The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

V.A. KISTA Resolution/Bus Purchase
Rationale

A FY20 bus fleet replacement proposal is attached for your review. Also attached are bus quotes and a sample payment schedule for KISTA bus purchase for your review. 

The Director of Transportation is requesting approval to purchase a total of four (4) buses.  KISTA financed buses include 2 propane and 1 diesel.  One additional purchase of a propane bus will be partially funded by the Clean Air Grant.  See attached purchase proposals.

The Western Hills Wrestling team would like to request permission to enter into a lease agreement with Sweeney Properties to use their facility from 10/1/19 to 3/31/19 at a cost of $300 per month/ $1800 total.  The rent would be paid from the Western Hills Athletics account. The lease is attached.

Rationale

Westridge Elementary requests the approved of the attached contract with David Biedrzycki, children's author.  The Westridge PTO will be covering part of the cost.  This opportunity allows students to experience the process of creating characters, coming up with ideas and the process of becoming a published author.

VIII.D.11. Hearn Staff Christmas (The Foundry)

Hearn Elementary is requesting the acceptance of the attached contract to have our Christmas party at the Foundry on December 14, 2019 to be paid from teacher vending.

Rationale

Hearn Elementary is requesting the non renewal of the current Pitney Bowes contract for our postage machine. FP mailing solutions has presented a similar machine to what we are currently using at almost half the quarterly cost.

VIII.E.1. WRE Request to Apply for Arts Grant
Rationale

Westridge Elementary requests permission to apply for the Andrew Lloyd Webber Arts Initiative grant to support our spring musical.  Westridge Elementary continues to support students with high quality arts and drama opportunities despite limited funds.  The drama club raises about $15,000 per year to put on the spring musical that is enjoyed by the surrounding community members.  This grant could provide $10,000 to the drama club and could relieve some pressure of fundraising.  Please see the following link for more information for the grant.  The deadline has been extended.

Rationale

The 5th grade teachers from Bridgeport is requesting approval for an overnight/out of state field trip to Great Wolf Lodge in Mason, Ohio. This trip will occur on May 14-15. This trip is only for 5th grade students and are requesting to use FCS buses.  

VIII.G.2. HOSA Conference- WHHS
Rationale

The Western Hills HOSA club would like to request permission to attend the HOSA conference on October 27 and 28.  The students will be staying at the Crowne Plaza in Louisville.  Six students and one chaperone will be attending.  HOSA will cover the rooms, students will pay registration and food.  Bus transportation will be needed, see attached request. 

VIII.G.3. WHHS Choir Overnight Trip
Rationale

The WHHS Choir would like permission to attend the Morehead State Choral Festival.  The dates are November 11th and 12th.  There will be 19 students and 2 chaperones attending.  The group will be staying at the Best Western Eagles Inn in Morehead, KY.  Transportation will be Miller Transportation and the contract will be sent once approved.  

VIII.G.4. FCHS Band Trip Request April 2-6, 2020
Rationale

The FCHS Band would like to travel to NY City April 2-6, 2020.  

Taylor Tours will organize this trip.

Highlights of the trip include a performance at the Statue of Liberty and torus of Rockefeller Center, Radio City, Ellis Island, 911 Memorial, among other NYC cultural attractions.  Students will also take in a Broadway show as well as a performance by the Blue Man Group.

Estimated total cost for this trip is $900 per person.  This price may change (get a little lower) after we get a final count of how many people are going on the trip.

The band will stay in a hotel right outside of NYC.  Accommodations will be booked as soon as the school board grants approval for this trip.

 

VIII.G.5. Beta Convention Trip Request Jan. 19-21-FCHS
Rationale

FCHS would like to participate in the Beta Convention taking place at the Galt House, Louisville, Ky Jan. 19-21, 2020.  Approximately 90 FCHS Students will be competing in various arts and academic competitions at the convention.

Chaperones: Sponsor, Kathy Parritt + 8 additional FCHS Staff Members (subs to be paid from Beta Club Activity Funds)

Transportation:  FCS Buses, paid from District Competition FUnds)

Hotel:  The Galt House

Cost is $150 per student, with scholarships available

Rationale

FCHS FFA would like to travel to Indianapolis, In Oct. 31-Nov. 1, 2019 to participate in the National FFA Convention.

VIII.H. School-Wide Fundraisers
VIII.H.1. Let's Play 3K Fundraiser-BPE
Rationale

Bridgeport is seeking approval for our annual Let's Play 3K. Money is raised by registrations and donations. The proceeds from the 3K will be used to purchase playground equipment. 

VIII.H.2. Fundraiser for Great Wolf Lodge Trip-BPE
Rationale

Bridgeport's 5th grade teachers are requesting approval for fundraising for the Great Wolf Lodge trip on May 14-15.  The approximate cost before fundraisers is $80. Proposed fundraisers for this trip include Fall Candy Grams, Hat Day Fridays in November, Winter Candy Grams, a Movie Night, Valentine Candy Grams, and a Spring Fling for 3rd-5th graders. All of the fundraising activities are for all students, unless otherwise indicated.

VIII.H.4. WRE Drama Fundraisers

The Westridge Drama club would like to submit the following fundraisers for approval to raise funds for the spring musical, Mary Poppins.

11/22 Fall Dance- students would be charged admission and concession fees.

12/21 Holiday Helpers-babysitting and gift wrapping will be offered to families for a small fee.

The WRE girls basketball program will be hosting a spirit week the week of Oct. 14-18 raise funds to help offset the cost of warm-up jerseys and basketballs needed for this season.

STLP at HES would like to enter the Community Service competition for regionals and hopefully state.  Part of their project is a "bettering their community" which involves fundraising for outdoor recess equipment, starting Nov 1- Dec 7.  Please see attached description for the project.

Elkhorn Elementary After School Program requests the approval to collect a fee from parents who wish to purchase a book published by the ASP children.  ASP will not profit from this.  The fee is the actual cost of the book from the company.  The fees are as follows.  Softcover Books:  $20, Standard Hardcover Books:  $25, and Deluxe Hardcover Books:  $28.

Rationale

EES requests the approval to collect a $40 fee for the 2019 Central Kentucky Choral Festival on November 15, 2019.  $25 dollars will go toward the registration fee and $15 will go toward required materials for the program.
