II. Public Comments
Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

Rationale

This is to add tutorials for students based on Kentucky Academic Standards. There is no additional cost to the district.  Remaining ESS funds will pay.  All principals (middle and high) are aware.

VI.D.3. Ohio Valley Educational Cooperative (OVEC) Physical Therapist Contract 2020-21
Rationale

We have some students who have Physical Therapy listed on their Individual Education Plan (IEP).  OVEC has someone employed to provide this service.  This contract will allow us to access this service and then reimburse OVEC.

Rationale

Attached is the Collins Lane Elementary RTA Assurance Statement for the 2020-2021 school year.  By signing the assurance statement we are stating that we will continue to follow the guidelines set for in the grant.  The RTA grant covers most of the salary of a specialized reading interventionist and requires us to build capacity in the primary by adding an additional teacher for additional reading training each year.

Collins Lane Elementary is requesting board approval for the 2020-2021 Assurance Statement for the MAF (Mathematics Achievement Fund) funding.

Rationale

Franklin County EL Department would like to request the board approve entering into a contract with Ellevation Education in the amount of $18,000 to be paid out Title I and Title III funds.  This subscription provides El Teachers and students instructional support for our english learners.  It is also a platform to analyze EL student data and develop program service plans.

VI.E.5. Emergency Substitute Authorization for 2020-2021
Rationale

The supply of certified substitute teachers in the Franklin County School District is inadequate to meet current demands.  On most days throughout the school year, emergency certified substitute teachers are needed to fully staff our schools.

State regulations require that the board state that "a sufficient supply of fully certified substitute teachers to staff substitute positions is unavailable and the board declares that an emergency exists."  This will allow the Superintendent to apply for Emergency Substitute Certification for applicants who wish to be hired as substitutes for Franklin County Schools.
