Rationale

According to KRS 16.470, districts must submit a Working Budget to KDE by September 30. The Board approved a Tentative Working Budget at the May 15, 2017 Board meeting which was based on projected enrollment for the 2017-18 school year. The Working Budget presented at this time is a revision of the Tentative Working Budget.

Rationale

With the passage of SB 50 during the last legislative session, the local board of education must approve the members of the District Calendar Committee.  Under the guidance of KRS 158.070, specific membership titles were provided for districts to follow.  I am requesting approval for the following individuals to serves as a member of the District Calendar Committee to establish the school calendar for 2018-2019.

3.D. Kentucky Horse Park Contract for Graduation
Rationale

Due to the Frankfort Convention Center being demolished, Franklin County Schools needed to seek out a site to host graduation for our two high schools. We will be sharing the costs associated with graduation at Alltech Arena at the Kentucky Horse Park with Woodford County Schools and Scott County Schools. Four graduations will take place on one day, enabling us to save a significant amount of money. The overall cost to the district will be approximately $6,750. Due to the inconvenience of having to travel for graduation, the district is exploring options for providing transportation to students and families in need. 

The contract with the Kentucky Horse Park for graduation is attached for your review and approval.

Wehr Constructors, Inc. is requesting approval of Change Order #1 in the amount of $8,789.95 to enlarge the sanitary lines and provide an encasement for the sanitary line under the main entrance to the new Collins Lane Elementary.  This work is necessary in order to comply with the Frankfort Plant Board's specifications and to complete the underground sanitary lines.

5.A.a. Cognitive Coaching Follow-Up Training
Rationale

Title II funds will cover the cost of this professional development follow-up session for all Franklin County employees who have participated in Cognitive Coaching Training.  The training will be held on April 30, 2018 in our Building 2 Board Room.  Also, Woodford County Schools have requested to send five people to this session and will contribute to the costs of this contract if their employees attend.

5.B.a. Grant Approval Request
Rationale

Westridge Elementary Family Resource coordinator, Terri Spellman, is requesting to apply for two-$250,   Dollars for Doers grants for volunteer work through the Menasha Corporation.  The total of $500 will go towards various Family Resource Center needs and student needs.

5.B.b. WRE Technology Grant Approval
Rationale

Westridge Elementary is requesting permission to apply for a Lowe's Toolbox for Education Grant to support a technology project at WRE.  The plan is to add a portable student production studio to the media center. The overall cost of the grant is $6000, which WRE has $2000 of the total cost.  The grant will request $4000.  

 

The mission of the project is to support the ever-growing student interest in the video arts at Westridge adn to provide all students with materials (hardware and software) necessary to continue to grow as videographers, editors, designers, collaborators, and artists.  The students at Westridge are outgrowing the current technology available to them and have proved through their numerous award winning video products that they are ready for professional upgrades in orthe to continue to advance their skills.  Our students have produced state winning video products in the newscast, documentary, public service announcement, feature film, bullying, and Main Street Kentucky categories.

5.B.c. Showcasing the Arts Grant Program

Jessica Huff, Art Teacher at Bridgeport, applied for "Showcasing the Arts Grant Program" and is seeking board approval for acceptance of this grant, which provides $250 for an artist to visit our school. 

5.C. Create/Modify Positions
5.C.a. Create Full Time Instructional Aide at EMS
Rationale

Due to some additional students at Elkhorn Middle School (EMS), we are unable to assist their needs and fully implement all Individual Education Plans (IEPs).   At this time, I am recommending we create one 7.0 hour per day instructional assistant position at EMS for the remainder of the 2017 - 18 school year. 

The funding for this job creation will be obtained from IDEA Basic, Part B.

5.C.b. Create Full Time Instructional Aide at ELV
Rationale

Due to some individual needs of preschool students at Early Learning Village (ELV), we are unable to assist their needs and fully implement all Individual Education Plans (IEPs).   At this time, I am recommending we create one 7.0 hour per day instructional assistant position at ELV for the remainder of the 2017 - 18 school year.  This would be a 135-day position, prorated for the remainder of the school year.

The funding for this job creation will be obtained from KERA and Tier II Preschool Partnership Grant.

5.C.c. Increase Contract Days
Rationale

Charlene VanWinkle is currently contracted for 60 days, serving as ARC Chairperson Designee, and has already committed these days to schools.  Due to immediate needs at schools with ARC meetings, IEPs, on-site monitoring visit, and data collection, I have had to request Charlene’s assistance to meet timelines.  I need to add 10 more days to her contract to continue to help with these issues.

The funding for this increase will be obtained from IDEA Basic, Part B.

Rationale

FCHS Volleyball Team requests permission to travel overnight to Morehead, Kentucky October 6-7, 2017 for competition.

The booster club is paying for team meals October 6th.  Team members are expected to bring money for their own lunch on Oct. 7th.

Travel:  FCPS District Transportation, competition funds for travel requested.

5.E. Approve School-wide Fundraisers
5.E.a. WRE Fundraiser Approval
Rationale

Westridge Elementary requests the approval of our Fall Festival as a PTO sponsored event.  The Fall Festival will be held on Friday, October 20th from 6:00-8:00 and is open to the community.  The cost of admission is $5 per person allowing children 2 and under free admission.  We will have local community vendor booths, a petting zoo sponsored by BMS 4H, trunk or treat which will include community participation such as, the Frankfort Fire Department, Frankfort Police Department, KSU and various other clubs.  We will have games, silent auction/raffle, food donated by community clubs and a hayride.  All money raised will go towards school equipment, clubs and after school activities and supplies.

5.F. Shortened School Day Request
Rationale

We are recommending a shortened school day for a student.  The ARC has followed the appropriate procedure for requesting a shortened school day.

5.G. Shortened School Day Request District
Rationale

The Kentucky Department of Education (KDE) has asked us to notify the board at the beginning of each year of any previously submitted shortened school day requests.

During the 2016-17 school year, three (3) shortened school day requests were submitted to the board.  One request attached, approved on 12/5/16, is still appropriate and being followed.
