Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

IV. New Business
IV.A. Increase Sheriff's Commission for Tax Collections
Rationale

State law requires school districts to compensate the Sheriff from 1.5% to 4.0% for collection of school taxes. Currently, Franklin County Schools compensates the Sheriff's office 2.0%. Recent tax collection rates are near 99% collection rate. I am recommending the district increase the compensating rate to 2.5%, an increase of 0.5%, which is more aligned with neighboring districts. All other Taxing Districts currently pay 4.25% to include the State, Health Department, Library, Franklin County, Soil Conservation and the Extension Office.

IV.B. Approve Tax Rates for 2019
Rationale

As required by KRS 160.470 (7), advertising and hearing requirements must be met in order to levy a tax rate that exceeds the compensating tax rate. 

 
Advertisements were placed in The State Journal local newspaper on August 23, 2019 and August 30, 2019 for the public hearing on September 9, 2019 at 5:00 p.m. at the Franklin County Schools Central Office.
 
The purpose of the hearing was to entertain public comments related to a proposed tax levy of 74.3 cents on real property and 74.3 cents on personal property. 
 
In 2018, a real property and personal property tax rate of 71.5 was levied by the Franklin County Board of Education. For 2019, a tax rate of 74.3 is proposed for both real estate and tangible personal property. 
 
The Board is also required to set the tax rate for 2019 for all motor vehicles. The proposed rate of 51.0 cents is the same rate that has been levied since 1983.

Approve the following tax levy per $100 of assessed value for 2019-2020: Real Estate 74.3 cents; Personal Property 74.3 cents; and Motor Vehicles 51.0 cents

VII.D.1. FCCTC Copier Rental Agreement
Rationale

Franklin Co. Career and Tech is requesting approval and signature for the rental agreement of copier Kyocera TASKalfa 5503i.  This is the main copier used by staff and teachers at Career and Tech. 

VII.D.2. KPrep Pep Rally BMX Contract-PME
Rationale

This will come out of our FRC budget as she has allocated money for student experiences.

VII.D.3. Contract MindPsi Psychological Services
Rationale

According to State and Federal guidelines, parents have the option of requesting an independent evaluation at no cost to them if they disagree with our evaluation.  This contract will allow us to meet State and Federal guidelines.  The funding for this service will come from IDEA Part B Basic.


VII.D.4. WRE Kona Ice Contract
Rationale

Westridge Elementary requests the approval of the following Kona Ice School Character contract.  Kona Ice days will serve as a celebration of leadership at Westridge.  The character trait identified by the Kona Ice program will be the focus of identification of chosen leaders for the month.

Attached is a quote for a 3 year purchase of Papercut Mobility, which allows us to provide and monitor printing for all users from Chromebooks.

VII.D.6. Head Start Full Utlization
Rationale

The purpose of this agreement between the Franklin County Board and the Blue Grass Headstart Program is to coordinate services to eligible children through the state (Ky Preschool) and federal (Headstart) funds.

VII.D.11. Vocal Music Instructor Contract- FCHS
Rationale

Requesting board approval for the FCHS Vocal Music Lessons Program.

Lessons will occur during the school day on Tuesdays, unless otherwise denoted, in the choir office.

This is a voluntary program where parents/students sign up for participation.  No student will be denied lessons because of income with free lessons available through The Wesley Academy of Music.

Instructors will be paid by the Choir Booster at a rate of $20 (Half class lesson) and $35 (Full class lesson)

Instructor, Katherine Olson, has already completed the required background checks, as well as W9 and the FCS Standard Invoice weekly for payment purposes.

The amount of $1,960 will be paid by FCHS Cross Country Booster Club.

Cost is $696 based upon 120 students and 20 chaperones. Price includes all meals, entrance fees, hotel and gratuities.  Students will have an opportunity to participate in fundraisers during the year to reduce the cost.

VII.F.2. Girls Basketball Overnight Trip-EMS
Rationale

Overnight trip request for the EMS girls basketball team to Williamsburg is attached for your approval.  The date if travel is 9/13-9/14.  Trip request attached.

VII.F.3. Choir Out of State/Overnight Trip-WHHS
Rationale

The Western Hills High School Choir would like to request permission to attend an overnight/out of state to Disney World during Spring Break to perform.  The trip is a partnership through Disney and Shockey Tours.  The cost would be $950, but students would also have the opportunity to fundraise to reduce the cost.  There will be 10 chaperones, all with background checks to include the director.  

Transportation would be provided by Shockey Tours and lodging would be at Comfort Inn, Orlando FL (main gate).

VII.F.4. KYA Overnight Field Trip-BMS

Kentucky Youth Assembly Club Field Trip
KYA is a mock Ky Legislature.  This is a leadership conference that is student led and delegates debate the bills that have been written by each school.

Cost of the trip is approximately $250 and is paid for by the student.  Financial Aid is provided for students who can not cover the cost of the trip.

VII.F.5. WHHS Overnight Volleyball trip
Rationale

The Western Hills Volleyball team would like to request permission to attend an overnight trip to Metcalfe County to participate in the Metcalfe County Slam Jam tournament.  The team will be staying at the local Holiday Inn Express in Glasgow, KY.  Varsity only.  Parents will provide transportation for their child only.  Boosters will be paying for lodging and meals.

VII.F.6. FFA National Convention Overnight Trip-WHHS
Rationale

The FFA would like to request permission to attend the National Convention in Indianapolis, IN.  They will be staying at the Wyndham Indianapolis West.  There will be 20 students and 3 chaperones.  Students and the FFA chapter will be providing payment for the trip. Bus transportation will be needed, but Mr. Shaffer (AG Teacher) will drive.  The dates are 10/29/19-11/2/19

FCHS Cross Country would like to travel to Owensboro, Ky October 11-12, 2019 to participate in The Fast Cats Classic Meet, hosted by Daviess County High School.
