Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

IV.A. Just Say Yes Presentation
Rationale

 Amelia Berry will present county survey data from 7th-10th grade students.

IV.B. 2023-2024 Tax Rate
Rationale

Every year school boards are required to set local property tax rates.  

The tax rates of 71.3 in 2021-2022 and 70.8 in 2022-23 were levied by the Franklin County Board of Education.

For 2023-2024, a tax rate of 72.1 is proposed for real estate and tangible personal property.

The Board is also required to set the tax rate for 2024 for all motor vehicles.  The proposed rate of 51.0 cents is the same rate that has been levied since 1983.

-The Administrative Office of the Courts would like to donate a large pallet of approximately 12k envelopes (due to an ordering error) to Franklin County Schools.

-Bridgeport Elementary is requesting approval for a donation from Frankfort Regional Medical Center in the amount of $2,089.00 to be used for our Backpack Snacks Program.

-Buck Run Baptist Church would like to donate all school supplies for up to 250 ELV kindergarten students.

-Next Generation Plumbing would like to donate $1000 to Western Hills High School to be used towards equipment, banquets and senior night.

On August 10th, 2023 bids for the Football Fields Site Work were opened in the Boardroom of the Central Office.  The opening of the bids was facilitated by JRA, the district's architecture firm.  Attached is the bid recommendation made by JRA based on bid price and firm's experience.  The cost of the project is anticipated at a total of $429,995.  Additionally, the tabulation of all bids submitted is attached for your review.

VII.G. Overnight/Out-of-State Trips
VII.G.1. FCHS Band Trip NYC March, 2024
Rationale

The FCHS Band requests approval to take the band to perform in New York City this school year.

 
The trip dates are March 27-30.
 
Attractions would include Rockefeller Center, the 911 Memorial Museum, a dinner cruise seeing many NYC sites, a Broadway show, and a performance at the Statue of Liberty.
 
We would use Taylor Tours to coordinate the trip and travel by charter bus.  Cost to the students would be around $900-$1000.

The FCHS Chorus requests approval to take an overnight/out of state trip to Charleston, SC, March 26-30, 2024. Attached is the contract and details of the trip.

Rationale

Due the rise in food cost, our ASP programs are seeking to raise fees (starting January of 2024) as follows:
 
Afterschool care: From $10 a day to $13 (Weekly is $50 to $65)
Full Day care: From $20 a day to $26 (Weekly is $100 to $130)
Wrap Around care: $110 to $125 per week

All cost remain significantly below the state child care assistance reimbursement rate.
