Rationale

The Franklin County Board of Education has provided time in its agenda for individuals to make comments. Comments to the Board will be allowed up to a maximum of three (3) minutes. The Board does not allow comments on any matter dealing with personnel issues. Kentucky law states specifically that personnel matters are the responsibility of the Superintendent. On all personnel matters, you should contact the Superintendent of Schools. No questions, comments, or decisions/action related to public comments will be made by Board members at this time, unless the specific topic is on the agenda; however, the Board will listen to the comments and/or suggestions which may lead to a discussion of same at a future meeting. If an individual wishes for the Board to discuss and/or take action on a particular issue, they must follow the procedures outlined in Franklin County Board of Education Policy 10.2. The Superintendent or the designee will be able to assist in this request.

Attached is the KISTA Financing for School Buses for FCPS 2018 bus purchases. Mr. McKinney, Director of Transportation, is requesting approval of the KISTA Resolution in order for it to be executed to obtain KISTA financing to purchase four (4) new buses, one (1) bus for students with special needs.

V.A. Approve Change Order #11 for Wehr Constructors
Rationale

Wehr Constructors, Inc. is requesting approval of Change Order #11 in the amount of $6,193.08 to install new raceways for additional security cameras (to be provided by FCS) at the new Collins Lane Elementary School.  This change order was initiated by David Raleigh and Trampus Penn so that seven additional security cameras would be provided in the following areas:

  • Two on each side of the front awning to bring the total number to four (4)
  • Two additional in the gym (2)
  • One additional in the preschool playground (1)

The price breakdown and other documentation is attached for your review.

VII.D.5. Microsoft Annual Agreement
Rationale

FCS annually purchases the Microsoft Agreement that allows us to install any version of the desktop operating system and any version of Microsoft Office as needed. The agreement also covers our server software and client access licenses. This method is more efficient and cost-effective than purchasing a separate license each time we purchase a new computer.

Rationale

Due to an increase in our preschool numbers and timelines on completing evaluations, we need to create two Speech Language Pathologist positions, each for a maximum of 15 days to be used for the 2017-18 school year.

The funding for this job creation will be obtained from IDEA Basic, Part B.

VII.F.2. Title 1 Position-Interventionist - BPE
Rationale

Bridgeport is requesting to hire a part time reading interventionist as part of our Title 1 funding. This position would be for 120 contract days @ 3.5 hours per day. This position was approved by council at the September 18 meeting.

VII.F.3. Increase Days For Payroll Clerk Position
Rationale

Lesley Cummins, Finance Officer, would like to request to increase the 190 day payroll clerk position to a 250 day position.  This position services all classified staff.  In order to provide our classified employees with the same level of service as our certified employees, we would like to have the payroll clerk available for them year round.

Transportation to/from Lex: Individual parents will be responsible for transportation to/from Lexington and performances.  Should this be an issue, a bus request will be made closer to departure.

VII.G.2. Women's Choir - WHHS
Rationale

The WHHS Women's Choir would like to request permission to attend an overnight trip to Morehead State University to participate in their honor choir.  We would have 20 students and 2 chaperones attend.  Students would stay in the Comfort Inn and Suites in Morehead. School bus transportation will be needed. Cost would be handled by the booster club and students.  The dates are 11/13/17 and 11/14/17.

VII.H. Approve School-Wide Fundraisers
VII.H.1. KPREP Theme T-Shirts - EES
Rationale

EES requests permission to carry out the following fundraisers in order to raise money to provide EES students with KPREP Theme t-shirts in the spring.

VII.H.2. Sweet Blessings Fundraiser - EES
Rationale

EES requests permission to have a coin drive fundraiser in order to raise funds for Sweet Blessings which provides cakes for our students.

VII.H.3. PTO Fundraiser - BMS
Rationale

Bondurant PTO is requesting permission to hold raffles, split the pot, and guess how many in order to raise money for BMS students to assist in purchasing instructional and non-instructional items at Halloween, Christmas, and Valentine Dances.

Bondurant Middle School PTO is requesting approval to sell tumblers school-wide to raise funds to assist with instructional and non-instructional materials for BMS students and staff for the 2017-2018 school year. Scheduled dates would be October 20th through November 3rd.
