II. Public Comments
Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

IV.A. Donation of Painting
Rationale

The family of Lavera Jean Wright, Peaks Mill High School graduate, would like to donate her painting of Peaks Mill to the Franklin County Board of Education.  The family is unable to be here in person, but have shared the following:   

Lavera Jean Wright graduated from Peaks Mill High School in 1952. Later that year she married the love of her life, Charles Sizemore, who had also graduated in the same class. Their only child Debbie was born in September 1953. After Charles completed his time in the Air Force, the family moved to Walton in northern Kentucky in 1956. Charles went to work at Central Trust Bank (now PNC) and Lavera worked at Sizemore Manufacturing, a Walton company owned by Charles’s aunt. She sat at a sewing machine for years and eventually was made supervisor. Lavera had always dreamed about studying art. After working for over 20 years, she stopped working outside the home in the early 1970's. Lavera finally followed her dreams and decided to take lessons from a local artist who ran an art studio. It didn’t take long before she was helping to teach lessons. She helped run the studio for years, and kept it going when the owner had cancer. She loved helping the students improve in their skills. Many people in Walton have taken art lessons from Lavera, and tell Charles and Debbie how patient and kind she always was. Lavera passed away in February 2018 after a long illness with Crohn’s disease and other complications. She loved her early life growing up in Frankfort and her time at Peaks Mill. She would be very proud to know that this painting is now here. 

IV.B. Creation of the Damon Greene Memorial Fund
Rationale

The Damon Green Memorial Fund will offer a scholarship to a Franklin County High School senior and a Elkhorn Middle School award each year to an outstanding vocal student.

IV.C. Naming the Fayette County Juvenile Detention Center School Program
Rationale

Adam Nance, Fayette County Juvenile Detention Center Principal, is requesting to name the school program at the detention center the Future Forward Education & Career Center (FFECC) to focus on a more positive implication for each student's future. 

 

Below are some examples of successes during the 20-21 school year and what it will mean to be Future Forward.

During the 2020-2021 school year our staff serviced over 260 students, earned over 120 credits, graduated 5 students with a high school diploma, enrolled 9 students working towards a GED, 1 student obtained their GED, and staff helped recover 30 credits, followed by many other successes. 

Future Forward provides a unique educational experience for middle and high school students by creating an individual path towards graduation and providing exposure to career pathways for all students. The facility itself resides in the middle of horse country--therefore our school mascot will be that of a thoroughbred horse, called the CHAMPIONS. Thoroughbred horses are known for their speed and agility but more specifically, use blinders to focus on the finish line. In our case, the finish line is a high school diploma or GED.

Donations valued at $1000 or more must be approved by the Board. The Deloitte Company has offered to provide supplies for teachers in a campaign called Teacher Drive. The supplies are estimated to be valued over $1000.

Rationale

The Frankfort Plant Board would like to donate $12,00 for 12 water stations. They would also like to include signage around the water fountains to communicate how drinking tap water saves money, reduces waste, and encourages health.

Rationale

The update to Policy 09.124 is to remove the mandate of charging tuition for out of district students is attached for the first reading.  

IV.H. Second Reading and Approval of Updated Policy 05.48
Rationale

Policy 05.48 has been recommended to include the title of School Safety Coordinator in the language.  The policy is attached for approval.  The first reading was on July 6, 2021.

Attached is a the American Tower Corporation proposal.  American Tower Corporation is an independent contractor of wireless and broadband communications sites and we currently lease our property to them.  

American Tower Corporation is giving us the option to buy out the lease with a one time purchase or to sign a forty year lease extension.

Rationale

Students who voluntarily sign up for our 6th grade orientation, Tribal Training, will have the opportunity to attend a day of team building at BMS with the mobile Life Adventure Center course. This opportunity is at no cost to the student and will be chaperoned by the BMS staff working orientation. Students will be learning communication skills necessary to be good team members.

Rationale

eOS is a software system similar to Kickboard used by other schools in the district.  eOS has the ability for teachers to submit discipline and recognition referrals (staff and student), give focus taps, allow students/parents/teachers to track credits, issue passes for students to be in other areas of the building besides the classroom (restroom, guidance office, office, etc.), gives the staff the option to create focus groups and watch lists that can be used for MTSS tier documentation along with a whole host of other elements that are beneficial to students, staff, parents and the school as a whole.

VI.H.1. Dance Team Camp-FCHS
Rationale

FCHS Dance Team would like to hold an instructional camp for team members August 7-9, 2021
 
Over the course of three days, UDA professionals will work with the dance team on technique, leadership, and team building in addition to learning up to 4 routines in person.  In addition to having access to music and routines after the camp. These routines will be used during team performances at games and other community events (meet the flyers etc.)  We are able to gain so much from this experience through exposure to different dance styles, choreography, and additional material.
 
UDA is able to come to FCHS to provide the camp August 7-9th. This was not mandatory for all dance team members to attend, however all 16 dance team members have chosen to participate in the opportunity and are aware of the dates and time commitment each day of the camp.Coach Emily Goodwin and assistant coach Alexis Mitchell will also be in attendance. The cost per student is $199 and will be paid through the dance booster.

Rationale

As outlined in the Superintendent's contract, the annual wage memorialization is listed below. The Superintendent's salary was adjusted by the same percentage change on the certified salary schedule based on rank and his years of experience moving from step 26 to step 27. 

 
The base salary plus extended days in FY21 was $136,618. The base salary plus extended days in FY22 is $140,849.37.
