Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

V.A. FCS Promise Statement
Rationale

The FCS Promise Committee, comprised of certified and classified staff representing the entire district, and led by Tracey Cline, Matt Osborne and Jennifer Perkins as part of their leadership development, met throughout the year to develop a promise statement to supplement our mission and vision. Upon adoption, we will be sharing this promise with all of our parents, students and community members. This will help establish our goals in the development of goals for a multi-year strategic plan.

FCS will provide an inclusive and equitable learning environment, will develop the whole child, and will prepare every student for success!

VII.D.2. No Excuses University-EMS
Rationale

EMS would like to partner with No Excuses University to foster a more intense focus on college and career readiness. EMS would also be able to brand itself a No Excuses University school, the 1st one in the state of Kentucky. Details of the program are listed below.

 

Damen and Dan Lopez founded No Excuses University based on three core beliefs:

The Community Work Transition Program is a cooperative effort between local school districts, the Office of Vocational Rehabilitation (OVR) and the Interdisciplinary Human Development Institute at the University of Kentucky (IHDI), to assist eligible students with pre-employment transition services to all students with disabilities starting with the most significantly disabled first from high school to employment.  We have participated in this program for the last 19 years and want to continue to offer this program as this will help students obtain a Career Work Experience Certification.

Westridge Elementary is requesting approval to apply for an Educators for Equity through NWEA.  This grant would provide $10,000 to recipients.  The focus of the grant is to foster growth in students effected by systemic barriers such as socioeconomics.

VII.F.1. Correction to Social Worker Salary Schedule
Rationale

The social worker salary schedule approved by the board at the May 3 board meeting was dated 2020-2021, and should have been dated 2021-2022.  A corrected salary schedule has been submitted for board approval.

 

VII.F.2. Amend Summer Scholar Coordinator Stipend
Rationale

Request approval of an amendment to the Summer Scholar Coordinator stipend to $7500 for 20 hours per week for 12 weeks for their work in supervising our Summer Scholar programs.  This correction reflects the $31.25 per hour that was the intended compensation.

 

VII.F.3. Emergency Substitute Authorization for 2021-2022
Rationale

The supply of certified substitute teachers in the Franklin County School District is inadequate to meet current demands.  On most days throughout the school year, emergency certified substitute teachers are needed to fully staff our schools.

State regulations require that the board state that "a sufficient supply of fully certified substitute teachers to staff substitute positions is unavailable and the board declares that an emergency exists."  This will allow the Superintendent to apply for Emergency Substitute Certification for applicants who wish to be hired as substitutes for Franklin County Schools.

VII.F.9. Approval of Adjunct Instructor Certificate
Rationale

We are requesting approval to seek an Adjunct Instructor Certificate for Ms. Julie Pinto, who has been employed as a PT LBD Teacher and assigned to William Cofield High School.

VII.F.10. Create Deputy Superintendent Position
Rationale

Request approval of the attached job description for Deputy Superintendent and creation of the position for the 2021-2022 school year.  This will be a 240 day position to be paid from the certified salary schedule with an administrative personnel increment of 39%.

 

 

VII.F.11. Approval of Extended Days
Rationale

Request approval of 10 extended days for one Western Hills High School Assistant Principal position to allow for an extra duty assignment during the summer.  This will be effective for the 2021-2022 school year only.

VII.G. Overnight/Out-of-State Trips
VII.G.1. Annual Washington D.C. Trip-BMS
Rationale

BMS is requesting permission to travel Sept. 21-25, 2021. This trip is to allow families that financially committed to the 2019-20 Washington D.C. trip and for families who missed the trip opportunity during the 2020-21 school year, due to COVID, the opportunity to attend this educational field trip.  This trip would include freshmen and sophomores in the 2021-2022 school year.  We expect that D.C. will be fully open by September and understand that travel approval will be pending COVID restrictions.

VII.G.2. FCHS Chorus to Kings Island
Rationale

FCHS Choral Department requests approval to go to The Summer Scholars Program at Kings Island August 8, 2021.

Raye Hurley is the teacher/chaperone.

District Transportation is requested.

15 Students are expected to attend.

VII.G.3. Band Out of State Trip 2022-WHHS
Rationale

The Western Hills Band would like permission to attend an overnight trip next February 2022 to perform at the Pre-Mardi Gras Parade in New Orleans. The cost would be offset by fundraising and boosters.  Please see attached details and contracts for lodging, travel and the itinerary.

The Western Hills Basketball Team would like to request permission to conduct a youth basketball camp on June 19th.  The time will be 9-12, cost will be $30 and the ages are grades K-8.  

VII.H.2. FCHS Youth Archery Camp

FCHS Archery would like to hold a youth camp this summer.

Camp will be open to youth 4th to 8th Grades
