Public Comments
The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

City of Frankfort Internet Funding Agreement
The City of Frankfort Internet Access Funding Agreement is attached for your review and approval. The agreement details $5000 dedicated to help offset the cost of providing internet through the FCS/FPS internet agreement.

Amend Policies 03.122 and 03.222
Under state law (KRS 2.190) the Presidential Election day shall be a state holiday. Policies 03.122 and 03.222 are attached for your approval with the amendment adding the additional holiday in the year of a presidential election.
Board policy 01.5 allows an emergency reading to approve policies at the initial reading and this emergency reading is intended to confirm that in policy in a timely manner.

Revise Substitute Teacher Salary Schedule
In an effort to secure additional substitute teachers, we are requesting the temporary approval of an additional $50 per day payment for substitute teachers who accept assignments. This increase would be in effect until 12/31/20.

Grants
VI.E.1.
KYSTE Grant- EMS
EMS would like to apply for the KYSTE Grant. The grant would allow us to purchase technology that can be used in the classroom. The maximum amount is $10,000
VI.E.2.
KYSTE Grant Application- WRE
Westridge Elementary requests approval to apply for a grant worth up to $10,000 from the Kentucky Society for Technology in Education (KYSTE). If approved, Mrs. Masters, WRE librarian, will complete and submit the application by the deadline of December 4. Mrs. Masters will request grant funds to purchase more coding supplies to benefit our students.

VI.F.1.
Create Extra Duty Positions
Request the board create the attached extra duty positions and approve the salary schedule. These positions are funded by Section 6, Boosters and Yearbook Funds.
VI.F.2.
Approve Job Description/Create Position
Request approval of a job description for Preschool Secretary/Instructional Aide and creation of a district-wide position (7X182) to be funded with IDEA Basic funds. This position would be paid from MUNIS 103 on the classified hourly salary schedule.
VI.F.3.
Approve Revised Extra Duty Salary Schedule
Request approval of a revised Extra Duty Salary Schedule with the addition of a middle school education pathway stipend which would provide the district with a teacher at each middle school in addition to the teachers at each high school. These teachers will identify, work with and nurture students who may be interested in pursuing a career in education.

FT Emergency Certification Request
Request authorization to seek FT Emergency Certification for Heather Penn, a Science Teacher at WHHS, which would allow her to teach Earth Space Science.
