Franklin County Board of Education

during School Board Recognition Month

January 2020

 

 

WHEREAS our community values a quality education as a vital step along the pathway to success for our children; and

 

WHEREAS Natalie Lile, Chuck Fletcher, BeLinda Henson, Larry Perkins, and Justin Watterson contribute greatly to this community through their service on the Franklin County Board of Education; and

 

WHEREAS these decision-makers are responsible for maintaining strong, effective budgetary oversight, high standards for employment and a safe, well-managed set of school facilities; and

 

WHEREAS these board members are serving our community with integrity, honor and a commitment to our children’s futures; and

 

WHEREAS January 2020 marks Kentucky's observation of their contributions through School Board Recognition Month;

 

THEREFORE, I, Huston Wells, County Judge/Executive, do hereby proclaim the month of January 2020 throughout this community as School Board Recognition Month and urge all citizens to honor Natalie Lile, Chuck Fletcher, BeLinda Henson, and Justin Watterson for their service.

Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

Rationale

Donations valued at more than $1000 must be approved by the Board. The first graduating class at Franklin County High School would like to make a donation in the amount of $2000 to be used for a new sign on the front lawn of the school.

Rationale

According to State and Federal guidelines, parents have the option of requesting an independent evaluation at no cost to them if they disagree with our evaluation.  This contract will allow us to meet State and Federal guidelines. The funding for this service will come from IDEA Part B Basic.

IX.D.3. Drama Performance Contract-WHHS
Rationale

The Western Hills Drama Club would like to request permission to enter into a contractual agreement with Samuel French Theatrical Company to perform "Clue: The Musical".  All financial obligations would be paid for by the WHHS Drama Club.

Rationale

Bridgeport is seeking approval for the attached Lexington Legends Field Trip Contract. Our 2nd and 3rd grade students will be attending a field trip there on April 24, 2020.

IX.D.5. Beta Convention Hotel Contract Updated-BMS
Rationale

An overnight trip for the Bondurant Beta Club has already been approved.  However, more Betas than originally thought plan to attend so we need approval to expand the accommodations for the number of students.

IX.D.6. Contract with Kentucky Horse Park
Rationale

The contract with Kentucky Horse Park for the use of Alltec Arena for 2020 graduation is attached for your approval. 

IX.E. Grants
IX.E.1. Target Field Trip Grant PME 3rd Grade
Rationale

Ms. Gould a 3rd grade teacher at Peaks Mill applied for a field trip grant with Target. They won the field trip grant for $700.00 and plan to use this to cut the cost for parents as they attend a Spring field trip to the Louisville Zoo. Students will attend a special session at the zoo that connects to their book study.

IX.E.2. WHAS Crusade for Children Grant Application 2020
Rationale

The WHAS Crusade for Children Grant proposal is requesting $33,000.00 to purchase technology and provide stipends to co-teach teams.  This will provide students with disabilities effective differentiated instruction and increase student engagement.

IX.G.1. Out of State Dance Competition Trip-FCHS
Rationale

The FCHS Dance Team would like like to travel to Jefferson, Indiana Jan. 12, 2020 to participate in competition.  They will be returning the same day.

The competition will take place at Jeffersonville High School.

Coach/Chaperone:  Emily Goodwin

16 Students will participate

Cost is $320 for registration, to be paid from Dance Booster funds.

Transportation:  District transportation is requested, to be paid by district athletic competition funds.

IX.G.2. BETA Convention-WHHS
Rationale

The Western Hills High School BETA Club would like to request permission to attend the State BETA Convention on January 19-21, 2019. We will have approximately 55 BETA members and 5 chaperones.  Hotel accommodations are the Galt House in Louisville, KY.  The BETA club and students will be responsible for all lodging and costs. School bus transportation will be required.  Request is attached.  

IX.G.3. Overnight Choir Trip Feb. 5-8, 2020- FCHS
Rationale

FCHS Choir requests overnight travel to Louisville, Ky to participate in KY-KMEA Feb. 5-8, 2020

Letter from Raye Hurley outlining the trip is attached.

Chaperone/Choir Director:  Raye Hurley

12 FCHS Students will participate

Accommodations: Embassy Suites, cost of $190 per student

Transportation:  District Transportation to Louisville to be paid by district competition funds (Bus Request is attached)

The parents will pick students up from Louisville on Feb. 8, 2020.

Event Registration of $55 per student to be paid by Choir Booster Club

The substitute teacher for the three days will be paid from Choir Booster Funds

IX.G.4. Band Overnight to All-State Competition-FCHS
Rationale

FCHS Band requests permission for three students to travel to All-State Competition at the Galt House, Louisville, Ky Feb. 5-7, 2020

Chaperones/Teachers:  Josh Toppass and Chris Collins

3 students attending:  Cole Dudley, Ben Mauer, Clifford Strong

Hotel:  The Galt House

Cost per student:  $100

All other associated costs to be paid by FCHS Band Boosters

IX.G.5. WHHS UL Honor Band
Rationale

Western Hills High School Band would like to request permission to attend the UL Honor Band.  Students have been selected to audition and perform with the UL Honor Band.  We have six students that will be attending and one chaperone, Mrs. Wallace.    Students and staff will be staying at the Holiday Inn Fair/Expo and will need a bus to transport.  Lodging will be covered by the boosters.  The driver is asked to stay with the band to provide transportation to and from the hotel and UL. 

IX.G.6. WHHS Choir-Updated Transportation Request
Rationale

The Western Hills Choir has received previous permission to attend Disney World during Spring Break and perform.  Attached is an updated change in transportation and request approval for this change.  

Instead of flying with Frontier Airlines, they will be flying with Southwest.  The date is now departing on the 3rd of April instead of the 2nd.  

All other previously approved information remains the same. 

IX.G.7. WHHS Band-All State Conference
Rationale

The Western Hills Band would like permission to allow 1 student to attend the All State Conference on Feb 5th-8th.  Wallace will chaperone.  Parent will be providing transportation for the one student.  Lodging will be paid for the the booster club.

Rationale

Westridge Archery club requests permission to host a fundraiser in January and February to sell flashlights.  The money raised through the fundraiser will go towards the purchase of arrows and targets.
