II. Public Comments
Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

III.A. Approve Resolution to Execute Lease Agreement
Rationale

Dwight Salsbury, from Ross-Sinclair, who acts as our fiscal agent in these matters, is recommending that we approve the resolution entering into contract with the Franklin County School District Finance Corporation and agree to finance the turf field installation project with bonds. The Finance Corporation approved going into lease with the Franklin County Board of Education on May 18, 2020.

The Bond Resolution is attached.

Rationale

As part of the annual review of the Title I Parent Involvement and Engagement Policy, we received parent recommendations to include how the policy is available online through school websites and available in multiple languages upon request.  The policy has been updated to include this language.  The first reading of the policy was at the May 18, 2020 meeting.

As part of the KETS requirements, districts are required to have an active Technology Plan. This is the yearly update of the plan, and has been reviewed by the Technology staff, School Technology Coordinators, Instructional Technology Coordinator, and Assistant Superintendent John Fields.

Middle schools and high schools will still participate in the free and reduced lunch program.

According to the Paid Lunch Equity (PLE) tool, that the USDA requires us to use for meal pricing, we will need to raise the paid students lunch price from $2.80 to $2.90 to be in line with the requirements for school year 2020-21.

What is Good Sports:
Good Sports provides a philanthropic outlet for equipment manufacturers’ excess inventory, while providing access to children in need. Many kids in high-need communities cannot afford to play, so we alleviate the budget constraints of the youth programs and schools in their community by donating brand-new sporting equipment, apparel and footwear. 
 
If Elkhorn is chosen our school will:
Be able to use up to six (6) equipment requests over a two-year period
 
Applicants/Schools must meet the following criteria:
Your organization directly serves youth between the ages of 3-18 years old
Your organization serves youth in an economically disadvantaged area
Your organization charges a participation fee of $299 or below
Schools Only:  More than half of the student body must be eligible for free/reduced lunch.  School cannot charge a tuition.
Your organization is located in the United States
Your organization operates an organized sport, recreational activity, or fitness program that offers consistent and structured opportunity for play to large groups of children
 
Application Request Form: The application requires to select 5 items that our school is in need of, I have chosen the following items

Cost
You will be required to sign a release form and pay a shipping and handling fee prior to receiving each donation. The fee will always equal 5% of the total retail value of the items; for example, if the total value of your items equals $2,000, you will be asked to provide $100, etc.  There is no maximum fee.

Request to extend approval for the trip into the 2020-2021 school year.  WHHS and BMS have agreed to coordinate travel dates in the fall when restrictions are lifted to ensure families don't lose money already paid toward the trip.

Rationale

Pending COVID-19 Status-

Boys Golf would like to request permission to attend an overnight trip to Pikeville, KY to play in their Golf Tournament August 7-8, 2020.  The students would stay at the Landmark Inn, 5 students and 3 chaperones.  Parents would drive their own child.  Booster Club will pay registration and student meals.
