0 cents for all motor vehicles for 2011

Order #24 - Motion Passed:  Approval of the tax levy of 57.0 cents for both real estate and tangible personal property and 51.0 cents for all motor vehicles for 2011 passed with a motion by Mr. Doug Crowe and a second by Mr. William Cofield.

IV. Approve Emergency BG-1 for FCHS Auditorium Repairs
Rationale

The wiring and lighting fixtures are deteriorated to the point of being dangerous in the FCHS auditorium.  The lights spark and create a fire hazard when turned on.  We have closed the auditorium and turned power off until we can get this resolved.  KDE advised us to complete an emergency BG-1 to expedite the process.  The funds used for this would be Capital Outlay Funds from the 09-10 fiscal year.

Actions Taken

Order #25 - Motion Passed:  Approval of the FCHS Auditorium BG-1 passed with a motion by Tim Metzger and a second by Mr. William Cofield.

The next meeting of the Franklin County Board of Education will be 7pm on Tuesday, September 7, 2010 at the Board of Education.
