III. Public Comments
Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

IV. New Business
IV.A. Inpatient/Residential Psychiatric Care Linkage Agreement
Rationale

The linkage agreement for inpatient/residential psychiatric care to children and adolescents, ages 5-21 with JWAN, LLC and Franklin County Schools is attached for your review and approval.

After consultation with the board attorney, there is no legal basis to refuse to enter into the linkage agreement.  In the event a facility is opened, Section 13(6)(b) of 902 KAR 20:320 will require a detailed written plan addressing qualifications of staff, access to records, and financial agreement between the facility and the district.

IV.B. Supplemental School Year
Rationale

On March 24, Gov. Andy Beshear signed into law Senate Bill 128, which creates the Supplemental School Year Program. The legislation allows any K-12 student enrolled during the 2020-2021 school year to use the 2021-2022 school year as a supplemental year to retake or supplement courses the student already has taken. 

Students had until May 1 to submit a request to the board of education; the board has until June 1 to decide whether to accept all requests or no requests. Parents submitted their interest through a survey and/or by contacting their child's school directly. Survey response numbers received as of 4/30/2021 are attached for your review.

The board retains the ability to create policies to avoid punitive measures against students.

IV.C. HES Donation
Rationale

White, Greer & Maggard Orthodontics is interested in donating car rider tags, re-usable folders and t-shirts for students at Hearn Elementary for the upcoming 2021-2022 school year. 

Hearn Elementary is requesting permission to accept this generous donation.  Donations valued over $1000 requires board approval.

IV.D. Naming of the Elkhorn Middle School Theatre
Rationale

EMS would like to request approval to name the theatre "The Damon Greene Theatre".

 

In addition, they are planning a small dedication on May 20th for students and staff.

The Paul Sawyier Public Library is requesting use of the Western Hills High School parking lot on Tuesday, June 8, 2021 to host a Drive-Thru Circus.  Details are attached and the event will comply with CDC regulations and mask mandates as established by Governor Beshear.  All facility agreements require the group to list Franklin County Schools as additionally insured.  

VI.D.7. Stamp Machine Contract- WHHS
Rationale

Western Hills High School would like permission to enter into a 1 year contract with FP Mailing Solutions.  This would give us a scale and stamp printing ability.  We feel this will save both time and money and shipping costs. Money will come from Section VI.

Rationale


Franklin County High School requests approval to send Paul Marshall (2020-2021 sophomore) to the summer Hugh O’Brian Youth Leadership Conference.  The conference will be held Jun 17-20, 2021 either on the campus of Berea College in Berea, KY or will be held virtually.  If in-person, students do stay overnight on the college campus.  FCHS selects one representative to attend the summer leadership conference.  Registration fee of $250 is paid by the Franklin County Schools  Guidance Funds.  Parent is responsible for transportation to and from the conference. Parent does not stay at leadership conference.  Supervision is by the HOBY Leadership Conference Staff.

VI.F.2. BMS FFA Field Trip

2021 FFA Camp in Hardinsburg, KY on July 14-16 for 9 students.  2 staff members will chaperone.  The cost of the trip is $125 per student. The cost will be reduced with FFA alumni sponsorship and local groups.  

VI.F.3. FCHS FFA Camp/Overnight Trip

FCHS FFA would like to attend  FFA Camp June 28-30, 2021 at the FFA Leadership Training Center, 111 FFA Camp Road, Hardinsburg, Ky

Club Sponsors/Chaperones:  Kylen Douglas and Erica Baxter

9 Students will attend and pay a $75 fee for the camp

Transportation:  FCS Bus, to be paid from FFA School Activity Funds (Bus Request and PO attached)
