3.B. Approve 2017-2018 Tentative Budget
Rationale

Annually each local Board of Education is required to approve a tentative budget on or before May 30.  The purpose of this law is to assure that the local Board of Education has an opportunity to review all proposed revenues and expenditures before the next school year begins. 

This is the second formal step in developing the 2017-2018 annual working budget.  The first step was completed at the January mid-month meeting when a draft budget was presented for your review.  No formal action was required by the Board for the draft budget.  The tentative budget involves a more detailed presentation of the proposed 2017-2018 budget and involves formal action by the Board to adopt the budget with such changes as deemed appropriate.  The final step will occur in the fall, after the close of the current fiscal year.  This will be the working budget for 2017-2018 and will include additional information related to the certification of the value of taxable property and second month average daily attendance.

3.C. Preschool Waiver (08.114) 2017-18 School Year
Rationale

We are requesting a waiver to the preschool education policy 08.114 to apply only to schools piloting all day preschool next year.  Due to these programs wanting to allow more tuition kids, we need to change the enrollment selection process, if space is available, for tuition slots at the beginning of the 2017-18 school year to the following:

  1. Previous tuition students
  2. Four (4) year old students screened for early entrance to kindergarten.
  3. Four (4) year old students determined to be Limited English Proficiency through the screening process and who are otherwise non-eligible.
  4. Non-eligible children of full time employees of Franklin County Public Schools.  Four year old will be given priority over three (3) year old students.
  5. In-District, non-eligible four (4) year old students.

This waiver would apply only to all day preschool programs at Westridge Elementary School and Early Learning Village.

3.D. Preschool Tuition Increase
Rationale

Preschool options for the 2017-18 school year will include all day preschool at Westridge Elementary and Early Learning Village with half-day preschool options available at Collins Lane Elementary, Bridgeport Elementary, and Early Learning Village.  If space is available, we want to serve students who are not at risk and offer tuition slots.

Currently tuition is $40 for half days Monday – Thursday.  In consulting with principals, we are recommending we increase tuition to $50 for half-day, Monday – Thursday or $100 for full-day, Monday – Thursday.

Rationale

As per Board Policy 09.15, all school fees must be approved in advance by the Board.  Peaks Mill Elementary is requesting approval of optional ASP charges for various summer activities.  Participation in the attached activities is strictly optional and parents/guardians also have the opportunity to make payments.

3.G. Athletic Trainers
Rationale

At the February 6, 2017 Board meeting, correspondence was shared regarding the discontinuation of supplemental funding from the Frankfort Regional Medical Center for the district athletic trainers.  Since notification, we have explored other options to provide athletic training services to our student athletes.  In reviewing proposed contracts, the level of service would be reduced greatly to our students and the availability of our trainers would be limited.  If we were to contract with an independent agency, it would result in less students being served and the availability of the trainers would be determined by the agency versus the needs of our schools and students.  As a result, I am recommending the salaries of the athletic trainers be paid from general fund to ensure our student athletes have the outstanding care they are accustomed to receiving and ultimately to ensure their safety and well being.

5.B. Create/Modify Positions
5.B.a. Compensatory Education
Rationale

Mrs. Miller requests the approval of additional staff to provide compensatory education services this summer for two special needs students.  At least two (2) teachers are needed to provide a maximum of 78 hours of services to these students.  We are requesting approval to compensated the teachers for these extra duties at an hourly rate calculated by dividing their current daily rate by seven (7) or $30 per hour, whichever is lower.

The funding for this will come from IDEA Basic.

Please extend the contract for two instructional coaches for three days each:

Both coaches will be facilitating 2017-18 professional development for Hearn Elementary on May 30, 31, and June 1, 2017.  Funding for the extended days will be paid from school funds and Title I funds.

5.B.d. CIA Coaches - Create Positions
Rationale

Elementary principals shared a need for assistance in moving their schools forward and requested the Board consider providing additional help so they could focus on being instructional leaders within their schools.  As a result, I am requesting the creation of 6.5 CIA coaches' positions for the 2017-2018 school year.  These positions would consist of a 197-day contract on the FCPS certified staff salary schedule.  Funding for the positions would be paid for general funds.

5.C. Approve Overnight/Out-of-State Trips
5.C.a. FFA State FFA Competition - FCHS

FFA would like to attend the Ky State FFA Competition in Lexington, Ky June 6-8, 2017

5.D.b. Wrestling Camp - WHHS & BMS
Rationale

BMS and WHHS Wrestling team would like to hold their summer youth camp from 5/30-6/2. The cost is $50 and the hours are from 9 am to 12 pm.  All  proceeds will go to the middle and high school teams.  The wrestling coaches and current wrestlers will facilitated the camp .

5.E.a. Dollar General Grant Request - EMS
Rationale

EMS requests permission to apply for Dollar General Grant. This is a $4000 grant for either books or technology.   The details are below.  

Youth Literacy Grants

Youth Literacy Grants provide funding to schools, public libraries, and nonprofit organizations to help students who are below grade level or experiencing difficulty reading. Grant funding is provided to assist in the following areas:

  • Implementing new or expanding existing literacy programs
  • Purchasing new technology or equipment to support literacy initiatives
  • Purchasing books, materials or software for literacy programs

Deadline to apply: May 18, 2017 (11:00 p.m. CST)
Grant Announcement: September 7, 2017
Maximum Grant Amount: $4,000

5.E.b. Preschool Partnership Tier II Grant
Rationale

As a part of the district Early Childhood Education initiative, we are requesting approval to submit a Preschool Partnership Tier II grant for $150,000.  The district received and implemented the Tier I Grant during 2016/17. The attached Tier II grant is a continuation and expansion of the current initiative.
