Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

IV.A. Covid Testing- Capital Court Authority
Rationale

Capital Court Authority would like to discuss additional covid testing options with the Board.

IV.B. SFCC Offer of Assistance
Rationale

Pursuant to KRS 157.622, the School Facilities Construction Commission (SFCC) is hereby making an official Offer of Assistance to the Franklin County Schools Board of Education.  Acceptance of this Offer of Assistance commits the school district to adhere to the statutes and regulations governing this program.  This Offer of Assistance is in the annual debt service amount of $47,090 to be used towards proposed construction or major renovation of facilities outlined in your most current approved facility plan. Attached are the details outlining the requirements.

IV.C. American Tower Corporation Contract Proposal
Rationale

Attached is a the American Tower Corporation proposal.  American Tower Corporation is an independent contractor of wireless and broadband communications sites and we currently lease our property to them.  

American Tower Corporation is giving us the option to buy out the lease with a one time purchase or to sign a forty year lease extension.

Franklin County Schools was selected for the Robokind Robot and Curriculum to be utilized by the Special Education and Preschool Department.  See attached for additional details.

FCHS has been awarded a grant from The Central Kentucky Association of Technology Coordinators in the amount of $500.00 for the STLP Program. There were over $26,000 in requests.  Attached is an outline of how the funds will be used.

VI.G. Overnight/Out-of-State Trips
VI.G.1. CTC HOSA Overnight Trip
Rationale

CTC HOSA is requesting permission to attend their HOSA Conference in Louisville, KY at the Crown Plaza Hotel.  This will be an overnight event on 3/17/22 thru 3/19/22.  There will be 40 students attending and 3 Advisors. This request is for our FCHS and WHHS HOSA students. Students expenses such as hotel and registration will be covered by the HOSA school activity funds.  The Advisors expenses will be covered through Perkins Money.  HOSA is a student lead organization to also increase leadership skills - students will complete in events related to medical information.  The Advisors will be Kathy Meador, Pearl Salmons and Jenny Cravens. 

VI.G.2. Key Club Overnight Trip-FCHS
Rationale

The FCHS Key Club requests permission to travel overnight to participate in District Convention in Franklin, TN, March 18-22, 2022.

The number of students has not been finalized, but approximately 5-10 students will attend.

The chaperone is Brenda Graves, Key Club Sponsor.

VI.G.3. 5th grade overnight trip-CLE
Rationale

The 5th grade overnight trip to Great Wolf Lodge May 18-19, 2022 is attached for approval.  

VI.G.4. Y-Club KUNA Overnight Trip-WHHS
Rationale

The Western Hills High School Student Y Club respectfully requests your consideration for approval to participate in the annual Kentucky United Nations Association (KUNA) program, organized by YMCA of Kentucky.  The trip is Sunday, March 20th through Tuesday, March 22nd in Louisville, KY.  Additional details for the trip request can be found in the attached proposal.  

VI.G.5. HOBY Youth Leadership Conference-FCHS
Rationale

 Franklin County High School requests approval to send one student, (2021-2022 sophomore) to the summer Hugh O’Brian Youth Leadership Conference.  The conference will be held June 2-5, 2022 on the campus of Berea College in Berea, KY. FCHS selects one representative to attend the summer leadership conference. 

Registration fee of $300 paid by the Franklin County Schools Guidance Funds.  Parents are responsible for transportation to and from the conference. Supervision is by the HOBY Leadership Conference Staff.

VI.H.1. T-shirt Fundraiser-ELV

The Early Learning Village PTO would like to host a t-shirt fundraiser.

VI.H.2. Sweetheart Dance-WRE
Rationale

Attached is a PTO fundraiser for your approval.  The Sweetheart dance will provide funds for Westridge Elementary students and playground.

VI.H.3. American Heart Association-PME
Rationale

PME would like to request permission to have a Jump Rope for Heart fundraiser for the American Heart Association at my school. The program teaches students about heart health and gives them the opportunity to help others. I will show a video about the program and discuss how it works. The students will have two weeks to collect donations.

VI.I. Shortened School Day Notice
Rationale

Previously, Jami Miller notified the board of students requesting a shortened school day/week. We have been notified of one additional shortened school day.  All records are maintained in Mrs. Miller's office.
