Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

Rationale

According to KRS 16.470, districts must submit a Working Budget to KDE by September 30. The 21-22 Working Budget is attached for your approval.

VII.D.4. Covid-19 School Testing:Gravity Diagnostics & MAKO Medical
Rationale

The statement of work with Gravity Diagnostics to provide Covid-19 testing services is attached. The service is through the Commonwealth of KY and the Department of Public Health. There are no costs for the district. Testing sites will be set up in the community for students and staff to utilize and will provide an additional mitigation to slow the spread of the virus.  

The Commonwealth of Kentucky also has a state supported partnership for COVID-19 testing with MAKO Medical. This program will allow students and staff to be tested on school premises or a designated testing site. MAKO is one of the nation’s leading COVID Labs and has extensive experience in K-12 testing. MAKO also has a CDC contract for variant testing, including testing for the Delta Variant. This state supported program requires parents to opt in and parental/guardian consent must be given.Attached are the consent forms.

VII.E.5. Instructional Technology PD Stipend
Rationale

Requesting approval for $13,000 from Title IV instructional technology funds to be used to give 26 teachers a $500 stipend. These 26 new teachers were identified by their principals as benefiting from support in the areas of instructional technology (google classroom, etc). The PD will be lead by Stella Pollard and follow-up embedded PD will be given throughout the school year. 

VII.F. Overnight/Out-of-State Trips
VII.F.1. Volleyball Overnight Trip-FCHS
Rationale

The FCHS Volleyball Team would like to participate in the WCHS Lady Colonel First Priority Volleyball Tournament on September 24 and 25, 2021 in Williamsburg, Ky.  This is an overnight trip.

14 Players and 3 coaches will attend.

The FCHS Volleyball boosters will pay for lodging and a transportation.

The Volleyball booster club will be providing a meal on Friday night and the players will be responsible for meals the rest of the weekend.

Lodging:  Holiday Inn Express, Williamsburg, Ky

Transportation:  FCS Bus (copy of Bus Request and Purchase Order attached)

VII.F.2. 5th Grade Overnight Trip Request-CLE
Rationale

Information for the 5th grade overnight 4H environmental camp is attached for your approval.  4H Camp is an environmental education program to let students learn about nature and the world that includes Geocaching, hiking, bird adaptations, kentucky mammals, invasive species, etc. 

VII.F.3. FFA Chapter National FFA Convention-WHHS/BMS
Rationale

National FFA Convention is a culminating event for our FFA members.  We respectfully request that 18 FFA members, 7 of whom are competing in National contests, be permitted to attend the National FFA Convention October 25th through October 30th, 2021.  Seven members, because of their hard work and effort, will represent the state of Kentucky as they compete against other FFA members across the nation.  Students not competing will engage in leadership workshops, sessions targeted towards inspiring/motivating young people to be better versions of themselves and will attend a career show.  There will also be 2 students and 1 teacher from Bondurant Middle School attending.

VII.F.4. Cross Country Team Meet-WHHS
Rationale

The WHHS Cross Country team would like to compete October 9, 2021, in the Fast Cats Cross Country Meet in Owensboro, KY.  There are 14 students on the team roster who would be traveling by bus on October 8th.  Hotel arrangements are pending trip approval.  

VII.F.5. Band Trip April, 2022-FCHS
Rationale

The Franklin County High School Band requests permission to travel to Orlando, Florida during Spring Break.  Leaving after school on Friday, April 1 and return on Wednesday, April 6. Students will give a musical performance in Disney's Magic Kingdom while also attending several other amusement parks.  

 
Taylor Tours is the organizing company for this trip.  Certified teachers that are traveling with the band will be Josh Toppass and Andrew McGrannahan.
 
This is an optional trip that students are NOT required to participate in.  The cost per student will be around $1100 and we are hoping that some fundraising will offset the cost.
 
There will be the option for students to purchase trip insurance so that in the event that the health crisis or other unknown issues occur, students will be able to get their money back.

VII.H. EES Kids In Need Foundation
Rationale

EES requests the approval to receive donations through the Kids In Need Foundation from Five Below and JoAnns.  Donations include arts and crafts and other supplies which will be made available to students and teachers.

VII.I. Shortened School Day Notice
Rationale

A shortened school day and/or week is being requested for four students with disabilities. This request represents the recommendation of an Admission and Release Committee (ARC) for the students based on data from the current Individual Education Program and a physician’s recommendation. A plan has been developed to address students returning to a full school day. The ARC will continue to address this possibility with input from the physician. 

If additional requests are made throughout the school year, then I will notify the board. 

It is my recommendation for the Franklin County Board of Education to approve the request for shortened school day/week for four students listed on records maintained by the Director of Special Education.
