Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

Rationale

Brad McKinney, Director of Transportation, is requesting approval to purchase two 84 passenger diesel buses and two 72 passenger propane buses.  The total for four busses with all options and cameras is $540,656.  Attached are the detailed quotes and authorization forms.

VI.E.2. KYA Conference-WHHS
Rationale

The KYA conference through the Y club is held at the Crown Plaza in Louisville, November 21-23, 2021. Trip details are attached.

Students will compete at the KYA Conference by debating bills.  The judicial team will compete as well.  Other students will present  and debate bills and will compete for speaking awards.  Others will serve as lobbyists.  These activities directly relate to how our government operates, specifically concepts taught in global systems, but also in US History courses.  In addition to the core content discussed previously, students learn speaking, debating and problem-solving skills.

VI.E.3. KYA Conference-FCHS
Rationale

FCHS KYA requests permission to attend the Kentucky KYA Convention Nov. 18-20, 2021 in Louisville.

This is an overnight trip.

Each student will pay a fee of $250 to attend.  This will cover the costs of transportation and accomodations.

VI.I. Request to Establish a Bowling Team- FCHS
Rationale

REQUEST TO ESTABLISH A BOWLING PROGRAM AT FRANKLIN CO. HIGH SCHOOL:
 
As a KHSAA member school, we are required to survey our students regarding sports participation and student interest to add programs. In the spring of 2021, FCHS conducted our most recent KHSAA survey and the results indicated a qualified desire from our students to participate in the sport activity of bowling. Bowling was implemented by the KHSAA in 2012. The next step was to hold an interest meeting this fall to gauge legitimate interest.That meeting was held on August 26th and had approximately 30 students either attend in person or follow up with contact to note their committed interest. 
 
Following the interest meeting, Tracy Spickard met with Scott Senn, owner of Capital Bowl, to discuss feasibility and the cost for kids to participate, etc. That conversation was very positive and provided the information we need to move forward. The next step was reaching out to the KHSAA to see what it would take to be able to join in the bowling alignment for competition. Darren Bilberry indicated that the KHSAA could insert Franklin Co. into the alignment immediately to enable us to compete in the 2021-2022 school year. 
FCHS has followed the KHSAA recommended protocol for program planning and implementation and request that the board grant approval to establish bowling as a sport activity. Funding for coaching could be covered by the school for the 21-22 school year and in future years, FCHS could seek board approval to implement a stipend in line with the other offered KHSAA sport activities of archery and bass fishing.

VI.J. Shortened School Day Notice
Rationale

The board was previously notified of four students requesting a shortened school day/week.  We have been notified of one additional student for a shortened school day.  All records are maintained in Jami Miller's office.  

VI.K. McConnell Foundation Donations
Rationale

The McConnell Foundation is donating a check for $1,000 to all schools to be utilized for teachers. The foundation is requesting the funds are used solely for doing something fun or as an award.
