II. Public Comments
Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

III.A. Create Virtual Academy Teaching Positions
Rationale

Request for the board to create the following positions to be funded by CARES Act funds:

4 High School Virtual Teachers

4 Middle School Virtual Teachers

4 Elementary School Virtual Teachers

III.B. Create Summer School Positions
Rationale

Our intent is for District Summer School positions to be filled by current staff who will be paid an extra duty stipend that was previously approved by the board.  However in some cases, PT temporary staff may need to be employed in order to provide services for all students.  For this reason, we are requesting the board create the following District Summer School positions to be funded from CARES funds:

15 Teacher positions to be paid $31.25 per hour

15 Instructional Aide positions to be paid $20.83 per hour

In addition, we need to create 25 bus driver positions at $24 per hour and 10 bus monitor positions at $16 per hour to be paid from CARES funds.

A sewer easement is needed for an adjoining property to the maintenance department.  The easement will not have a negative impact on the Franklin County Schools maintenance facility.

Rationale

Rationale

Attached for your review is the contract for General Butler State Park for the annual Administrator Retreat.  The retreat is a time for district and school administrators to focus on leadership and instruction for the upcoming school year.

V.E.1. Aetna Better Health of Kentucky, Child Abuse Prevention Mini Grant
Rationale

Amy Snow, Dropout Prevention & Volunteer Coordinator would like to apply for the Aetna Better Health of Kentucky, Child Abuse Prevention Mini Grant.  A description of the project is below if awarded the mini grant.  
 
Project Description:
The Franklin County Schools Board of Education is located on a main road, leading to the hospital and three schools.  FCS staff will line the road with pinwheels.  Our central office staff will dress in blue on a designated date in April and host a "thank you" luncheon for the Franklin County Department of Community Based Services, Child Protective Services division staff. The luncheon will adhere to all CDC guidelines and will most likely be a boxed lunch carry out event.
 
 

V.E.2. Fiscal Court Grant
Rationale

Amy Snow is requesting approval for the Fiscal Court Grant for a total of $6000, $1000 per school:

Collins Lane Elementary, Bridgeport Elementary, Early Learning Village, Hearn Elementary, The Academy, and Westridge Elementary. 

Funds received are overseen by the FRYSC coordinators and Sarah Vivian. Funds are to be utilized for basic needs for students. Additionally, OSHA certification fees for Academy students.

EMS teacher, James Gambon,  would like to apply for two grants from the McKesson Corporation through their Icare committee. They award up to $250 to a school department.

Rationale

The Western Hills Softball and Baseball teams would like to request permission to attend the State 2A baseball tournament in Owensboro April 23,24, and 25.  This would be IF we win the first round in March.  The booster clubs would take care of all financial costs associated with the trip.  This would be an overnight trip and transportation would be needed.  

 

Detailed housing and PO's for the trip would accompany this request if we win March 30th.

Rationale

Westridge Elementary requests the approval of the annual Jog-A-Thon.  This event is held during grade level physical education class and is sponsored by the PTO.  The students raise money for each lap they run around the bus circle.  The money goes to support student events and playground improvements.

V.J. ASP Summer Program Fees
Rationale

The Elementary School ASP Summer programs are requesting approval of ASP fees for various activities. Fees are attached. Fees for trips will depend on current Covid guidance.

Previously I notified the board of five students requesting a shortened school day/week.
